REPLAT RECORDATION.
Staff Review for this project was held on December 6, 1988. The
City Engineer approved the project on November 21, 1988. Both the
Staff Review Minutes and the City Engineer Letter are attached.
There were two items in question:
1) Homeowners in agreement with project?
See attached Baker & Hostetler letter dated December 7, 1988.
I also talked with Mr. J. Amrheim, President of the Homeowner's
Association, and he stated that he would be at the Commission
Meeting.
2) Setbacks? See attached Killearn Construction and Real Estate
Inc. letter dated December 7, 1988.
Also attached is the City Engineer letter dated November 21, 1988
verifying the $7,760.00 amount to be put in an escrow account for per-
formance.
The City Attorney approved all legal documents as per his attached
letters of November 9 and 28, 1988.

Plat Recordation
The above referenced was held on December 6, 1988. R. White represented the
project. Staff members present ~re Artman, Govoruhk, Holzman, Hursh, Koch and
LeBlanc.
This is a rev~s~on to already approved plans for an existing subdivision. The
rev~s~ons are to reduce the units from 18 multi-family to 10 single family,
minor modifications to Kim Court and redoing the laterals for water, se~r,
etc.
The developer is seeking simultaneous approval of final engineering and replat
recordation.
This is a private subdivision with a HOJnea>mer's Association. Koch asked if
this was approved by the present HOJnea>mers. It is my understanding that it
is, but I called the attorney for the developer and asked him- to furnish us a
letter stating that this is indeed correct. I have also attempted to contact
sane homeowners to no avail.
The developer will give the City $7,760.00 to be placed in an escrcw account to
guarantee perfonnance of the revisions. This figure has been approved by the
City Engineer.
The developer wishes to have the center of the cul-de-sac bricked. This will
not impede traffic. But to have this, a variance must be granted by the
Commission under Section 14-95 of the Code. A letter will be subnitted
requesting this.
Koch asked about setbacks. The developer will subni t a letter outlining the
setbacks.
The lighting plan was brought up. Archer and I rode through the area and he
noted that all the necessary "-Urk for installing lights has been done.
Therefore, this being a private subdivision, the City is not involved in the
installation of lights.

RE: Woodstream Replat - Final Engineering
Dear Bob:
On November 17, 1988, the City had received the revised final engineering
for the W:xxistream Replat project. After review of the subni tted dOClDJlel1tation
it is determined that a variance will have to be obtained from the City
Camnission in order to install a brick surface in the cul-de-sac. Othezwise,
. all other engineering for this project has been detennined satisfactory.
Please be advised, that. upon completion of construction, "as-built"
engineering drawings are to be subnitted to the City for review, along with a
letter of certification; a form letter of which will be supplied by the City.
Wi th the "as-built" drawings a site inspection will be conducted prior to
issuance of any Certificates of Occupancy.

Plan Amendments
Dear Mr. Hook:
The Department has reviewed the City of Winter Springs Plan
Amendments and offers the following comments:
AMENDMENTS 1 AND 2
. SR 434 is scheduled for widening with construction to occur in
1992. Project design is currently underway with right-of-way
acquisition to begin in 1991. Any development along this State
highway should address the following concerns:
A)
Access to SR 434 should be kept to a minimum, particularly
at this location where a curve in the road can create
sight-distance problems for access. As stated in the
Amendment Proposal, a joint access roadway for both
properties with internal access is recommended.
Coordination with our district office in DeLand should
continue to develop a plan to provide for road access at the
intersection of SR 434 and SR 419.'

B) Right-of-way reservation maps have been filed, with the
latest filing on September 29, 1988. Although SR 434 will
be widened to four lanes, FDOT maximum through lane
standards allow for six lanes. Right-of-way protection and
sufficient building setbacks should be provided to allow for
future expansion.
C)
Funding of Transportation Improvements such as intersection
improvements at SR 434/419 should be identified. If a
traffic signal is warranted and justified due to the impacts
created by the proposed access roadway, funding should come
from the developer through impact fees.

on the north, on the west by Tuskawilla Road, and on the
south by S.R. 434; approximately 413.5 acres (BCC District
2) .
The County has no objections to the land use amendment
request on those properties located outside the hammock and swamp
areas. However, the County recommends that those portions of the
site located within the hydric hammock and hardwood swamp be
designated as "Greenbelt Land Use" in accordance with the City.s
comprehensive plan (comparable to the County.s conservation land
use designation). This would serve to protect the wetland areas
and the natural capacity. A greenbelt designation would also
serve as a buffer between the proposed commercial uses and
adjacent residential uses west of Brantley Avenue.

