WORKSHOP MEETING
CITY COMMISSION
CITY OF WINTER SPRINGS
JULY 31, 1989
The Workshop Meeting of the City Commission of the City of Winter Springs, Florida
was called to order by Mayor Leanne M. Grove at 7:00 P.M..

Police Department:
City Manager Richard Rozansky went over the budget for fiscal year 1989-90 for the
Police Department. Police Chief John Govoruhk explained all changes in the budget.
There were no changes made by the Commission. The budget asked for by the Police
Department is $1,508,666. That is an increase of $295,341 over the 1988-89 budget.
Police training was discussed. Chief Govoruhk said they get one training lesson per
month as least, and send people to Seminole County, Orange County, Jacksonville and
Miami to Smith and Wesson School.
Commissioner Hoffmann asked about the new computer company. Chief Govoruhk said they
are looking at one in Jacksonville called IPTM, which deals strictly with fire and
police, and has individual programs for each police department. Commissioner Kaehler
suggested User Groups.
Police vehicles were discussed. Chief Govoruhk ~aid that the dealer who supplies the
vehicles depends on who comes up with the deal t'hrough Florida bidding process. They
go on State bid. He said they buy cars with none of the extras on them, but they
survey the old cars and take the mobiles, sirens, etc. off of them. When they get
new cars, they assign the old ones with the most mileage to the Crime Watch or detec-
tives who don't run them as much.
There was discussion about opening the Police Department at night. City Manager
Rozansky said we need to look at somehow being able to let people in the building
if they need police service. Commissioner Kaehler suggested putting in a two-way
camera which would allow you to see the person you're talking with. Commissioner
Jacobs said he thought the lobby ought to be open at night with a secretary there.
Fire Department:
City Manager Richard Rozansky went over the budget for fiscal year 1989-90 for the
Fire Department. Fire Chief Charles Holzman explained all changes in the budget.
There were no changes made by the Commission. The budget asked for by the Fire
Department is $865,849, an increase of $100,753 over this year's budget.
Employee training was discussed. Chief Holzman explained that they are enrolled
in the Central Florida Fire Adademy, and are provided with in-house training.
They send out a portable training tower and a trailer. This way, they can provide
most of their training while people are on duty. They are also involved in a

tuition assistance program to encourage people to obtain certain credits for more
certification on the job.
There was discussion concerning buying the house on Flamingo Avenue that is next to
Public Works, to be used as classrooms. Mayor Grove asked for a consensus on the
$10,000, as to whether to use it to buy the house: Commissioner Hoffmann said that
buying the house would give more flexibility. Commissioner Partyka said he didn't
have enough information to know what he felt should be done. Commissioner Jacobs
said he was for buying a permanant structure. Commissioner Kaehler said that spending
money to rent instead of to buy, would just be throwing money away. She also suggested
that when the Fire Department is expanded, adding extra footage onto it, would be
economical.
Paramedics
City Manager Richard Rozansky went over the budget for fiscal year 1989-90 for the
Paramedic Department with Fire Chief, Charles Holzman. Chief Holzman explained
the budget. There were no changes made by the Commission. The budget asked for,
is $236,565, $13,074 less than this year's budget.
Mayor Grove announced a special meeting for Monday, August 7 at 7:00 P.M., to discuss
the Public Works and Utilities budget.
Meeting adjourned at 9:55 P.M..
