Koch, Dir.Adm./C. Planner The meeting was called to order at 7:30 P.M. bp2!'oval of Minutes of September 23J. 1987: Joshi moved to approve the minutes of September 23, Donnelly. Vote: Hopkins: aye, Dorman: aye, Joshi: Saporito: absent. Motion carried. 1987. Seconded by aye, Donnelly: aye, Dorman opened the Public Hearing. Request of James H. Hatcher for amendment of land use classification of property from Medium Density Residential to Commercial - Lot 10, Block 2, North Orlando 4th Add. - House at 204 wade Street near State Road 434: Koch gave her presentation. The area is between S.R. 434 and 419. When the City's original Comprehensive Plan was written in 1977, the entire row of homes fronting S.R. 434 was designated for conversion to commercial: ,It was anticipated at that time that as the developnent of business and the traffic increased it would be more desirable for business rather than homes. The Commission took comments from the owners and they indicated that they would rather not be rezoned prior to their conversion as their property taxes would go up. For 10 years now these houses have been classified commercial, and at the individual request of the owners, the properties have been rezoned to commercial. The lot in question is around the corner on Wade Street. There is commercial on the south and east and residential on the north and west. The City is now looking at alignment of Hayes and wade streets in order to make that a straight drive to S. R. 419. DOT is looking at a traffic light at Wade Street. James Hatcher was there to speak for his request. He stated that he purchased the house on August 17, 1987, and is repairing the house and wants to have administrative offices there, possibly a real estate office. Dorman asked if there was anyone present to speak for or against the request. There was no one present to speak for or against the request. Dorman closed the Public Hearing and reopened the regular meeting. ~ There was discussion on the request. Koch stated that if the house were converted to commercial use, there would be a Site Plan Review and at that time the Staff would look at the size of the property, parking spaces, the ingress/egress, and fire safety. Honorable Commission: In addition to my letter of August 25, 1987 to the Commission, I would like to make some additional comments germane to the 110 acres offered to the City. As I previously stated, this property is contiguous to wastewater efflent spray sites 16 & 17. Therefore, the pipes from the sewer plant transporting the wastewater are already in place, a significant cost savings. Utilizing the formula from the report of Conklin, Porter & Holmes with a minimum of 1" spray effluent per week, some 426,680 GPD coulO be realized...(110 acres)(43,560 sq. ft. per acre)(l" per week)(I ft. per 12")(1 week per 7 days)(7.48 gal. per cu. ft.) = 426,680 GPD. And incidentally, the cost of this property would be considerably less than Sites 1 and 2 described in the aforementioned report. Their Commercial Site #1 has been sold and Commercial Site #2 is available in excess of $80,000 per acre. Subject 110 acres would make an excellent area for several baseball fields along with a myriad of other reactional activities. This in conjunction with the utilization as a spray effluent area similar to the golf course make the 110 acres a unique site for purchase by the City. However, please be advised certain developmental interests have generated an interest in this parcel recently.