7. All access to County roads shall be approved by the
Seminole County Traffic Engineer;
8. Installation of cross access and joint access
easements;
9. Any drainage to be accommodated by Seminole County will
have to be reviewed and approved by the County;
10. payment of Road Impact Fee; and
11. Development at this intensity requires the provision of
central water and sewer.

Amendment from Rural Residential and County General Rural to
Commercial and associated rezoning from RU (Rural-Urban) and
A-I (County Agriculture) to C-l (Neighborhood Commercial)
and RU (Rural-Urban) on properties located on the south side
of S.R. 434, immediately east of the intersection of C.R.
419 and S.R. 434; approximately 12.7 acres (BCC District 2).
The County has no objections to the subject land use
amendment; however, the following conditions should be addressed
prior to issuance of any development permits:
1. Reservation of right-of-way to meet FOOT design

LeBlanc gave his presentation. He stated that the Staff has reviewed this and
has found that it meets all the Code requirements. There is one stipulation
and that is if the County needs more than 8 feet of right-of way that the
developer has left for this along Tuscawilla Road, then this project will be
null and void. He stated that the Board has received a letter stating this.
LeBlanc stated that Brian Austin, P.E., Donald W. McIntosh Associates, engineer
of record is here to speak for the developer.
Austin stated that this is a 38 lot, single family addition to the Tuscawilla
POD. The streets will be public streets. He stated that they have verbal
advice fran the County on the R-Q-W, that the 8 foot the developer has set
aside has been agreed to, they will get something in writing stating this.
He stated that this is consistent with the rest of Tuscawilla.
Dorman stated for the people in the audience that this developnent will have an
entrance on Tuscawilla Road. There will be a looPed shaPed road through the
project.
Hopkins asked about the delay with the written agreement from the County for
the 8 foot right-of-way. Austin stated that it was administrative.
Saporito asked if the developer has given any thought to how the traffic from
this project will impact Tuscawilla Road. Austin stated that there will be an
estimated 380 trips a day. He stated that they have discussed this with
Seminole County and have discussed the intersection improvements that will be
necessary and that the County does not see a problem with this.
Saporito asked if there was any indication as to when the road would be
widened. Koch stated that Seminole County has it scheduled for the year 2003.
Dorman asked if the 50 I R-Q-W on the east side and a 56' R-O-W on the west side
of the road is adequate for a four lane road. Austin stated that this is more
than sufficient fora four lane road.

Project 434 Partnership - Preliminary Engineering:
LeBlanc gave his presentation. He stated that the Staff has review:rl this
project and the Board has a copy of the minutes from that meeting. He stated
that there is one i tan not listed and that is for the public's safety and
welfare, the Police Chief and Fire Chief and the rest of the Staff recommends
that when the Phase that abuts Alton Road is developed the road be opened and
the same apply to the phase by Trotv.uod Boulevard. Also before final
engineering approval that the developer get the necessary permits fran the
Dep:lt'tment of Environmental Regulation and the St. Jo1m' s Water Management
District before this project goes before the Commission for final engineering.
LeBlanc stated that Allen Keen, developer of the project, and Donald McIntosh,
engineer for the project were present. Donna McIntosh, attorney for the
developer, was also present, along with Turgut Dervish, traffic engineer for
the developer.
M;;. McIntosh stated that in an effort to alert all concerned citizens of Winter
Springs, the developer delivered fliers and placed an ad in the Seminole
Sentinel alerting the citizens of this meeting tonight.
Donald McIntosh, engineer for the developer, stated that this property had been
rezoned to R-1A in April of 1988. He stated that this property is 400 acres,
east of the Ranchlands, south of SR 434, west of Tuscawilla, and north of Oak
Forest and lands owned by the City of Winter Springs presently used for
effluent disposal. The property contains conservation areas which have been
reviewed in great detail by the Staff of the St. Jo1m I s Water Management
District, the Army Corps of Engineers and Florida Dep:lt'tment of Environmental
Regulation for the purpose of identifying the property sui table for
developnent. The only crossing that is proposed in the 100 Flood Plain is a
bridge which will have no negative impact on the creek.
McIntosh stated that the primary access to the project will be fran SR 434 with
a potential access fran Alton Road and with a collector road to the south, and
access via a proposed extension to Trotv.uOO Boulevard to the south, where there
is an existing stub. He stated that this was based on Staff input. The
developer will dedicate a R-O-W for Bahama Road. OVer 200 acres will be
dedicated to the City. There will be a mandatory Homeowner I s Association to
maintain the stormwater management facility.
McIntosh stated that there will be tWJ exiting lanes and one entrance lane into
the project fran SR 434. There will be a left hand west bound turn lane,
wi thin the R-Q-W on SR 434. There will be underdrains throughout the project.
The developer has provided the City with tWJ traffic studies which have been
reviewed with the City Staff. The conclusion from one study is that this
project will not have a negative impact.

