After reviewing the fourteen bids submi tted for cop':{ machines am
considering the factors of price, dependability, features, am service, the
reccmnended bid is that of E.G.P., Inc., 1420 West Washington Street, Orlando,
FL 32805, for b<<> Mita OC-3132D ADF-IN AS-9 Copiers at $9,998 ($4,999 each).
This bid meets all the requirements of the specifications am was the
third lowest in cost. The advantcges that make this bid worth the few huOOred
dollars additional cost are: (1) The Mita's recognition by iooepeooent
irdustry-wide guidelines as a superior copier am its ~ on the Florida
State contract (leasing); (2) the durability of a very lengthy life expectancy
prior to. need for significant repairs as opposed to the difficulties we have
experienced with our present machines after one-sixth as many copies; ( 3) the
longevi ty of the dealer, the size of their organization locally.
OUr bid specifications for new copiers included features which will save a
great deal of time for tne persormel using the machines, as well as save in the
aJIIJW'lt of cop':{ paper used. These advantages, along with eliminatioo of the
delays we have experienced with brealcxiowns am lU'lllVailability of repair parts,
make this replacement of equipnent desirable am econanical.

FINALIZATION OF ACCOUNT WITH
LE CESSE CONSTRUCTION
After rece1v1ng Mr. Civitello's letter of July 8th,
I reviewed our payments made to date, as of this
date the balance owed on the construction contract
is $12,483.86. Per agreement at our meeting July 7th,
the City will deduct $2,735.00 for items which it will
take care of. Plus $1,950.00 already paid for repairs
to road in front of City Hall.
This leaves a balance owed to LeCesse Corporation of
$7,798.86, which agrees with their record.
We have already refunded to LeCesse, copy of cancelled
check attached, the $500.00 Utility Deposit previously
deducted from final electric bill, which we paid direct
to Florida Power.

As the leader of Brownie Girl Scout Troop ~ 655, I set out this
past April (1987) to find a suitable aeeting place for our girls.
After consulting with Mr. Whitsett about the use of the Winter
Springs Civic Center we aade a verbal agreeaent that Mondays froa
3:30 to 5:00pa would be set aside for ay troop.

Recently, while trying to finalize arrangements for the use of
the Civic Center, I was inforaed that another group had taken
over exclusive use of the building during daytiae hours. This
has resulted in ay troop loosing its Meeting place. It was
suggested that an arrangement for evening hours aight be possible
for my troop. At this moaent, ay troop consists entirely of six
year-old girls froa Winter Springs Eleaentary School. In ay
opinion, as well as that; of their parents, these children are too
young to be out during the hours that even an early evening
meeting would entail.
We would like to be allowed to hold our aeetings in the Civic
Center at the originally agreed upon day and tiae (Mondays from
3:30-5:00PM). I hope that a suitable solution can be found for
this problea before school begins again. The aore groups/people
that can be accoaaodated by this facility, the greater benefit it
will provide to the coaaunity.

Subject: I~pact Fees
In response to your request for Staff comments regarding the Seminole County
Impact Fee structure, and specifically the proposed Interlocal Agreement,
the following points are made:
(1)
The Inter10cal Agreement deals with
not their manner of assessment, and
pertinent to the City's objections.
the method of collection of fees,
therefore is not the document
The Impact Fee Ordinance is.
(2) Given the preceding observation, the Special Conditions offered to
the City by paragraph 12 (b) and (c) provide benefit only on paper
and do not address the timing of actual improvement for motorists.
Further, there is no resolution at all of the question of Dog Track Rd.-
Seminola Blvd.-Lake Dr., either in timing or in classification (and
therefore assessment).
(3) Regarding Tuscawilla Road, the entire length of the road should be
included in the 1991-95 time period. No equity exists in the current
construction schedule which proposes spending more than $22 million
in gas tax revenue on arterial roads in the North District by 1995 and
less than $8 million on South-Centra: arterials in the same time period.

