Agenda Item t December 14, 1987 FROM: RE: A Staff Review for Fairway Lakes at Tuscawilla, Final Development Plan and Preliminary Engineering, was held on December 2, 1987. The City Engineer approved the project on November 30, 1987, with stipulations which must be addressed on Final Engineering. Both Staff Review minutes and City Engineer letter are attached. This is a private subdivision and all streets will be owned and maintained by a Hcmeowner I s Association. Therefore, the developer is seeking a variance to Section 14-26 for a 40 I R-O-W instead of a 50 I R-Q-W. The developer is also wanting the sidewalk on one side of the street only. These variances are granted by the Ci ty Commission under Section 14-95. .- The P & Z Board met on December 9, 1987 and approved the project with two stipulations, namely, that a 2nd emergency entrance be provided in the northern section of the project and that the sidewalk be five (5) feet from the roadway. /mh cc: Mayor City Conunission ,-.. ,- December 2, 1987 TO: Ci ty Manager ~ Land Developnent CoordinatoW FROM: RE: Staff Review, Fairway Lakes at Tuscawilla The above referenced was held on December were J. Afflebach, B. Austin and W. Temple. Govoruhk, Holzman, Koch, Kozlov, LeBlanc, items were discussed: 1, 1987. Representing the project Staff members present were Artman, Smi th and Taylor. The following - 1. Golf cart/bike path to clubhouse in northwestern sector - Developer agreed to install an opaque wall along each side of path to ensure the privacy of lots 28 and 29. 2. Golf Course Pond (western edge of project) - Developer will furnish documentation as to agreement allcwing use of this pond by project. 3. Pond in Item 2 above - A question of safety arose. The pond has standing water. If the pond is expanded, the slope will be 5 to 1 which exceeds the Code requirement of 4 to 1. 4. Building setbacks from mean high water level - Any building not meeting the 50 I setback must be waived by the City Conunission. 5. Streets are private and will need a waiver from the City CClI1Unission for a 40 I R-C>-W and to have sidewalks on one side only. 6. Sidewalks along Greenbriar Lane - These are included on the Final Engineering for Greenbriar Lane and have been approved by the CClI1Unission. 7. Wall - Developer has agreed to provide an unbroken barrier along Greenbriar Lane which is to consist of a combination of fencing, berms, trees and landscaping. Staff had no objection to this. 8. 2nd Entrance - Some Staff members w::>uld like to see a 2nd entrance. The developer has planned for one entrance with an emergency access to the project at the southern portion of the project. There is nothing in the Code requiring a second entrance. Lot 40 must have 25 I frontage on the street and the utility easement between Lots 40 and 41 has to be 15' in width. TI1ese two items will be addressed in the Final Engineering. McIntosh Associates, Inc. 2200 Park Avenue, North Winter Park, FL 32789 RE: Fairway Lakes at Tuscawilla, Preliminary Engineering Plan Dear Brian: Your last subnittal of the engineering preliminary plan has been received on November 25, 1987, which is in response to the City's letter dated November 11, 1987. The preliminary plan for Fairway Lakes at Tuscawilla is found to be satisfactory contingent on the following items. .- 1. TI1e utili ty easement between lots 40 and 41 is to be expanded to 15 feet in lieu of the existing 10 ft. with the appropriate adjustment made on the final engineering. 2. Lot 40 will have to have an adjustment made to provide a minimum of 25 feet of frontage. Presently it is only 20 ft. TI1e appropriate adjustments are to be made on the final engineering. Also, lot 68 will have to have a minimum of 25 feet of frontage. The drawing appears to show 23 ft. Again, adjustments will have to be made on the final engineering. 3. TI1e issues regarding the six (6) foot masonry wall, the establishment of two entrances and width variations for the typical street section will have to be addressed to the City Commission for disposition.
