Alleged Arbor Violations
In reference to attached memo dated July 8. 1991. I don't feel
. that this can be pursued any further in that this alleged
violation occurred at least a year ago and the alleged violators
no longer live in this city.
Reference to memo dated July 11. 1991 (see attached) this is
a clear'violation of the Arbor Ordinance and I recommend that the
Tuscawilla Country Club be fined $3.000 and no tree replacement.
in that the trees felled were dead.

Reference: Suspected Arbor violation; Northern Way east of Greenbriar Ln.
Dear Chief:

Roughly 2 dozen pines with a DBH of 12" to 24" have been harvested on the
golf course south of the fairway that starts at the corner of Northern
Way and Greenbriar Lane. .
Enclosed is a photo that clearly shows a dozen trees cut in the foreground;
and another dozen cut trees in the background.
Some of these trees are dead trees and some have green. sprigs attached;
regardless of their status a permit is needed for the harvest.
Speaking with etl Artman of Public Works, he states that no permit exists.

Gil indicated that he needed a complaint in order to pursue this violation.
Since I am the person who noticed that the trees were harvested, I am making
the complaint for Gil to work with.

Reference: 653 David Street, cut trees.
Dear Chief:

Debbe Caldwell, next door neighbor to 653 David, phoned to ask about trees
that were cut at 653 David. The neighbors have since vacated the house
and did leave a partially cut tree in the yard. Mrs. Caldwell is ~~ncerned
about the Arbor Ordinance having been violated. Her estimate of the treeS
size is about the diameter of a gallon milk jug, based on what she can see
of the stumps.
At this time, Public Works needs to determine if a violation has been com-
mi tted .
Based on what I see in the City Code, I don't see where I can be of any help
in this matter.

Suspected Arbor Violation
Please find attached a photo of trees cut down on Tuscawilla Golf
Course Property. There were roughly two (2) dozen pine trees
with a D.B.H. of 12 inches to 24 inches. Upon inspection it was
determined that all these trees were dead. However. in
accordance with the Arbor Ordinance and instructions that I gave
to the Golf Course Superintendent. this action would require an
Arbor Permit. This is a clear violation of the Arbor Ordinance
and I recommend a fine not to exceed $3.000. I don't feel that
these trees need to be replaced based on the formula in the Arbor
Ordinance in that they were dead.

RE: Parking of RV on residential property
At the Commissioner's Meeting on 12 August 1991, where the
proposed Ordnance 506 was disapproved, it was stated during the
Commissioner's discussion that parking permits for RV's exceeding the
current code restriction should and would be considered on an
individual basis after evaluation by the Commissioners. Based upon
that and the following facts, I hereby request the City Commissioners
grant me a permit to park my 31 foot RV on my residential property.
The RV will be parked in the backyard behind a 6-foot privacy
fence, behind the front building line of the property, and will
not be visible from the street except when looking directly
between the houses.
The RV will be parked on a cement pad and driven in and out of the
backyard on a cement driveway that in no way damages or detracts
from the appearance of the property.
The RV does not inter fer with, trespass, or endanger any private
property, individual, or right of way when it is parked, being
parked, or removed from the backyard of my property.
The Terrace Home Owners' Association have no restrictions
concerning RV parking in this area and have no objection to the
parking of my RV on my property (see attached letter).
The residents most directly affected by the parking of my RV have
no objections to the parking of my RV (see attached signatures).
The one objection that was registered by Mr. Crowther to the City
Commissioners in October 1990 was not a valid complaint then and
certainly is not a valid complaint now. Mr. Crowther was moving
at the time of the complaint and has not lived in his house in
Winter Springs for over six months. He occassionly visits and
makes an attempt at maintaining his front yard. The house is
unoccupied all other times.
My RV was previously parked on my property one full year as
authorized by the City Commissioners without any objections from my
neighbor and was refused renewal based on Mr. Crowther's complaint.

No attempt was mady by any commissioner or representative from City
Hall to verify or validate the complaint until recently. As observed
by some Commissioners, I have made every effort to conceal my RV and
minimize any interference the parking may cause the neighbors. The
steps I have taken do not detract from or degrade the appearance of the
neighborhood in any way.

This letter concerns the matter of Mr. Ed Oaalen's thirty-~ foot
recreational vehicle, located at 307 Birch Terrace, exceeding
Winter Springs City code restriction of twenty-eight feet.
Mr. Edelen is an active member of our North Orlando Terrace Home
Owners Association and has great pride in the appearance of his
home and yard. Parking his recreation vehicle in his backyard and
out-of-view from the road and neighbors and the neighborhood he
1 i ves in.

Our association ask that the Winter Spring's City Commission
examine Mr. Edelen's position and take in concern the fact that
the complaining party does not participate with the goals of his
neighborhood and does not display equal pride in his property as
Mr. Edelen.
If the commission has further questions concerning this matter, our
association will be glad to meet with you to further explain our
ideas concerning this matter.

Winter Springs City Commissioners:
We, the undersigned, find and have no objection to K. D. Edelen parking
his 32 foot Elandan recreation vehicle on his residential property at
307 Birch Terrace. The recreation vehicle is parked in his back yard,
behind a privacy fence, is not obviously visible from the street, and
does not degrade the appearance of the neighborhood in any way.

A General Municipal Election will be held in the City of Winter
Springs, Florida, on the 5th day of November, 1991, for the purpose of
electing a Commissioner Seat/District I; Commissioner Seat/District III; and
Commissioner Seat/District V for a three-year term.
