WORKSHOP MEETING
CITY COMMISSION
CITY OF WINTER SPRINGS
JULY 15, 1991
The Workshop Meeting was called to order by Mayor Philip A. Kulbes at 7:00 p.m.

City Manager Richard Rozansky, present
Commissioners:

The Workshop Meeting was called to discuss Revenues/Expenditures/Millage.
Manager Rozansky explained that on July 22nd the Commission must set the proposed
millage rate and rolled back rate and day, time and place of the public hearing for
the Tentative Budget. Then on July 23rd that information is given to the property
Appraiser and Tax Collector and that information is sent to all property owners in
Winter Springs.
Manager Rozansky explained the proposed millage rate this year is 3.7029. The
rolled back rate is 3.4045. The percent of increase over the present millage would
be 2.4% and the percent of increase over the rolled back rate would be 8.7649%. The
increase would be .0876 mills over the present rate.
The Revenues were then reviewed and discussed. Ad Valorem would be $2,353,872 with
the 3.7029 millage; franchise fees, building department fees were also discussed.
Commissioner Partyka asked for a summary sheet of all the surrounding cities with
the number of employees that each City has, total budget and millage rate. He
said in years past that has been provided by the Finance Department and is very
helpful.
There was discussion of the fund balance. Manager Rozansky said we are going to have
to look at replacing a couple fire trucks, and also spoke about bringing Jim Lentz on
as a financial advisor.
Mayor Kulbes asked for a concensus of what the Commission was going to do.
Commissioner Kaehler, Commissioner Donnelly and Commissioner Jonas were for leaving
the millage rate as it is this year and Commissioner Langellotti and Commissioner
Partyka were for the 3.7029 millage rate.
Meeting was adjourned at 8:30 p. m.
