Authorization
REQUEST: The Community Development Department, Urban Beautification Services
Division, is requesting authorization to set the City Baseline Streetlight Rate at
$12.64 pursuant to the revised rate schedule provided by Progress Energy
effective January 1, 2008 through December 31, 2008. The revised rate
represents a reduction of $.49 from the 2007 rate of $13.13.
PURPOSE: This agenda item is needed for the City Commission to approve a revision of the
baseline streetlight rate for the city standard concrete streetlight pole and 100w cobra
light fixture.
CONSIDERATIONS:
On April 13, 1998, the City Commission adopted the City Standard Streetlight
consisting of (1) one non-decorative concrete pole attached to (1) one basic IOOw cobra
fixture. This streetlight configuration is provided as a minimum lighting standard along public
roadways throughout the City of Winter Springs.
In November of each calendar year, Progress Energy makes available to City Staff a
revised rate schedule for streetlighting that becomes effective January 1st of the upcoming
calendar year. The revised rates are based upon cost adjustments that have received approval
from the Florida Public Service Commission (FPSC).
Based upon Progress Energy rates approved by the FPSC, and published in the rate
schedule effective January 1, 2008, the City standard base streetlight cost should be adjusted
from $13.13 per month to $12.64 per month.

FUNDING:
Funding for the City standard streetlighting will continue to come from the Urban
Beautification streetlighting Line Code (1526-54312).
RECOMMENDATION:
Staff recommends the City Commission approve the 2008 Revised Monthly Standard
Streetlight Rate of $12.64 per month; a reduction of $.49 per month, as compared to the cost
of $13.13 in 2007.
IMPLEMENTATION SCHEDULE:
The Progress Energy streetlight price revision became effective on January 1, 2008;
therefore, the new cost would be retro-active to the effective date upon Commission approval.
