SPECIAL MEETING
CITY COMMISSION
CITY OF WINTER SPRINGS
AUGUST 1, 1988
The Special Meeting of the City Commission of the City of Winter Springs, Florida,
was called to order by Mayor Leanne Grove at 7:06 P.M.
ROLL CALL:
Mayor Leanne M. Grove, Present
Deputy Mayor Arthur Hoffmann, Present
City Manager Richard Rozansky, Present
Attorney Frank Kruppenbacher, Present
COMMISSIONERS:
Cindy Kaehler, Present
Philip A. Kulbes, Present
William A. Jacobs, Present
Martin Trencher, Absent
Mayor Leanne Grove opened the meeting on the Community Block Grant Interlocal
Agreement. Commissioner Kaehler stated tht she felt that the City would have
a better chance if we went out on our own. She said she did not believe that
we would be taking any money from the County residents because Sanford had
pulled out, and that that would be that much more money that the County would
have. She said she felt that we should do what we could for the citizens of
Winter Springs. Commissioner Hoffmann stated that there has been a dispropor-
tionate amount of funds allocated to the County relative to the City. He said
that if we are going to participate in Grant programs of the Federal Government,
perhaps we should compete against cities rather than the County. Commissioner
Kulbes stated that he believes that we would stand a better chance of getting
funds under a small cities program than we would with the CDBG Program. He
feels that should look at our own City first, and see how we could get a system
from another source rather than rely on the County to give us funds. He said
that he thinks we would be jeopardizing our own city if we go into the CDBG,
and then find out that we could get funds from the State to the Federal Programs
for small cities. Discussion. Commissioner Jacobs stated that he did not
think that the City should opt out of the CDBG Program, knowing that there is
a possibility that the County would suffer a financial loss, and our not know-
ing what the City would gain. Discussion. Commissioner Kaehler said that
our responsibility is to the residents of Winter Springs, and that any
possibility of getting funds should be explored.
Commissioner Kaehler made a motion that we opt out of the Community Block Grant
Interlocal Agreement for this year, and try to get funding for the Small Cities
Program. Commissioner Hoffmann seconded the motion. Commissioner Jacobs said
that he believes that we have a better opportunity with the County. Discussion.
Vote on the motion: Commissioner Kaehler, aye; Commissioner Hoffmann, aye;
Commissioner Kulbes, aye; Commissioner Jacobs, no. Motion carried.
The Special Meeting adjourned at 7:20 P.M.
