CITY COMMISSION
CITY OF WINTER SPRINGS
AUGUST 22, 1988
The Regular Meeting of the City Commission of the City of Winter Springs, Florida,
was called to order by Deputy Mayor Arthur Hoffmann at 7:30 p. m.
Roll Call:

Commissioners:

For the invocation Commissioner Trencher asked for a moment of silent prayer for
Mayor Grove's father who passed away.
The pledge of allegiance to the flag was led by Commissioner Cindy Kaehler.
Motion was made by Commissioner Trencher to approve the minutes of August 8, 1988.
Seconded by Commissioner Kulbes. Discussion. Vote on the motion: Commissioner
Kaehler, aye; Commissioner Kulbes, aye; Commissioner Jacobs, aye; Commissioner
Trencher, aye; motion carried.
Public Input:
Paul Partyka, Oswego Court, representing over 3,000 residents in Tuscawilla who
signed petitions demanding that the shopping center in Tuscawilla be stopped,
asked for a public hearing on the rezoning of all acreage in the City of Winter Springs
east of Tuscawilla Road. He asked for a moratorium on all building permits in
the City of Winter Springs east of Tuscawilla Road until the reexamination of
and/or rezoning of the land is complete.
Bill Mooney, White Dove Drive, Tim Johnson, Gator Lane, Bob Lombardy, Sybilwood
Circle, John Horan, Wood Duck Drive, Marcy Burke, Blue Spruce Court, all spoke
against the shopping center in Tuscawilla.
Harry Reid, Hayes Road, asked about the buffer on the Mt. Greenwood P.U.D.
Attorney Kruppenbacher said on September 19th he will have a full report on what
options are available in reference to the rezoning for the Tuscawilla Planned Unit
Development.
John Winstanley, Blue Spruce Court, also spoke against the shopping center.
Deputy Mayor Hoffmann recessed the Commission Meeting at 8:10 p.m. and called the
meeting back to order at 8:25 p.m.
General Agenda:
Public Hearing for Ord. No. 428 (changed to Ord. No. 434) providing for the adoption
of a reclaimed water system,etc. Second Reading.
Motion was made by Commissioner Trencher to read Ord. No. 434, 435, 436, 437, 438,
439 and 440 by title only on first reading. Seconded by Commissioner Kulbes.
Discussion. Vote on the motion: Commissioner Kulbes, aye; Commissioner Jacobs, aye;
Commissioner Trencher, aye; Commissioner Kaehler, aye; motion carried.

Attorney Kruppenbacher read Ord. No. 434 by title only on second reading.
Deputy Mayor Hoffmann recessed the Commission Meeting and opened the public hearing.
Manager Rozansky asked the Commission to continue this hearing until Sept. 12, 1988
because changes have been made and he would like to go over them with the Commission.
Deputy Mayor Hoffmann continued the public hearing until Sept. 12, 1988.
Motion was made by Commissioner Kulbes to continue the public hearing for Ord. No. 434
until Sept. 12, 1988. Seconded by Commissioner Jacobs. Discussion. Vote on the motion:
Commissioner Jacobs, aye; Commissioner Trencher, aye; Commissioner Kaehler, aye;
Commissioner Kulbes, aye; motion carried.
Public Hearing-Fall Amendments to Comprehensive Plan-First Public Hearing Prior to
Transmittal to State:
The City Planner, Jacqueline Koch, announced this is the second set of amendments
for this year and it is the first public hearing before we transmit our intent to the
State. Miss Koch announced there will be a second public hearing in December. The
two amendments are: Reclassify land use to commercial (Zone C-l)-6 acres south of SR
434, east of SR 419 intersection and the second amendment is assigning land use
Commercial (No zoning change) to annexed property-6 acres south of SR 434, east of
SR 419 intersection. The Planning & Zoning board had a hearing on Aug. 10, 1988 and
they recommend approval. Deputy Mayor Hoffmann recessed the Commission Meeting and
opened the public hearing. No one spoke for or against the amendments. Deputy Mayor
Hoffmann closed the public hearing and reconvened the Commission Meeting.
Motion was made by Commissioner Kulbes for the reclassification of the six acres of
land south of S.R. 434 and east of S.R. 419 and the land adjoining that (the other
6 acre parcel) to have the land use classification Commercial on the adopted Land Use
Map. Seconded by Commissioner Jacobs. Discussion. Vote on the motion: Commissioner
Trencher, aye; Commissioner Kaehler, aye; Commissioner Kulbes, aye; Commissioner
Jacobs, aye; motion carried.
First Reading of Ordinances effecting Spring Amendments to Comprehensive Plan in
Accordance with F.S. 163.3187:
1. Ord. No. 436-Reclassifying Land Use P.U.D. (zone P.U.D.)-6 acres north of
Florida Ave.
2. Ord. No. 437-assigning Land Use Commercial (zone C-I) to annexed property-5
acres south of SR 434,east of SR 419 intersection.
3. Ord. No. 438-assigning Land Use Light Industrial (zone C-2) to annexed property
8 acres north of SR 434-Tuscawilla Road intersection.
4. Ord. No. 439-reclassifying Land Use to Commercial (zone C-I) 40 acres north of
SR 434, east of Howell Branch.
5. Ord. No. 440-assigning Land Use Commercial (except Rural Residential within
r.o.w. of expressway) (Zones C-l, R-U) to annexed property-56 acres south of
S.R. 434 adjacent to eastern city limits.
Attorney Kruppenbacher read Ord. No. 436, 437, 438, 439 and 440 by title only on
first reading. Public Hearings will be scheduled for September.
Request of Dan Stevens for Temporary Trailer-Winter Milling & Mfg.:
Motion was made by Commissioner Jacobs that we grant the applicant Dan Stevens a
permit for a temporary mobile office not to exceed 12 months. Seconded by Commissioner
Kulbes. Discussion. Vote on the motion: Commissioner Kaehler, aye; Commissioner Kulbes,
aye; Commissioner Jacobs, aye; Commissioner Trencher, aye; motion carried.

