SPECIAL MEETING
CITY COMMISSION
CITY OF WINTER SPRINGS
DECEMBER 17, 1991
The Special Meeting of the City Commission of the City of Winter Springs, Florida,
was called to order by Mayor Philip A. Kulbes at 7:00 p. m.
Roll Call:

Central Winds Park Bidding & Construction Phase Contract Addendum-434 Improvements/
Entry:
Manager Rozansky explained he wanted to inform the Commission that when we went out
for bid for the park, the entranceway road was separated because we did not want to
delay the construction of the park while we were looking for a solution to the
entryway. That has now been resolved and the engineer has submitted his proposal
to do the bids, evaluation of the bids and recommendation and administration of the
bid into the contract. Manager Rozansky said he just wanted to inform the Commission
we were at that phase and he is going to put an addendum in our contract.

Motion was made by Commissioner Jonas to authorize the City Manager to advertise for
bids for the 434 improvement/entryway to Central Winds Park (authorize approval for
engineer for the preparation and administration of the bid documents.) Seconded by
Commissioner Langellotti. Discussion. Vote on the motion: Commissioner Jonas, aye;
Commissioner Langellotti, aye; Commissioner Donnelly, aye; Commissioner Kaehler, aye;
Commissioner Torcaso, aye; motion carried.
Woodstream Addition-Request for extension:
The Land Development Coordinator said they are requesting an extension through August.
Mr. White, engineer for the project explained the reason for the request is the difficulty
with communication because the owners are out of the country.
Katherine Grimm, resident of Woodstream and an officer of the Woodstream Homeowners
Association, spoke about the road conditions and the drainage problem, and she wanted
assurance that the platting would not show a retention pond as part of their drainage
solution.
Mr. White explained the plat has not been recorded, the retention pond has been
moved to a different location and upon completion of the construction the plat will
be recorded.
Mark Bailey, resident of Nancy Circle and also a Board Member, spoke about the
serious drainage problem. He said they spent almost $2,700 to fix the problem.

Motion was made by Commissioner Jonas to approve the extension through August
subject to within the next 30 days the developer's engineer and Mr. Kozlov getting
with the Homeowners representatives to simply review the status of the problem.
Seconded by Commissioner Torcaso. Discussion. Vote on the motion: Commissioner
Langellotti, aye; Commissioner Donnelly, aye; Commissioner Kaehler, aye; Commissioner
Torcaso, aye; Commissioner Jonas, aye; motion carried.

Award of extension of Garbage Franchise to Industrial Waste Services:
Attorney Kruppenbacher summarized the Commission's actions on Dec. 9th. Their
consensus was to go forward with an extension of the contract at the present rates
and IWS would continue to do the billing until the City can put the billing on the
tax rolls. Commissioner Kaehler repeated the intention as she understood would be
the garbage pickup would be the same as it is now with the additional yard trash and
the rate would be exactly the same and IWS would do the billing until the City gets
it on the tax rolls.
Manager Rozansky questioned signing a 5 year contract; he said we are paying for
another truck; and he said probably half the city wouldn't use yard trash pickup.
Manager Rozansky asked Mr. Wilson if the rate of $11.74 would stay throughout the
length of the contract, and Mr. Wilson could not say for sure because you never
know what Seminole County or the State may mandate. Manager Rozansky said Staff
recommended 1-1-1 from the results of the survey that was sent out; he said we
would have a whole year to negotiate and look at a new contract.
Motion was made by Commissioner Kaehler that we have 2-1-1 (two times per week
garbage pickup, once per week yard trash and once per week recylables) garbage
pickup with Industrial Waste Services at the same rate with the understanding
that I.W.S. will be doing the billing for this year and with the understanding
further that we will be putting it on the tax rolls for the following year. (And
with the understanding the City will look at the issue of enforcement, and City
Attorney will bring back an ordinance). Seconded by Commissioner Langellotti.
Discussion. Vote on the motion: Commissioner Donnelly, aye; Commissioner Kaehler, aye;
Commissioner Torcaso, aye; Commissioner Jonas, aye; Commissioner Langellotti, aye;
motion carried.
Meeting adjourned 8:15 p. m.
