REQUEST:
The Community Development Department requests that the Commission hold a public hearing for
aesthetic review of the new Central Florida Regional Transportation Authority (LYNX) prototype
Bus Shelter for use in Winter Springs.
PURPOSE:
To encourage creative, effective, and flexible architectural standards and cohesive community
development consistent with the intent and purpose of Article XI Minimum Community
Appearance and Aesthetic Review Standards.
A separate agenda item follows, to discuss locations for six shelters and associated amenities to be
funded by LYNX.
SPECIFIC APPLICABLE REGULATIONS AND PUBLIC POLICY:
Ordinance 2003 -43, Aesthetic Review Standards, City of Winter Springs
Section 9 -601. Approval prerequisite for permits.
Section 9 -605. Submittal requirements.
Winter Springs Comprehensive Plan, Transportation Element, Policy 1.6.5- Work with LYNX to
improve existing bus stops, and to design new ones to include benches, bicycle parking, signage,
lights, and protection from the elements. Bus stops shall also be accessible for the handicapped
and elderly passengers.

April 26, 2009- LYNX S.R. 434 Crosstown route began service.
CONSIDERATIONS:
LYNX S.R. 434 Crosstown Route became operational on April 26, 2009. Funding during the two
year trial period for the route is provided through a Service Development Grant from the Florida
Department of Transportation (FDOT) with local matching funds provided by Seminole County.
The route currently operates between Oviedo Market Place and Rosemont Superstop in Orange
County and travels along Florida State Roads 417 and 434, Monday to Saturday 5:30 a.m. to 9:30

p.m. It services Winter Springs Town Center, Winter Springs High School, Winter Springs City
Hall, Seminole County School Board Consolidated Services, Layer Elementary School, State of
Florida Department of Highway Safety Drivers License Bureau, Winter Springs Elementary
School, City of Longwood Historic District, City of Longwood City Hall, South Seminole
Hospital, Forest City Elementary School, and Lake Brantley High School. The route provides
residents of Winter Springs, bus connection to the larger Orlando area attractions, including UCF,
Disney, downtown Orlando, and the Orlando International Airport and to the planned SunRail
Commuter Rail System when and if it becomes operational.
hi an effort to support and encourage usage of the LYNX S.R. 434 Crosstown bus route, City Staff
continues to meet with LYNX representatives. Recently, Staff was pleasantly surprised to learn
that ridership on Route 434 has been greater than anticipated and even though the route is in a two
year trial period, LYNX has approved the funding of six (6) solar -lit bus shelters and
associated amenities (bench, trash receptacle) to be located within Winter Springs along the
route. Included in the funding is all manufacturing, installation and site preparation costs
(estimated at $17.5K per site). Bike Racks (pursuant to Transportation Element Policy 1.6.5
of the City's Comprehensive Plan) are not included by LYNX and therefore would be an
incidental hard cost borne by the City at approximately $300 per site ($1800 total) with
installation to be included by LYNX if possible.
LYNX will also cover the ongoing operational and maintenance costs (which includes repair
from damage or abuse), but will not cover trash removal and asks that the City be
responsible for managing the twice per week trash removal. LYNX estimates this cost at
$377/yr per site, however, it likely can be absorbed into the City's existing S.R. 434
beautification maintenance agreement. Staff is unaware of any additional incidental project
expenses that would need to be borne by the City. An interlocal agreement will be forthcoming
specifically addressing each party's obligations. A similar interlocal agreement has been
executed between LYNX and the 17 -92 CRA.
Recently, LYNX unveiled its newest bus shelter design. This design is based on the very
attractive Winter Park shelter located by the Winter Park Farmer's Market (see Attachment A).
However, the bracket with the scrolling is not structural and is a detail owned by the City of Winter
Park that cannot be included. Winter Springs has the option of having a variation on the bracket
design or leaving the bracket off entirely as illustrated in the attached photo from Sanford (See
Attachment B). Staff is proposing a variation with a vertical element incorporated into the
bracket, with a coordinated bench and trash receptacle (see Attachment C). LYNX indicates
that these variations are acceptable.
The shelter is 6' x 13' and is 8' tall. It can be fitted into the existing right -of -way, so that a
private property easement agreement is not required (which can take months of negotiation). The
new design is a huge improvement over the out -dated multi -color shelter that has been in use for
some time (see Attachment D).
The new design is simplistic, yet classy and functional. The shelter meets the 130 mph wind load
requirement. Solar panels on the roof provide two foot candles of light for the shelter at night.
The new design has the ability to "fit" within the entire SR 434 corridor, independent of the zoning

