WORKSHOP MEETING
CITY COMMISSION
CITY OF WINTER SPRINGS
SEPTEMBER 7, 1988
The Workshop Meeting was called to order by Mayor Leanne Grove at 7:00 p. m.
Roll Call:

1988-1989 Fiscal Year Budget:
Manager Rozansky said he went through the Budget, looked at the requests and made
the following changes: on Page 1, the recommendation is to change the millage to
1.841 mills, an increase of .248 mills instead of the two mills. This increase
would amount to $879,832, making the Total General Fund $4,299,000. This figure
includes the $118,522.00, which provides for the two people in the Police Department
for the second half of the year; the Fire Department one per quarter bringing
us up to three firefighters. On Page 5 Salaries, FICA and Health Insurance were
changed for the new people. On Page 6, Salaries, FICA and Health Insurance were
changed for the Fire Department. The rest of the Departments the FICA and Salaries
were adjusted to include the 5+ 2% with the exception of two. On Page 9, City
Manager's Budget, L.C. 4630 Repairs and Maintenance, $270 was added for the computer
and Page 10, Engineering Department $270 was added for maintenance on the two computers.
The rest is all in the Salary Line Codes.

Manager Rozansky asked the Commission to consider ra1s1ng the City Clerk's salary to
$30,000 and the Land Development Coordinator's salary to $27,500 to bring them in
line with the other cities. Manager Rozansky said probably at the Budget Revision
we would look at Mr. Whitsett's salary. Discussion followed.
Discussion followed on raising utility taxes, and Manager Rozansky recommended at this
time the millage be raised to 1.841 mills and at a later time the utility tax could
be increased. Manager Rozansky said the general argument in this City was if you have
to raise the taxes, they want you to use the ad valorem because everybody pays a portion
of it and the ad valorem can be deducted from their income tax.
Commissioner Kaehler spoke about reaching maximum salary and across the board increases.
Specifically, she felt the City Manager's salary range should stop at $50,000, and then
be reviewed by the Commission each year. Commissioner Hoffmann said there are advantages
and disadvantages of across the board salary increases.
Mayor Grove explained in order to build the civic center, the senior center, the super-
park and buy Seminole Utilities, it all takes a lot of money and someone has to pay for
it. Commissioner Kulbes said he has no problem with raising taxes provided its justified.
He compared our recreation program with Altamonte Springs, saying "it puts ours to shame."
Commissioner Hoffmann pointed out the difference in the millage rate. Commissioner
Kaehler remarked if we had purchased the property six years ago, which was at a lower
rate, we would have our park now.

Manager Rozansky explained six years ago the Commission's priorities were to
institute a paramedic program, build a Public Works Department, enlarge the fire
stations and buy major fire equipment, and that was the Commission that started to
get the property to build this building.
Mayor Grove urged the Commissioners to get with Manager Rozansky to get their questions
answered before the Tentative Budget Hearing.
