I have asked the Mayor to read this statement on the acquisition of Seminole
Utility Company because I am in Cinncinati attending week long business
meetings at corporate headquarters. Here is my statement.
I have attended meetings and workshops and, finally, read all the documents
presented at today's Commission Meeting. Based on the information presented
and given to me, plus the recommendations given by our consultants; Rachlin
& Cohen; Conklin, Porter & Holmes and Rose, Sundstrom and Bentley. .
"namely that the price that will be paid by the City is fair and the acquisition
is in the best interest of the City and its citizens".
I support the resolution that the City issue $12,300,000 Revenue Bonds to be
applied to acquire the Seminole Utility Company. It would not benefit the City
or its citizens to prolong or jeopardize the acquisition of this Company and
risk a trial that will incur additional legal and other related costs.

This project is for the uncompleted portion of Bentley Green, now
called Bentley Club. The developer received Final Engineering
approval and now wishes to modify this approval by decreasing the
density from 66 units to 41 units. The Staff has no problems with
this and the City Engineer has reviewed this modification and found
it to be satisfactory (see attached City Engineer letter dated
April 6, 1990.)

Signage Issue at Hobby Shop/Airplane Sign

The definition of siqn in the Code, Section 16-51
includes geometric and non-geometric shapes intended to
communicate. This definition covers the planetail erected
in front of the Hobby Shop. A permit is required for
erection of the "sign" pursuant to S16-53. The permit
should not be issued until the building department
determines that such work is in accordance with Article 16
of the Code and does not violate the building or
electrical codes.

The sign specifically would have to conform to S16-77
of the Code if it is an off-premises sign. This Section
requires that any outdoor advertising display off-premises
shall be set back a minimum of twenty-five feet (25') from
the right-of-way on all state, county, and municipal
roads. The sign may not be located nearer than five
hundred feet (500') to the nearest residential district.
On all state, county, and municipal roads, signs must be
placed a minimum distance of two thousand feet (2,000')
apart from each other, and no new sign shall obstruct the
side of an existing permitted sign. The sign cannot
project more than twenty five feet (25') above the crown
of the road. The sign may not be maintained within five
hundred feet (500') of a church, school, cemetery, public
recreation area, state or national forest, railroad
intersection, or any residentially zoned property,
measured along the common right-of-way. The sign must be
reviewed by the site plan review board and is permitted in
industrial and commercial zoning classifications only.

Dear Mayor Grove:
The State of Florida is currently performing a study of the
installation and maintenanoe oost differential between overhead
and under~round eleotrical power lines. However, as this study
will not address all cost saving factors (e.g., liability, publio
safety, outage, etc.), the County has been asked to participate,
along with 10 other cities, in a University of Central Florida
Study. The County's contribution for this study would be
$2, 52~L 64.
Since this topic has become a key issue in the building of
aesthetically pleasing and safe roadways throughout the County, I
invite you to participate with the County in this study. The
total amount divided eight ways would result in each City and the
County contributing $316.20. Enolosed are copies of the letter,
interlooal and statement of work we received.
If you would like to partioipate in this study, please mail a
check for this amount payable to the Board of County
Commissioners marked "Utility Study" to the Seminole Count.y Board
of County Commissioners, OMB Department, 1101 East First Street,
Sanford, FL 32771. Please send your oheck no later than
3/30/90. The County will then sign the interloca! and forward it
on to the other participants.

listed in the letter for more information.

Consequently, it is the desire of the MPO (see attached Resolution) to
continue this program after the demonstration period concludes at the end of
1990. I am sure that you will agree when you review the attached proposed
budget that the costs when divided among all the jurisdictions according to
their population size are not prohibitive, especially for the benefits
received. If we can develop not only a safer bicycle system, but one that
will encourage some of our automobile users to ride a bicycle instead, then
our goals will have been achieved. The MPO's evaluation of the demonstration
program indicates we are progressing in that direction. To get there,
however, we need your commitment for financial assistance on a continuing
basis.

Please take this request to your commission or council and request their
pledge to continue funding for the program locally at the level suggested
after the conclusion of the demonstration period. I am sure that they will
agree that this is a program that is needed areawide, that is bringing
results, and that needs to be continued from Fiscal Year 1991 onwards.

As you may remember, somewhat over a year ago the Orlando Urban Area
Metropolitan Planning Organization ("PO) approached the various jurisdictions
within this three-county area seeking funds to match a two-year demonstration
grant from the Florid Department of Transportation for a bicycle
planning/coordination program. Although not all the jurisdictions chose to
participate in the demonstration program, enough did to match the available
State funds, hire a Bicycle Coordinator and get the program going on a limited
area basis. We are now about half-way through the demonstration period.

The "PO has recently evaluated the success of the program and has given it an
A+ rating. Our Bicycle Coordinator has been especially effective within his
four major emphasis areas:

elementary school level where good bicycle safety habits can be developed
among the largest user group--our children.

Plan as well as local government comprehensive plans.

Dear Ms. Johnson:
I wanted to take this opportunity to let you know how pleased we are to
learn of how quickly the Orlando Urban Area MPO staff has
accommodated the bicycle program, and the recent work and
accomplishments of your new bicycle/pedestrian coordinator, Thorn
Cerney. Tom Fernandez, our district bicycle coordinator, has been
keeping us appraised of Thorn's work. We are highly impressed with
Thorn's enthusiasm, and his attention to detail in getting this program
underway.
Thorn has already secured $14,000 in safety monies to get area bike-ed
training courses underway, and is continuing to play a major role in the
design of your new safety town. This town can. serve as a model for
other areas of the state', and nation.

We have discussed with Thorn the need to have him take part in several
training courses to get your education and engineering programs up to
full potential as quickly as possible. We have three training courses
scheduled. The last two will have the per diem and travel expenses paid.
The first would need to be paid by local funds. These courses are:
Bike- Ed Training Course, Dade County (2 days) Tuition Free.
October 24-25
Basic Bike Coordinator Training ,Course - Engineering, planning.
Program Overview (2 days) early December (Date to be set). All
expenses paid. (Orlando or Brevard 'Area)
Advanced Bike/Ped Coordinator Training Course - Week of
January 14-19 (Tampa) All expenses paid.

bicycling and walking conditions. The program has accomplished the