Carl Stephens, Chairman of the Ranchlands Homeowner's Association, spoke
against the right-of-way for Bahama Road. He stated that Mr. Keen has stated
that it wasn I t necessary for this project.
Kathy Nucci, Donna Eater, Charles Centron, Scott Kline, Tom Ferrell, Spencer
Harris, Dennis Burshwood, Al Davis, Neil Trautman, spoke on the project. They
spoke against connecting roads to Trotw:::lod, Bahama and Al ton Roads.
Dorman again noted to the public that the issue before the Board tonight is to
recommend approval or disapproval of the preliminary engineering for this
project.
Ferring stated that the Homeowner's Association is stating on record that they
are in protest of this meeting if this is approved. He stated that the
developer has noted that the collector road through Trotwood Boulevard is not
necessary and it is the City Staff's recommendation for the collector road. He
stated that it should not be needed for fire and rescue needs.

Koch stated that in the City's Comprehensive Plan which was adopted in 1982,
requires a collector road betw?en this property and property on the other end
of town, which is now Oak Forest.

only trying to accommodate the City.
Saporito stated that he cannot believe the City can justify these connector
roads.
Dorman stated that if we approve the preliminary engineering plan as presented
that we are in effect also approving the Trotwood connection.

Further discussion brought out that the connector was not necessary for access
to all lots, and that we could approve the plan without the Trotw:::lod
connection.
Koch reiterated that a connector road is in the previously approved
Comprehensive Plan. She stated that the connection is shown on this plan and
on the plan for Oak Forest Phase II, is a requirement of the City's
Comprehensive Plan that was adopted in 1982 which states that no plan will

1. On November 2, 1988 we received bids for the above project. Four bids
were received (entire package is enclosed) and all were considerably
higher than the Conklin, Porter and Holmes estimates.
2. Thompson Electric was low bidder - $99,160.00. However, Thompson has
subsequently withdrawn their bid - their stated reason, a severe error
in their estimate.
3. Our engineer has recommended acceptance of the second low bid, $116,882.00
received from Palmer Electic. I have no problem with Palmer's bid; however,
when Conklin, Portor and Holmes worked up their estimate the price of copper
was approximately one-half of the present price. The specifications,
according to Conklin, Porter and Holmes, allow the city to accept, reject
or delete any portion of a bid. Consequently I intend to:
a. Allow Thompson to withdraw and not forfeit the bid bond.
b. Award the bid to Palmer Electric.
1. Hold back Item 5 on the worksheet-the electrical
feed to WTP3 (including conduit) until such time
as the price of copper comes back down or adequate
funds are budgeted for the project.
4. Please review my proposal vis-a-vis the bid specifications/legality.

A site inspection was made of this project to corroborate the
"as built" engineering drawings.
A few items must be noted in regard to this project.
.
The base material for the streets that had been put down in
the project is a trademark blend of soil cement called Durarock. The seven
day compression strength test on Bridie Court and MacGregor Road did not meet
the minimum 300 psi compressive strength requirement for soil cement. Another
soils engineer took core samples of the road approximately 28 days later. The
compressive strengths have increased due to the elapsed time period of addition-
al curing.
The roads can be accepted but because of the concern of the
compressive strength tests, it is recommended that 100% of the cost to install
the road base and the asphalt overlay be posted in an escrow account for a
period of three years.
The balance of the standard maintenance bond for the project can
reflect 10% of the balance of the overall cost of the project.
It has been noted that no street lights have been installed. The
lighting plan was submitted about a year ago, but according to the Building
Department no money has been received from the developer to have the lights
installed by Florida Power Corporation.
Lastly, at the time of the inspection, no power transformers were
noted on the individual lots to provide power to the houses and street lighting.
It is recommended that no certificates of occupancy be issued until the street
lights are installed and electrical power is provided to each lot.

