REQUEST: Public Works Department requesting authorization to enter into a
contractual agreement with Ranger Construction Industries, Inc. for
construction of Intersection Improvements at S.R. 419 and Sherry Avenue
(ITB #016-09-BFI
PURPOSE: The purpose of this agenda item is to request authorization to enter into a
contractual agreement with Ranger Construction Industries, Inc. for construction
of Intersection Improvements at S.R. 419 and Sherry Avenue (ITB #016-09-BF)
in the amount of $64,301.00 plus 10% contingency.
PROJECT BACKGROUND:
• At the October 27, 2008 City Commission meeting, the Commission provided
authorization to enter into a Joint Participation Agreement (JPA) with the Florida
Department of Transportation to install turn lanes along State Road 419 at Wade Street
and Sherry Avenue. The JPA had an FDOT contribution of $368,000 for construction of
the following improvements:
1. Addition of an eastbound and westbound left-turn deceleration lanes from S.R.
419 onto Wade Street
2. Addition of a right-turn deceleration lane on S.R. 419 eastbound onto Sherry
Avenue
• In April 2009, the left-turn deceleration lanes from S.R. 419 onto Wade Street were
approved for federal funding under the 2009 American Recovery and Reinvestment Act
(ARRA). The right-turn deceleration lane from S.R. 419 eastbound onto Sherry Avenue
remained astate-funded project under the JPA. An amendment to the JPA was approved
by the City Commission at the June 8, 2009 City Commission meeting reducing the
scope to consist of only the Sherry Avenue turn lane and reducing the state contribution
to $120,000.

CONSIDERATIONS:
• The Sherry Avenue turn lane will provide necessary safety and operational improvements
at the S.R. 434 /Sherry Avenue intersection.
• The project was advertised for bidding in accordance with the applicable City and FDOT
procedures. Bids were received and opened on October 8, 2009 with the results as
follows:

• Staff has reviewed the bids and recommends that the bid be awarded to the lowest
responsive bidder, Ranger Construction Industries, Inc.
PROJECT COST SUMMARY:
The project is approved for state funding of up to $120,000. The state funds can be
utilized for construction and the necessary construction engineering and inspection (CEI)
services, but not for design services. A contract for CEI services was awarded to URS
Construction Services, Inc. at the July 27, 2009 City Commission meeting. The project costs and
funding sources are summarized as follows:

FUNDING:
The construction cost in the amount of $64,301.00 plus 10% contingency will be state
funded through the City's Joint Participation Agreement (JPA) with the Florida Department of
Transportation for construction of the Sherry Avenue turn lane. The state funding is a
reimbursement to the City, and funds will be fronted from the Road Improvement Fund (#115-
65000-30146). Sufficient funds are available in the Road Improvement Fund to front the cost of
construction.
RECOMMENDATION:
Staff recommends that the City Commission approve Ranger Construction Industries,
Inc. for construction of Intersection Improvements at S.R. 419 and Sherry Avenue (ITB #016-09-
BF) in the amount of $64,301.00 plus 10% contingency funded from 115-65000-30146 and
authorize the City Manager and City Attorney to prepare and execute any and all applicable
documents.