City Manager Richard Rozansky:
First Reading of Ord. No. 435 adopting the Municipal Budget for FY 1988-1989,etc.:
Attorney Kruppenbacher read Ord. No. 435 by title only. Public Hearing will be
Sept. 26, 1988.
Appointments to the Commerce and Industry Development Board as per Ord. No. 424:
Motion was made by Commissioner Kulbes to appoint Ruth Smith, 825 West S.R. 434 to
the Commerce and Industry Development Board. Seconded by Commissioner Jacobs.
Discussion. Vote on the motion: Commissioner Kulbes, aye; Commissioner Jacobs, aye;
Commissioner Trencher, aye; Commissioner Kaehler, aye; motion carried.
Motion was made by Commissioner Jacobs to appoint Tom Binford. Seconded by Commissioner
Kulbes. Discussion. Vote on the motion: Commissioner Jacobs, aye; Commissioner Trencher,
aye; Commissioner Kaehler, aye; Commissioner Kulbes, aye; motion carried.
Motion was made by Commissioner Jacobs to appoint Mr. Allen Pickett, 700 Aberdeen
Drive. Seconded by Commissioner Kaehler. Discussion. Vote on the motion: Commissioner
Jacobs, aye; Commissioner T~encher, aye; Commissioner Kaehler, aye; Commissioner
Kulbes, aye; motion carried.
Motion was made by Commissioner Kaehler to appoint Jon Hall. Seconded by Commissioner
Kulbes. Discussion. Vote on the motion: Commissioner Trencher, aye; Commissioner
Kaehler, aye; Commissioner Kulbes, aye; Commissioner Jacobs, aye; motion carried.
Commissioner Trencher will have his appointment at the next meeting. After the Board
has its first meeting, they can decide meeting times and that will then be incorporated
into the ordinance.
Florida League of Cities Designation of Voting Delegate:
Motion was made by Commissioner Jacobs that we designate Mayor Grove as our voting
delegate and Deputy Mayor Hoffmann as the alternate. Seconded by Commissioner Kulbes.
Discussion. Vote on the motion: Commissioner Kaehler, aye; Commissioner Kulbes, aye;
Commissioner Jacobs, aye; Commissioner Trencher, aye; motion carried.
Winter Springs Water & Sewer:
Manager Rozansky reported on the progress of the rehabilitation of the sewer plant.
Monthly reports have been distributed. Commissioner Kaehler spoke about the "Welcome
to Winter Springs" signs and she said they are much nicer than the old ones. She also
commended Glenn Whitsetti.for the outstanding summer recreation program.
Reports:
Manager Rozansky said liens are to be placed on two pieces of property; one on
Mockingbird Lane and one on Mimosa because the City had to clean them up.
A Workshop Meeting was called for Aug. 29th at 7:30 p. m. to discuss the FY 1988-
1989 Budget.

The Land Development Coordinator Don LeBlanc gave his report on the Mt. Greenwood
P.U.D. buffers. A meeting is to be called with the Developer to see if he will
put in the buffer on the southern boundary of the Mt. Greenwood Planned Unit Devel.
Commission Seat I - Cindy Kaehler:
Commissioner Kaehler asked that the landscaping on the Pinewood Terraces on Moss
Road and Automotive One on SR 434 be checked to see what it was they were supposed
to have planted.
Commission Seat III - Philip A. Kulbes:
Commissioner Kulbes spoke about the traffic light that has just recently been
installed at Hayes Road. He said you cannot see the lights because of the tree
branches and asked that D.O.T. correct that situation.
Commission Seat IV - William A. Jacobs:
No report.
Commission Seat V - Martin Trencher:
Commissioner Trencher spoke about his appointment to the Board of Adjustment and
he would make that appointment at the next meeting.
Mayor's Office:
Deputy Mayor Hoffmann read the Election Proclamation on behalf of Mayor Grove, as
follows:
Election Proclamation, City of Winter Springs 1988:
A general municipal election will be held in the City of Winter Springs, Florida
on the 8th day of November, 1988, for the purpose of electing a Commissioner Seat I,
Commissioner Seat III, and Commissioner Seat V, each for a three year term of office.
The Polling Place locations will be:
Precinct l3-Winter Springs Civic Center, 400 N. Edgemon Ave.; Precinct 24-Seventh
Day Adventist Church, 50 S. Moss Road; Precinct 50-Fire Station on Northern Way;
Precinct 67-Seventh Day Adventist Church, 50 S. Moss Road; Precinct 75 and 94-
Wedgewood Tennis Villas Club House, 1401 Forest Hills Drive; Precinct 76-St.Stephens
Catholic Church, 575 Tuscawilla Road; Precinct 78-Seminole County Board of Realtors,
Shepard Road; Precinct 95-0viedo Women's Club, King St.,Oviedo (between High School
and Methodist Church). The Polls will be open from 7:00 a.m. to 7:00 p.m. Registration
books will close Oct. 8, 1988.
City Manager Rozansky was asked to set up an appreciation banquet for all board
members.
Motion was made by Commissioner Jacobs to appoint Lloyd Anderson to the Code
Enforcement Board. Seconded by Commissioner Trencher. Discussion. Vote on the
motion: Commissioner Jacobs, aye; Commissioner Trencher, aye; Commissioner Kaehler,
aye; Commissioner Kulbes, aye; motion carried.
Meeting was adjourned at 9:30 p.m.
