WORKSHOP MEETING
CITY COMMISSION
CITY OF WINTER SPRINGS
JULY 18, 1988
The Workshop Meeting followed the Special Meeting of the City Commission at
7:30 P.M.
Deputy Mayor Hoffmann turned the meeting over to the City Manager. He said
that we will have to set the proposed millage rate, the rolled back rate, and a
date for the tentative Budget Hearing which he believes will be September 12 at
the next Commission Meeting. He presented the Certification for Taxable Value
for 1988. He recommended that we keep the prior year millage levy which is the
one we are operating on this year - 1.593 mills per $1,000. The rolled back rate
will be 1.4796. He stated that if we keep the 1.593 mills, we should realize
$761,310. Harry Martin, Finance Director, said that the total General Fund
would be $4,166,151.00.
The City Manager asked the Commission to look at the Resolutions he had given
them, and consider the fee increases. He said that permits from building through
mechanical total around $261,000.00. He reviewed the building fees and the
changes that were made. He reviewed the Occupational License fees. Mr. G.B.
Archer, Building Official, stated that this indicates about a 25% increase.
Discussion. Mr. Archer said that paragraph P was not on the list, but was
supposed to have been added. It is the Mobile License fee which is for telephone
use only, operating out of the home. It is $75. Changes in fees were discussed.
Next, the City Manager discussed the Resolution which is the old Resolution 533
concerning engineering fees and recording fees, etc. Don LeBlanc, Land Development
Coordinator, explained changes in fees in this Resolution. Discussion. Commissioner
Trencher asked if there is a system in which the Attorney estimates his time and
hours in order to let the applicant know ahead of time how much money will be
involved. Mr. LeBlanc answered no. He said he would check with Frank Kruppenbacher,
the City Attorney, and find out if he could give some guidelines for a 'plain Jane'
type of project. Discussion. LeBlanc explained more of the fees. Commissioner
Trencher suggested having a notice printed and given out every time someone goes
to collect a filing fee for land use modifications or variance, to make them aware
of Sec. 3, which is an 'unnecessary hardship opt out situation'. It could be
added onto the application.
Commissioner Jacobs stated that the Boards get paid whether there is a meeting or
not, and he could not see why we are trying to recoup the expense monies that are
given these Boards through filing fees. Commissioner Hoffmann suggested that
the Board of Adjustment be paid per meeting instead of a fixed fee for the year.
He also suggested that the fee be 10% of the value of the addition to the property.

The next item the City Manager discussed was the Utility Tax. Discussion.

Kaehler suggested taking a contract for garbage pick-up and including
the Ad Valorem Tax. The City Manager said we could look into that.
It was suggested that Attorney Frank Kruppenbacher look at that idea.
