REQUEST: Police Department requesting City Commission review a update of the
Red Light Camera program and the first 7 months of activity from the camera located at
SR 434 Winding Hollow.
PURPOSE: This agenda item is to provide the City Commission with updated
information and statistical data collected over the first 7 months of operation.
CONSIDERATIONS: The Police Department started live operations of the Red Light
Program April 25, 2008. American Traffic Solutions has secured the permit for the
second light at Vista Willa and SR 434. The red light camera should be operational
within 60 to 90 days. This traffic safety camera will also have a 30 day warning period
prior to going live.
However, knowing that the right turn into Winding Hollow captured a large number of
violations we anticipate this as well for Vista Willa. Interestingly the high number of right
turns captured during the warning period from residents of Winding Hollow went to 0
after the camera went live. We are anticipating that this will be the same data found for
the residents that typically would roll just over the stop bar and then continue into the
subdivision. Based on that information we know that we are going to experience a large
number of violations during the warning cycle for rolling through the red light without
coming to a complete stop.
The current camera locations we are working on are listed below;
SR 434 Tuscawilla East Bound Pending (Further negotiations with property owner)
SR 434 Vista Willa the permit has been issued and should be operational 60 to 90
days.
SR 434 Hayes Rd Eastbound Pending (Further negotiations with property owner)
The Seminole County Sheriff's Office is also exploring the use of Red light cameras
throughout the county in their jurisdiction. If they approve the usage of red light camera's
it will allow for us to look at additional cameras being placed in the county right -of -ways
in the city starting with Tuscawilla Road.

Appeals Code Board 21 (cases presented to Code Board which the board has ruled in
favor of the City and also includes 4 cases for November)
Hearing Suspension 20 (this number represents those cases that are awaiting
administrative reviews, Code Board Hearings, or an extension of time to pay notice).
