WORKSHOP MEETING
CITY COMMISSION
CITY OF WINTER SPRINGS
MONDAY, FEBRUARY 1, 1988
The Workshop Meeting was called to order by Mayor Leanne M. Grove at 7:00 p.m.

Winter Springs Water & Sewer-Operations/Capital Improvements Update:
City Manager Richard Rozansky explained the purpose of the Workshop was to discuss
the Utility, what was there when we purchased it, what came with the bond issue,
what we've done to bring it up to where it is today, what we still have to do and
some financial considerations.
Mr. Terry Zaudtke, Conklin, Porter & Holmes, Engineers, Inc., prepared a report
which has been distributed to the Commission and is attached to these minutes.
On the Bond Issue, he discussed the Projects under construction, the projects
completed and other projects under construction or permitted and planned and then
Future projects.
Mr. Zaudtke also listed the disposal sites as the Dayron Percolation Ponds, the
Dayron irrigation that has been permitted, the Winter Springs Golf Club, Site 16,
Mt. Greenwood PUD percolation pond and Site 17 percolation pond, which is a
total of 1.345 mgd total disposal capacity.
Mr. Zaudtke discussed the following schedule of improvements:
1988 - starting i/i removal program;
renovating lift station 5 and LaVista sewer;
increasing aerator capacity on water treatment Plant No. 3 and auxiliary
power for lift station 7 and water treatment Plant No.3;
constructing Dayron Site improvement;
ton chlorination system at Water Plant No.3;
engineering Phase 1 - reclaimed water system;
demolition of water treatment Plant No.1;
repair blower air lines;
rehabilitation wastewater treatment Plant No.1;
1989 - construct phase 1 reclaimed water system;
upgrading lift station 10 and force main;
1990 - construct well No.6;
increase aerator capacity water treatment plant No.2;
ton chlorination water treatment Plant No.2;
1993 - constructing phase II of the reclaimed water system;
auxiliary power water treatment Plant No.2;
1995 - additional ground storage water treatment Plant No.2;
construct phase III reclaimed water system;
1997 - new high service pump water treatment Plant No. 3
2002 - construct phase IV reclaimed water system;
2005 - additional ground storage water treatment Plant No.3;
2007 - new high service pump water treatment Plant No.2;

The purchase of Seminole Utility was not listed because Mr. Zaudtke said he was
not aware of the year that would be purchased.
There was discussion of the reclaimed water system and how that would be implemented and
costs involved to the homeowner.
Harry Martin, Finance Director discussed the projected funding which is attached
to these minutes.
Meeting was adjourned 9:15 p. m.