district and to help define the corridor. New shelters are being implemented throughout Seminole
County, but the Winter Springs variation would set the Winter Springs SR 434 corridor apart. The
rear bracket will allow the City to incorporate a logo, emblem, or signage, as may be desired
in the future.
In 2003, Winter Springs implemented an aesthetic review requirement, which is set forth in
Section 9 -603 of the City's Code of Ordinances.
Submittal requirements in 9 -605, include the following: (a) a site plan; (b) elevations illustrating
all sides of structures facing public streets or spaces; (c) illustrations of all walls, fences, and other
accessory structures and the indication of height and their associated materials; (d) elevation of
proposed exterior permanent signs or other constructed elements other than habitable space, if any;
(e) illustrations of materials, texture, and colors to be used on all buildings, accessory structures,
exterior signs; and (f) other architectural and engineering data as may be required. The City
Commission may approve, approve with conditions, or disapprove the application only after
consideration of whether the following criteria have been satisfied:
(1) The plans and specifications of the proposed project indicate that the setting, landscaping,
proportions, materials, colors, textures, scale, unity, balance, rhythm, contrast, and simplicity are
coordinated in a harmonious manner relevant to the particular proposal, surrounding area and
cultural character of the community.
The proposed shelter is to be manufactured out of steel with a black powder- coated paint
finish. Staff is proposing a variation in the bracket design that includes a vertical element
that is repeated in the bench and trash receptacle design (see Attachment C). These
variations are specifically chosen to fit well within the Winter Springs S.R. 434 Overlay
District.
(2) The plans for the proposed project are in harmony with any future development which has been
formally approved by the City within the surrounding area.
One of the factors considered in selecting the preferred shelter placement was existing
development, so that a shelter would not interfere with future development or redevelopment
of a parcel. (Shelter locations are discussed further in Agenda Item 600.)
(3) The plans for the proposed project are not excessively similar or dissimilar to any other
building, structure or sign which is either fully constructed, permitted but not fully constructed, or
included on the same permit application, and facing upon the same or intersecting street within five
hundred (500) feet of the proposed site, with respect to one or more of the following features of
exterior design and appearance:
(A) Front or side elevations,
(B) Size and arrangement of elevation facing the street, including reverse arrangement,
(C) Other significant features of design such as, but not limited to: materials, roof line,
hardscape improvements, and height or design elements.
The proposed shelter design is simplistic, yet classy and functional and is not excessively
similar or dissimilar to other structures along the corridor. The new design has the ability to

"fit" within the entire S.R. 434 Overlay District corridor, independent of the zoning district
and will help define the corridor.

(4) The plans for the proposed project are in harmony with, or significantly enhance, the
established character of other buildings, structures or signs in the surrounding area with respect to
architectural specifications and design features deemed significant based upon commonly accepted
architectural principles of the local community.
The addition of the bus shelters will further enhance the existing S.R. 434 Corridor.
(5) The proposed project is consistent and compatible with the intent and purpose of this Article,
the Comprehensive Plan for Winter Springs, design criteria adopted by the city (e.g. Towne Center
guidelines, SR 434 design specifications) and other applicable federal state or local laws.
The shelters and associated amenities are consistent and compatible with the requirements of
the aesthetic review process and Comprehensive Plan. The shelter and site plan will
accommodate wheelchairs, pedestrians and bicyclists.
(6) The proposed project has incorporated significant architectural enhancements such as concrete
masonry units with stucco, marble, termite- resistant wood, wrought iron, brick, columns and piers,
porches, arches, fountains, planting areas, display windows, and other distinctive design detailing
and promoting the character of the community.
The shelters and associated amenities are constructed of durable material and distinctive
design detailing and will promote the character of Winter Springs.
FINDINGS:
1. The shelter design and amenities being considered are to be located within the City of
Winter Springs along the S.R. 434 corridor, within the S.R. 434 Overlay Zoning District
which includes the Village Walk area, Town Center and future Greeneway Interchange
District.
2. Staff believes that the aesthetic review package meets the pertinent aesthetic review criteria.
3. The proposed shelter design and amenities are consistent with the City Code of Ordinances
and no deviations from the Code have been identified.
4. The proposed shelter design and amenities (with the inclusion of a bike rack at each shelter)
are consistent with the Comprehensive Plan.
5. An Interlocal Agreement will specifically address each party's obligations as discussed
herein.

RECOMMENDATION: Staff recommends that the City Commission hold a public
hearing and approve the aesthetic review for the proposed LYNX Bus Shelter and associated
amenities for use along the S.R. 434 Corridor in Winter Springs (as funded by LYNX, except for
minor incidentals as mentioned herein).
