WORKSHOP MEETING
CITY COMMISSION
CITY OF WINTER SPRINGS
SEPTEMBER 16, 1991
The Workshop Meeting was called to order by Mayor Philip A. Kulbes at 7:00 p. m.

Fiscal year 1991-1992 Budget Review:
Sue Albee, executive officer of the Better Living for Seniors spoke to the Commission.
She distributed information showing the numbers of residents of Winter Springs that
receive their services. Formally it was called the Federation of Senior Citizens of
Seminole County, but as of January 1, 1990 they became the Better Living for Seniors
of Seminole County. They are a nonprofit human service organization. Mrs. Albee
was present to ask for renewal funding.
At the present time 15 residents of Winter Springs receive Meals on Wheels, and 32
residents are dining at the congregate meal site. She said there are plans to move
into a church in Winter Springs. Forty-nine residents use their vans daily to be
transported to doctors, congregate meal sites, grocery shopping, etc. Mrs. Albee
said 93 people have received services through August of this year. Food alone for
Winter Springs residents runs about $2,200 per month, for a year, food costs alone
are $26,400. She said federal and county dollars are shrinking.

Commissioner Jonas asked what other cities donate. She said Oviedo contributed $1,500,
Altamonte Springs $2,500, and Sanford never contributes anything.
Commissioner Partyka suggested a contribution of $1,200 and take away the reimbursements
to the Boards. Commissioner Kaehler agreed with the $1,200 contribution but there
should be meetings with the Boards before taking away their reimbursements.
Harry Martin, Finance Director, said previously it was estimated there would be a
shortfall of $68,000 in insurance costs. After getting the premiums in on Av Med and
recomputing the figures, it will only be about thirteen to fourteen thousand dollars.
Av Med went up 11% vs. Florida Municipal Health went up 29.5%. These monies would
come from the contingency in the General Government and will be reviewed during the
budget revision.
Discussion followed on the increase of insurance premiums for employees.
John Ferring, Baltic Lane, spoke about his reimbursement check he received for
serving on the Planning & Zoning Board. Bill Jacobs, S. Edgemon Ave., spoke about
the reimbursement to the Boards, and the contribution for the newsletter. John
Ferring and Art Hoffmann also spoke about the newsletter contribution.
Meeting was adjourned at 8:10 p. m.
