REQUEST: The Police Department requests the Commission to give approval to expend
$3,850.00 from the Local Law Enforcement Trust Fund for the purchase of various items
that support community services projects.
PURPOSE: The Police Department requests to seek consent of the Commission to
approve the expenditure of $3,850.00 from the Local Law Enforcement Trust Fund for
the purchase of various items that support community services projects.
CONSIDERATIONS: The Police Department made an initial purchase of ninety -six
(96) lock boxes for the Lockbox Program. As of October 29, 2009 the police department
has installed sixty -five (65) lock boxes on residences within the city. Since the program
began with the first lock box being installed on March 17, 2009 there have been five
successful uses of the lockboxes to assist citizens in need. The purchase of additional
lock boxes will allow the Police Department to continue this program to the residents of
Winter Springs.
Traditionally The Winter Springs Fire Department during the Christmas Holidays would
escort Santa throughout the various neighborhoods for the joy and excitement of the city
residents. The Police Department commited itself to continue this cherished tradition last
year. Santa will be escorted throughout the city and allow the citizens to share in the
Christmas spirit as they have for many years. A schedule of the routes and times will be
placed on the City website and at city facilities to inform residents of the event.
A Crime Reports subscription will enable the Police Department to provide timely and
transparent crime mapping information to community members that will enhance existing
community outreach programs.
The following itemized list is a distribution of the requested $3,850.00 expenditure from
the Local Law Enforcement Trust Fund:
$1,800.00 for ninety -six (96) lock boxes for the Lockbox Program.
$250.00 for a replacement Santa suit.
$600.00 for Candy Canes and for Santa Run 2009, Tree Lighting Ceremony, Santa
Motor Run, and Shop with a Cop.
$1,200.00 for a one year subscription to Crime Reports.
FUNDING: Funding for the purchases of this equipment and supplies will come from the
Local Law Enforcement Trust Fund monies and will have no impact on the General Fund
budget. As of November 2, 2009 there was a current balance of $18,344.00 in the fund.
RECOMMENDATION: Approve the expenditure of $3,850.00 from the Federal Asset
Forfeiture fund.
IMPLEMENTATION SCHEDULE: Immediately upon commission approval.

The Lock Box Program is intended to provide Police, Fire and Emergency Medical Services (EMS)
access to your residence in the event of an emergency where you are unable to open the door.
A key to your residence will be stored in a secure metal storage device, similar to a realtor's lock box,
near the entrance to your residence. The access code to the lock box will only be available to Police,
Fire or EMS personnel and used only during an emergency.
Who is Eligible?
All City of Winter Springs residents, although the program is targeted towards community members
age 55 and older, or disabled persons who live alone and /or have major medical issues.
How much does it cost?
There is no charge to participate in the program if you meet the established targeted criteria. For all
other Winter Springs citizens wishing to participate there is a onetime fee of $17.00 to cover the cost
of the lock. All participants will have to provide a spare key to be used in the lock box.
How do I know this is safe?
A police officer from the police department will install and demonstrate how the lock operates and
will answer any questions you may have. The four digit combination on the lock box will only be
available to responding emergency personnel and will be reset to a new combination if utilized.
