SENIOR CITIZENS' PROGRAM
WINTER SPRINGS
I. SENIOR CITIZENS
A. MEMBERSHIP/PARTICIPATION IN PROGRAMS
(1) Seniors must be residents of Winter Springs and a
minimum of 55 years of age.
(2) No Winter Springs' Senior can be prevented from
utilizing the Senior Center nor required to pay dues
for membership. However a user fee may be charged for
certain functions and events for admission to a particular
program/event.

(1) A Board of Directors shall be appointed or elected for
specific terms. (Commission action required). The
Board shall recommend rules and procedures for the Senior
Program/Activities.
a. Elect a chairman from Board Members who shall work
in close harmony with the Program Coordinator.
(2) The Board shall provide guidance, advice, and counsel to staff
and the City Commission while monitoring the Center and its
programs to ensure that for all intent and purpose program(s)
and the operation meet the goals and objectives of the Senior
Program.
II. RECREATION DEPARTMENT
A. ORGANIZATION/OPERATIONS
(1) The Recreation Department will be responsible for:
a. Operation/maintenance of the Senior Center (Facilities).
b. Administrative/Program Support.
(1) Program Coordination
(2) Financial Services
(3) General Administration
(4) Scheduling of Facility/Events
(5) Direct support to Board of Directors
(2) Program Coordinator: A City employee shall be designated
"Coordinator" and shall work directly for the Recreation
Director.
a. In addition to the above, the Coordinator shall
assist the Board of Directors in all aspects of a
broad spectrum of services including, but not
limited to, health, service, nutritional, educational,
and recreational.
(3) Hours of Operation
a. Monday thru Friday 08:00 A.M. to 5:00 P.M.
b. Weekends, After Hours: As required/approved.

(4) Furniture/Equipment: The Center will be furnished
and equipped by the City of Winter Springs.
a. Any donations of furnishings or equipment to the
Center will be included on the City inventory and
thus become City property.
(5) The Commission will be required to set policy for the
following:
a. Who will be allowed to utilize the Center other than
seniors?
b. How will we fund the various required expenses:
1. Operating (general): City budget
2. Programs for Seniors
(a) User fees
(b) City funded

c. Will the City build the facility and turn it over to the
seniors, or, will the City build the facility and actively
manage it with input from the seniors regarding required/
desired programs and services utilizing a combination of
user fees and City funding?
