SPECIAL MEETING
CITY COMMISSION
CITY OF WINTER SPRINGS
OCTOBER 15, 1990
The Special Meeting of the City Commission of the City of Winter Springs, Florida
was called to order by Mayor Leanne M. Grove at 8:05 p.m.
Roll Call:
Mayor Leanne M. Grove, rpesent
Deputy Mayor Cindy Kaehler, present
City Manager Richard Rozansky, present
City Attorney Tom Lang, present
Commissioners:
Arthur Hoffmann, present
Philip A. Kulbes, present
William A. Jacobs, present
Paul P. Partyka, present
Approval of ,Changes/Additions to Phase 1 of Master Plan:'
Mr. Barth of Glatting Lopez Kercher Anglin went over the changes and additions to Phase
I as follows:
The deletions are the caretaker's trailer, tennis courts and the playground. The
additions are: clearing and grubbing the entire site and he said the site would have to
be measured; grading the multi-purpose field, grading the ampitheater and converting the
T-ball into a multi-purpose field.
Mr. Barth said he would specify picnic tables, but the amount to be placed there
would be up to the City. He said he would specify a typical section for a pathway and
that too would be up to the City.
Motion was made by Commissioner Jacobs to approve the changes and additions to Phase I
of the Master Plan. Seconded by Commissioner Kaehler. Discussion. Vote on the motion:
Commissioner Kulbes, aye; Commissioner Jacobs, aye; Commissioner Partyka, aye;
Commissioner Kaehler, aye; Commissioner Hoffmann, aye; motion carried.
Authorization to proceed with Construction Drawings of Phase I:
Motion was made by Commissioner Jacobs to authorize to proceed with construction
drawings of Phase I. Seconded by Commissioner Kulbes. Discussion. Vote on the motion:
Commissioner Jacobs, aye; Commissioner Partyka, aye; Commissioner Kaehler, aye;
Commissioner Hoffmann, aye; Commissioner Kulbes, aye; motion carried.
Commissioner Kaehler called a meeting for Tuesday, Oct. 23rd, 7:00 p. m. for all
volunteers for the park.
City Manager Rozansky said he would not sign the engineering or architectural contracts
until they are reviewed and approved by the City Attorney for legality.
Mayor Grove asked for a concensus to send out a letter to all registered voters
explaining the referendum issue of districting. Commission was in agreement.
Manager Rozansky said he is going to order the bins for recycling. They will be paid
for from the Capital Improvements fund. Industrial Waste Services will be here at
the first meeting in November to discuss rates and recycling.
Mr. Barth said they would be meeting with Staff on a regular basis and asked Commission
if they would like to be kept informed periodically and the Commission was in agreement.

Attorney Lang offered as a prize for naming the park from his firm, Honigman, Miller,
either two tickets to a Magic basketball game or four tickets to the November 17th
D.C.F. Football game. Mayor Grove accepted the two Magic tickets.
Meeting was adjourned 8:25 p.m.
