The developer was required to obtain a Letter of Credit from a local financial
institution rather than one from out of state. Because the project is almost
complete and it is a private subdivision, the developer has chose~ to withdraw
the request for final plat approval. This will come before the Commission
once the City Engineer approves the project.

Dear Dick:
An opportunity is now available to provide a scenic highway corridor
through Seminole County. Specifically, the new expressway/beltway could
in fact be a parkway that would provide travelers with a very favorable
impression of Seminole County. Tree preservation, landscape
beautification and sign control would make this possible. As a first step,
we are proposing that billboards along the parkway be prohibited by local
governments.
The use and control of billboards is recelvmg considerable attention by
local governments around the nation. Numerous jurisdictions now ban new
billboards completely and require the removal of existing billboards over a
certain time period. Information for travelers is provided through
standardized signage.
Attached is a sample resolution for your review. Other jurisdictions along
the expressway will also be considering this action. We are prepared to
help you in any way with this effort.

RESOLUTION

City of Winter Springs Billboard Policy
WHEREAS; an expressway system is being designed and constructed
around the Orlando Metropolitan Area; and

WHEREAS; the expressway passes through substantial portions of the
City of Winter Springs; and
WHEREAS; a majority of the land adjacent to this expressway system
are residential and agricultural lands; and
WHEREAS; the expressway system has been characterized as a
parkway design in order to minimize the impacts on adjacent lands; and
WHEREAS; bi IIboards are prohibited in residential and agricultural
districts; and
WHEREAS; billboards are considered to be a visual detraction to the

natural and manmade environments along the expressway route; and
WHEREAS; there is no demonstrated need for advertising on this
expressway; and
WHEREAS; there is a need for directional information associated
with travelers needs such as gas, food and lodging; and
NOW THEREFORE; be it resolved by the City of Winter Springs,
Florida that:
I. It shall be the policy of the City of Winter Springs that
billboards shall be banned along the expressway system as
identified on Exhibit A for a distance of 2,000 feet from the
expressway.

The City Staff and Planning and Zoning Commission will
proceed with the appropriate procedures for implementing this
policy into the City regulations which will prohibit the
construction of billboards within 2,000 feet of the expressway"

The Staff will coordinate with the Seminole County Expressway
Authority and the Department of Transportation to support the
implementation of an informational signage system within the
expressway Right-of-Way to address, the availability of gas,
food and lodging at interchanges.
