Dear Leanne:
I have recently made a decision about something that has been on my mind for
many months. Today, I'm pleased to share that decision with you and the
people of Winter Springs.
As you know, I have been privileged to serve this City since 1980. Since
then, Winter Springs has grown, from a population just under 5,000 to nearly
23,000; more than many of us thought possible, and being a part of that
process has enriched my family and my life in many ways.
I don't kid myself that we could have done more, and maybe done it a bit
better. What matters to me most, is that I always have given Winter Springs,
and the City Commission my best effort and followed closely the intentions
of the Community when deciding the issues.
I'm proud of many of the things our Commission has accomplished.
The Paramedic Program
The Purchase of NOWSCO
Construction of a new City Hall
Automated Record Keeping
Reduced Density for PUD's
A Strong Arbor Ordinance
Keeping out a Hazardous Waste Facility
Funding Authorization for a Senior Center
& Super Recreation Park
Support of legislation for Protection of wildlife
and Natural Resource Conservation.
Blocking the proliferation of Convenience Stores
The Creation of a Commerce and Industry Board
The Fight for the widening of Tuscawilla Road in the next 5 years
instead of 2005.

Working with the School Board, and a developer to receive a grant of 15 acres
for a new Elementary School in Tuscawilla.
The lowest taxes
and the best fire, and police protection in the County.
The list could go on and on. . .
Today, Winter Springs is comfortable and prosperous. . .all of us can be proud
that we are the envy of many other communities in Seminole County and through-
out Central Florida.
But with all we have going for us, we have not earned the luxury to sit back on
our laurels and congratulate ourselves and just maintain the status quo. There
is much work still to be done.
Our municipal leadership role, means we've acquired the c~v~c responsibilities
that go along with the privileges of a city of our size. It means we have to
start thinking, and acting, and speaking for Winter Springs in the context of
our larger community. . . Seminole County.

It means our new responsibilities go beyond the borders of our City limits. It
means looking at the cause and effect relationship of legislation that impacts
hundreds of thousands of people. It means more than token cooperation with
other municipal and county officials. It means taking a leadership role in
planning the future for Seminole County and all its cities, including Winter
Springs.
This is why I have decided not to seek re-election to the City Commission.
I will serve the remainder of my term. Then, I will, along with a steering
committee to be named, devote 1989 to an in-depth study of the issues and
problems facing our cities and unincorporated areas, on a county-wide basis.
During my travels, I will be listening and sharing opinions with all civic,
community, city and county organizations.
And only after a careful and complete understanding of the issues, and armed
with a series of solid proposals, I will seek the nomination of my party, in
1990, for a seat on the Seminole County Commission.
I feel that it would not be fair to
only 18 out of the next 36 months.
I need to devote a full-time effort

I know this decision offers mixed emotions for some of my friends, colleagues
and supporters. After 8 years you sort of get attached to City Hall.
And although I won't name any names, I know a few people who are going to be
tickled pink. But I have a challenge for those people:
Run for my seat on the City Commission. This City needs now, more than ever,
new blood, new ideas, and new energies. And if you feel like I do that we
have an opportunity to impact our city's future by working in harmony, instead
of conflict, with the County, for the common good of all of us,--volunteer in
my campaign and give me your support in 1990. 1990 is closer than you think.
I need your views on the problems, opportunities and growing pains facing
Winter Springs and Seminole County. I need your input on solutions to those
problems. Most of all, I need your voice in support of my campaign.
I know Winter Springs is ready for the 1990's--because the solution to any
problem--past, present, or future--is common sense, insight, vision and
leadership. And this City has been blessed for a long time with an abundance
of able leaders. I have had the privilege of working with at least 15 of
them.
My decision is based on the conviction that out there, in the larger community
of Seminole, the challenge of the 1990's must be met--and with your help--will
be met, by leadership from Winter Springs.

Mt. Greenwood Unit 5, Buffer Area
A meeting on the above referenced was held on August 25, 1988. Representing
the project were P. Wallis, D. Quinn, R. Fields and R. Lemrick. City Staff
members present were the Ci ty Manager, :J. Koch and D. LeBlanc.
The purpose of the meeting was to settle the buffer question - what is needed.
LeBlanc stated that his research s~ a 6 foot w:xxien fence wi thin the 25
foot buffer area on the eastern side of the project, was all that was required.
The City Manager and Koch were in agreement.
The City Manager had a memo fran the City Engineer, which is attached, stating
that some landscaping would be done on the perimeter of Bahama Drive. This was
done, but the landscaping did not grow to expectation.
The City Manager asked that the developers reevaluate this perimeter on Bahama
and find some landscaping solution which would act as a buffer. This was
agreed upon and a letter will be sent with the solution spelled out.
The Ci ty Manager also asked that as many trees as possible be saved on the rear
lot lines of those lots along the southern edge of Unit 5. This was also
agreed upon by the developers. The City Manager also requested, if possible,
that the lots on the southern perimeter have walls built on the rear lot lines.
The developers acknowledged the 6 foot fence on the eastern perimeter but asked
that the fence be built on a lot per lot basis during build-out. The reason
for this is that this portion will not be built on until capacity is obtained
and the fence would only deteriorate if built now. This was basically agreed
upon with the condition that individual C.O. 's w:mld not be issued until each
lot with a building permit had the fence.

RE: Screening Requirements for Mount Greenwood PUD

We are in the process of coordinating with a landscape
contracting firm to plant a substantial screening hedge along the
southeast boundary of the effluent disposal ponds adjacent to the
Bahama Road right-of-way in accordance with our agreement reached
at our last meeting.
The plants should be installed the week of September 12, 1988.

This is the Second Reading/Public Hearing for Ordinance 427. The Planning and
Zoning Board recommended approval of the rezoning from R-3 to C-1 on July 13,
1988 and the City Conunission had the First Reading on July 25, 1988. The

complex already existing.
