WORKSHOP MEETING
CITY COMMISSION
CITY OF WINTER SPRINGS
.MONDAY, JANUARY 7, 1991
The Workshop Meeting of the City Commission of the City of Winter Springs, Florida,
was called to order by Mayor Philip A. Kulbes at 7:00 p. m.
Roll Call:

Vistawilla Drive Extension:
Mr. Don McIntosh, McIntosh & Associates, made a presentation to the Commission. He
said he had brought a series of exhibits that are comprehensive master plans for
what is known as Tuscawilla 15 which is the parent Tract of the Vistawilla Drive
alignment as well as a specific master plan for some of the development within
Tuscawilla 15 and a number of additional exhibits as well as an aerial photograph.
Mr. McIntosh spoke about the eagle's nest that is located in the southwest quadrant
of Parcel 15. He said the alignment as presently configured is substantially outside
the protection zone for any eagle in the area.
Mr. McIntosh explained that the alignment for Vistawilla Drive has been shown on the
Master Plan for Tuscawilla for many years. Now the Settlement Agreement which is
now the Master Plan for Tuscawilla also speaks to the alignment of Vistawilla Drive.
He said the alignment is set by one very formidable constraint and that is the
existing termination point of Vistawilla Drive at the railroad. That is an inflexible
firm point at which Vistawilla starts at the south part of Parcel 15. It is also
further constrained on S.R. 434 by trying to provide as much separation from the
east boundary line of the proposed ramps of the expressway. This alignment does
meet the criteria of avoiding the wetlands.
Mr. McIntosh further explained there is within Parcel 15 a number of other areas
that are environmental areas and ponds, isolated wetlands, a major branch of Howell
Creek, and those will affect the alignment of Tuscora and the development of all
the parcels. It is the intention of this development to preserve the wetlands as
they are shown and no impact is presently planned or proposed by the alignment of
Vistawilla Drive.
Mr. McIntosh said in May of 1989 he instructed his Staff to submit with the plans
an alignment to City Staff for the purposes of confirming that this alignment was a
sufficient alignment and it was o.k. to proceed with the design. He said they
received a letter back saying that he was correct in moving forward with the revision
of engineering and revised plat for Vistawilla Drive. This alignment went through
almost a full year of City Staff review dealing with the different issues.
Mr. McIntosh also presented a conceptual land use plan and an aerial photograph
and several site plans.

Mr. McIntosh pointed out that this alignment can not be argued as the only one,
but it is a good alignment. It does not yet address some of the concerns of the
area residents. One concern was this particular alignment could potentially be
viewed as a straight shot.
He said he was instructed to look into whatever ideas he could come up with to
make the road alignment mor~ safe. One idea was the speed bumps and another idea
was additional road signage. Mr. McIntosh explained that he is not proposing to
design or to recommend stop signs or speed bumps because the purpose of this road
is to move traffic from point a to point b. However, if the City should decide
that there are safety issues that go above and beyond the moving of traffic, the
stop sign and speed bump installations are definitely vehicles that can be used
more responsibly than speed limits and policemen to slow traffic. He said he was
prepared to make a donation of $4,000 to the City for additional stop signs and
speed bumps and that money could be used when the City decides they are needed.
Discussion followed with the Commission.
Then there was discussion with the following residents: Moti Khemlani, Tuscawilla
Homeowners' Association, John Ferring, Chokecherry Drive, Glen Chiles, Wildcat Court,
Peggy Baker, Tuscora Drive, Howard Seib, Seneca Boulevard, John Horan, Wood Duck
Drive, and Gay Bess, Vistawilla Drive.
This item will be discussed again on January 28th.
