REQUEST: The Community Development Department, Urban Beautification Services
Division, is providing additional information regarding the Florida Department
of Transportation Adopt-A-Highway Litter Removal Program pursuant to a
request made by the City Commission during a November 14, 2007 Special
Meeting.
PURPOSE: This agenda item is needed to provide additional information to the City Commission
regarding the Florida Department of Transportation Adopt-A-Highway Program that is
currently in place for State Road 434.
CONSIDERATIONS:
On November 14, 2007 at a Special Commission Meeting (Item 607), the City
Commission requested more information on the Florida Department of Transportation
(FDOT) Adopt A-Highway Program for State Road 434 in Winter Springs.
The Adopt-A-Highway Program was started in 1990 by FDOT and has been very
successful in reducing the cost of litter removal and improving the appearance of State
highway right-of--ways throughout Florida. The program has an Adopt-A-Highway
Coordinator located at the local FDOT maintenance office who oversees the project for each
specific district. The Oviedo Maintenance Unit oversees the Winter Springs area.
Volunteer groups participating in the FDOT Adopt-A-Highway Program enter into a
two year agreement to organize and conduct litter removal activities along a two mile section
of roadway at regularly scheduled intervals; a minimum of (4) four times per calendar year.

FDOT safety guidelines must be met by each volunteer group during the cleanup activity with
the department making available training and safety meetings on a regular basis. FDOT also
provides safety vests and litter bags to the volunteer group at no charge for each cleanup
activity. As an incentive to the volunteer group, FDOT will post Adopt-A-Highway signs
commending the organization at the beginning and end of their area of responsibility along the
roadway.
Currently, the Adopt-A-Highway volunteer group for State Road 434 in Winter
Springs is Vinnie's Carpet Cleaning Service. FDOT Staff at the local maintenance unit
have approved the City of Winter Springs moving forward with a supplemental Adopt-A-
Highway Program for State Road 434, if the Commission so desires.