The Staff Review for this project was held on November 15, 1988.
The City Engineer approved this project on November 11, 1988.
This was presented to the Planning and Zoning Board on
November 23, 1988.
This project will be built in phases from north to south. The
Staff recommended that, when the phases reach Alton Road and Trotwood
Boulevard, these connections be made for the health, safety and welfare
of the citizens. These connections, not necessarily by street names,
are addressed in the 1982 Comprehensive Plan which is attached.
The Planning and Zoning Board recommended that the Trotwood
connection, except for lots 394 thru 400, not be made. There was
no recommendation for Alton Road. The Staff still recommends both
connections.
Also, during public input at the Planning and Zoning Meeting,
topics, which the City has no jurisdiction over, were brought up.
These had to do with subjects that are under the jurisdiction of
either the Department of Environmental Regulations and St. John's
Water Management District. The City abides by their decisions.

The above referenced was held on November 15, 1988. The project was
represented by A. Keen and D. McIntosh. Staff members present were Archer,
Artman, Govoruhk, Holzman, Hursh, Koch, Kozlov and LeBlanc.
Tipton &: Associates has been hired by the developer to conduct a traffic study
as to what impact this project will have on the City. This study will address
such items as to whether or not a connection, other than that to S.R. 434
should be made, and the viability of the main north/south road as a collector.
The results of this study will be presented to the PlanniIlQ' and Zoning Board.
There was a question as to when the connection to S.R. 434 will be opened, if
there is more than one connection. It was decided that this would be done when
D.O. T. makes the determination that a light is needed. At this point
permi tting will be allowed, but no C.O. 's will be issued until this is
accanplished. The developer agreed to this.
Vehicular access rights for all lots along Street "A" onto Street "A" will be
dedicated to the City. Tract "A" and all the areas designated as parks will
also be dedicated to the City. Other Tracts may be dedicated.
Lots 278 through 317 will have a screened wall. The rear of Lots 278 through
283 will be treed to serve as a buffer.
Burning and the Arbor Ordinance ~re discussed. The Park and conservation
areas will be flagged prior to clearing operations. This will be done to
prevent unnecessary clearing.
There will be a mandatory Homeowner's Association to maintain the ponds and
entry on S.R. 434.
All construction traffic will enter and exit on S.R. 434. The developer is
coordinating this with D.O.T. and the Police Chief.

The above referenced was held on Novanber 15, 1988. Representing the project
was B. Austin. Staff members present were Archer, Artman, Govoruhk, Holzman,
Hursh, Koch, Kozlov and LeBlanc.
There is a question as to how much right-of-way the County may require along
Tuscawilla Road. The developer has left eight (8) feet for the right-of-way
and the County may require more.
The problem that may arise is that if the County requires more than eight (8)
feet of right-of-way, the acquisition cost may be more if the developer has an
approved plan.
Therefore, to avoid the possible excessive use of public funds to acquire
additional right-of-way, this project will not go before the Planning and
Zoning Board unless the developer sul:mi ts either a letter from the County
stating that the eight (8) foot right-of-way is sufficient or a letter from the
developer stating that, if the plan is approved and then learns that the County
requires more than eight (8) feet, the approved plan is null and void. Either
of these letters must be in my office by 9:00 A.M., Friday, November 18, 1988.
The Staff feels that this is a safeguard to avoid excessive use of public
funds, yet still allow the project to progress at a normal pace.
Plans for the road cut onto Tuscawilla have not been formally presented to the
County, but the engineer-of-record has been in contact with them.

There is to be a conservation easement along Lots 14 __ 16. If the utility
easement is retained then the total easement will be 15'. If there is no
utili ty easement then the conservation easement will be 10'. This will be
addressed in the Deed Restrictions.
The wall aloI'lg' Tuscawilla Road will be turned to cover the rear of Lot 3.
There will be a mandatory Haneowner's Association for maintenance of the
retention areas. Tract "C", to the northwest of the project, will dedicated to
the Association.
