WORKSHOP MEETING
CITY COMMISSION
CITY OF WINTER SPRINGS
JANUARY 21, 1991
The Workshop Meeting of the City Commission of the City of Winter Springs, was
called to order by Mayor Philip A. Kulbes at 7:00 p. m.

The Workshop Meeting was called for the purpose of discussing the Senior Citizens
Building and its programs.
Mayor Kulbes explained that this is a City building, owned and operated by the City
of Winter Springs. Senior citizens will be given top priority in the use of the
building; however, when the building is not in use the City reserves the right to rent
the building out to other agencies on a select basis.
City Manager Rozansky reported the bid on the building was $186,230.00. After a change
order was made the amount was $186,158.00. Expenditures to date are as follows: the
architect's fee of $12,210.00 was paid out of the Capital Improvements Fund. The Bid
from Stowall, the Contractor, was $186,158.10. To date $119,032 has been paid. Another
draw to be paid is $48,510.20 and the City is withholding retainage in the amount of
$18,615.00. Soils work by Ardaman & Associates was paid in the amount of $1,950;
Barfield Fence for a construction fence was paid in the amount of $965.00; fill from
C.A. Meyers in the amount of $5,943.60; Lowry of Florida for underground electricity
in the amount of $1,059; the large pine tree had to be removed in the amount of
$225.00; the irrigation system $537.19. $192,638.79 has been paid out of the bond
issue for the building; Engineering $1,950; Capital Improvements Fund $14,459.50 and
there is approximately $7,372.00 left for furnishings.
Manager Rozansky said we are trying to have the opening around February 1. He said
there is minimum furniture to open the building. There have been donations of
furniture by Mr. John Ferring and a Bank.

Mayor Kulbes announced the opening for the Senior Center would be Saturday, Feb. 2,
1991 at 1:00 p.m.
Manager Rozansky said the telephones are supposed to be installed at the end of the
month.
Commissioner Kaehler suggested "grandfathering" in for the first term the Board of
Directors of Senior Citizens, Inc. so that there would be a smooth transition, kind of
dissolve their corporation and become incorporated with our group and our coordinator.

Commissioner Partyka suggested letting the Board of Directors manage as they are
doing now and if there are any issues or problems talk to the City Manager. If
there are issues that he can not resolve, then he would bring them to the attention
of the City Commission.
As far as persons not being residents of Winter Springs, they should be charged a
fee.
The consensus of the Commission was the senior citizens will deal with the City
Manager. If there is anything the City Manager can not resolve, he will bring it
to the City Commission.
Mrs. Kulbes spoke about the Better Living for Seniors Program. It was suggested
that the Director of that program contact the City Manager for direction.
Meeting was adjourned 8:15 p. m.
