REQUEST: Public Works Department Providing the City Commission with Information on
the Vacated Public Works Compound Property.
PURPOSE: The purpose of this Agenda Item is to provide the City Commission with information
on the old Public Works Compound so the process to decide the best use on the
property can begin.
CONSIDERATIONS:
This agenda item is needed to provide the Commission relative information on the
potential use or value of the old Public Works Compound property located on First Street
between Flamingo Avenue and Fairfax Avenue. The structures on this property are
scheduled for demolition by the end of January as soon as the power company provides a
new underground service to the office on Flamingo Avenue. The office continues to house
the Utility/Public Works customer service center and Superintendents. That use will continue
until the new Administration Building is built at the new facility.
In addition, the City owns property on the south side of l~` Street which was the old
Water Plant site. Appraisals for all these properties were performed in 2003 and then
updated in 2006. The land use, sizes and valuations are summarized in the following table.
A, B-1 and B-2 were appraised in 2003 at $162,000, $110,000 and $80,000, respectively.
The acreage for B-1 has a question mark due to the fact it includes a planting strip parcel that
appears to not be owned by the City although it has been used as part of the compound for
many years. The property owner has been contacted and he is willing to provide a quit claim
deed to the City. This process is proceeding with the assistance of the City Attorney and will
be scheduled for consideration at a future City Commission meeting.

ALTERNATIVES:
Several options have been discussed over the years including but not limited to:
1. Selling the properties as they become available for private residential development
2. Constructing a Community Center
3. Purchasing the single family residence at 120 Flamingo Avenue so that Flamingo Avenue
can be vacated increasing the usable area.
RECOMMENDATION:
This information is being provided for the City Commission to give staff a general direction in
the use of these parcels or to determine what additional information is needed from staffto make
such a decision.

An additional obstacle in maximizing the use of Parcel B-1 is the utility easement
which splits the parcel. The easement contains overhead power, as well as underground gas
and water lines. Obviously, the existing buildings to be demolished that encroach in this
easement were not in conformance with City codes when they were constructed about 20
years ago.
