WORKSHOP MEETING
CITY COMMISSION
CITY OF WINTER SPRINGS
MONDAY, AUGUST 20, 1990
The Workshop of the City Commission of the City of Winter Springs, Florida was
called to order by Mayor Leanne M. Grove at 7:00 P.M..
Roll Call:
Mayor Leanne M. Grove, present
Deputy Mayor Cindy Kaehler, present
City Manager Richard Rozansky, present
Commissioners:
Arthur Hoffmann, present
Philip A. Kulbes, present

Park Update:
Mr. David Barth of Glatting Lopez, Kercher & Anglin gave a report. He gave out
copies of a letter he had written Mr. Rozansky concerning the Altamonte Springs
theraputic pool. He went over the letter which included the costs of construction
and maintenance of the pool. He passed out brochures and newspaper articles about
the pool, and pictures of the pool. Mr. Kulbes said he would like to see a pool
included in the Master Plan. He suggested a 25 meter pool in order to be able to
have swimming meets. Discussion. A user fee was discussed. Mr. Barth said they
will bring in a pool consultant to work with the City. Discussion.
Mr. Barth said that nothing had changed in the development program except for the
pool. It includes the ball fields, the children's playground and the caretaker's
residence.
Mr. Barth gave out a packet which contains a "base concept" of what the park should
look like. He also handed out a "matrix" which has a park program on one side and
also a park program on the other. He handed out a "concept studies" brochure of
what the park should look like. He explained the three concepts his staff had
worked out for the park. His staff favored concept B because they felt it was
important to maximize active recreation. Their desire was to fence the site for
security. Their opinion was not to have a general admission fee, but user fees
instead. There should be an office on site. Mr. Barth took their ideas and
constructed a "preferred concept". He suggested a sign warning that there are
alligators in the lake. He suggested an indoor facility, especially if there is
going to be a swimming pool. Discussion.
Mr. Barth presented the site inventory drawing of the plan for the park. Discussion.
Parking spaces were discussed. Mr. Barth suggested that the Commission go to the
Altamonte Springs park and look it over.
Commissioner Kaehler said that Commissioner Jacobs has made a request of her
through the City Attorney for copies of two letters, one of which is from Stanley
Cohen and the other from Doug Sealy. She stated that she has filed the letters
with the City Clerk in order to make copies of them and give the copies to Commissioner
Jacobs. She offered to read the letters into the record. Commissioner Jacobs said
no.
Mr. Rozansky had invited Mr. Jacob Steward from the Orlando Chamber of Commerce to
speak about the arts. He spoke for the United Arts of Centrai Florida. He asked
for support from Winter Springs. Mayor Grove told him he could count on Winter
Springs for some help, and that the City Manager would be in touch.

1990/91 Budget Review:
Commission Expense - Contribution for the Arts, $1,000, Civic Association, $1,000,
Senior Program, $5,000, Federation of Senior Citizens, $1,000. Commissioner Jacobs
suggested the community's getting involved in contributing to the arts. Homeowner's
groups participation was suggested. The consensus of the Commission was to leave
it at $1,000 and add more later if possible.
The City Manager's budget is essentially the same.
In the City Clerk's budget, Other Legal Services were down from last year. Repair
and Maintenance of Equipment was increased from $375 to $400. There was no other change.
In the Finance Department, audit services are $8,500 more because of having bought the
utility.
Personnel is essentially the same.
Administrative Services is $7,787 more.
Engineering is essentially the same.
Land Development is essentially the same.
The City Manager said that health insurance is approximately $33,000 more this year.
In the Building Department, the City Manager said we might need another person. He
said he would like to take the receptionist out of the Building Department and put
her back into Administration. He said he would like to move her out into the lobby.
Discussion.
The Super Park was discussed under the Recreation Department.
In General Government, the City Manager said that the $250,000 in reserves is to get
started into the next fiscal year.
The City Manager explained assessments, etc. under Capital Improvements. He said we
are running out of money for this fund. We spend about one million dollars resurfacing
roads every year. He said that the $452,000 reserve would be good to use for major
road projects.
The City Manager said we have to have a tentative budget on the 10th.
There will be a Workshop on Tuesday, August 28 at 7:00 P.M. on salaries.
The Workshop adjourned at 9:45 P.M..
