WORKSHOP MEETING
CITY COMMISSION
CITY OF WINTER SPRINGS
MONDAY, SEPTEMBER 30, 1991
The Workshop Meeting of the City Commission of the City of Winter Springs, Florida,
was called to order by Mayor Kulbes at 7:35 p. m.
Present:

Deputy Mayor Paul P. Partyka
City Manager Richard Rozansky
Attorney Frank Kruppenbacher
Commissioners:
Cindy Kaehler
Don Jonas
John Langellotti
Terri Donnelly
The Workshop Meeting was called to hear presentations by three consulting firms for
the development of the effluent reuse system. Presentations were then given to the
Commission by Briley, Wild & Associates; Dyer, Riddle, Mills & Precourt and Conklin,
Porter & Holmes Engineers.
Mayor Kulbes called a recess at 9:50 p.m. and called the Workshop meeting back to
order at 10:00 p.m.
Review/Discussion of Ord. No. 511, renewing the Winter Springs Community Antenna
Television Franchise Ordinance, etc.:
Diane Pickett from Cablevision, said Cablevision is very pleased to have been the
provider for the past 20 years in this area and they have built out all the residential
areas in the City with a multi-million dollar investment. She said Cablevision has had
a non-exclusive contract since 1971 and it was renewed in 1981, and they are in the
process of proceeding with the renewal.
Ms. Pickett spoke about the improved customer service over the years and their
commitment to the community. She said they sponsor the golf tournament which supports
the Summer Youth Program, they filmed the 30th year celebration when that took place
and they provide free service to the fire station, and they will be providing service
to the Senior Center within the next couple weeks.
She said Cablevision is constantly trying to improve the system, constantly working
in the customer service area, in the technology area to develop new technology to bring
to their customers.
Commissioner Kaehler said she would like to see the City go with an exclusive franchise
with whichever company would be willing to write in a cap on their rate. Discussion
followed.
Meeting was then adjourned.