the next 10 years and should benefit much more equitably.
(4) Regarding the Dog Track Rd.-Seminola Blvd.-Lake Dr. classification,
this multi-name road connects three other arterials, meeting that
standard required for classification as an arterial. Further,
it is within the scope of the Impact Fee Ordinance, Sec. 4.13.B, for
the County to designate this roadway as arterial. Moreover, according
to County traffic count figures, the volume of traffic on most of this
roadway is greater than the required 12,000 and exceeds the traffic
counts on Airport Blvd., which the County does classify as arterial
although their figures give its traffic co~~ts as under 12,000.
(5) The current construction schedule of improvement of Lake Drive and
of Tuscawilla Road between Lake Drive and SR 434 leaves it doubtful
as to their funding at all. The County needs to certify that the
shortfall of impact fee revenue resulting from the fairer assessment
to the South Central District at $529 and fram the exemption given to
vested developments will be committed fram sources other than increases
in impact fees in future years.

1. Attached for your information and review please find:
a. Letter, Florida Association of Counties dated June 10,
1987 Subject Local Option Sales Tax with attachments.
b. List "Transportation Capital Projects", Seminole County.
2. This subject was also addressed in a letter from the City
Attorney dated July 17, 1987 in which he discussed the
legislation in general.
3. City Manager met with Mr. Hooper on July 17, 1987 at which
time he indicated the County desired to proceed with the
Local Option Sales Tax Referendum. He also noted that the
County would like the support of the cities and did not want
to be placed in the position they were in with the gas tax.
Consequently he asked for a list of proposed projects for
which we would utilize the funds should a referendum pass.
I believe the list could be fairly general in nature but
specific enough to point out those areas which will require
funding over the 15 year period. Such a list might contain:
a. Road Construction
b. Paving/drainage of dirt roads
c. Expansion of and/or property acquisition and construction
of a fire station.
d. Expansion of Public Works facility and/or a new facility.
e. Water and Sewer improvements
f. Land acquisition/recreation facilities
g. A civic center to provide adequate space for various
functions and organizations .

I believe a list such as above would serve the purpose.
4. The Administrator asked for some input at a meeting which is
scheduled for July 29, 1987. It would be in the best interest
of our City to provide a list and adopt the position that
residents be afforded the oppor ity to ide whether or not
they wish to proceed with the 1 c 1 optio ales tax.

entirely paved is correct as per Section 14-90 Larxi Developnent Code.

If you wish to seek a varia."lce to the Code requirement, then you shall
have to request. a formal hearing before the City's Board of Adjustment to
obtain a variance.
It will be necessary to subnit a corrected engineering prellJ1lJ.nary plan
deleting the sixteen foot radius of unpaved area in the cul-de-sac;s of "A" and
liB" Courts. Please make the appropriate engineering adjustments.

Staff Review - Highland Village 'l\<<J
A review of the above referenced was held em June 30, 1981, at 9:00 a.m.
at City Hall. Representing the project was A. LarKi. Staff members present
were Artman, Butler, Holzman, Koch, Kozlov, LeBlanc, ::mi.th arxi Taylor.
The Staff brought up the following points which LarKi agreed to:
1. Designate the rear ten ( 10) feet of lots 45 through 49 as a
conservation easement with no tree cutting authorized, only harrl
tri.nmi.ng.
2. Have the Highlands ARB sign one cOP'i of the preliminary plat to
be presented to the Plarming arxi Zoning Board arxi Camlissian for
review .
3. To retain trees in the retention pond bordering the park if
erlgineering allows - this will be addressed at final e.rJ(;Jineering .
4. To have boardwalks leading fran the project to a cal'llal point in
the park - this will be addressed at final e.rJ(;Jineering.
5. Eliminate the islands in cul-de-sacs.
Kozlov stated that Koch had made mention the fact that there were too many
driveway cuts along MacGregor Road. Koch stated that this was not in agreement
with the CoIItprehensive Plan or County standards as MacGregor Rca;l is a
collector road. Land objected to this. Koch stated that this was a
preliminary plan and the time for changes. Lam stated that he had met with
the Staff em bJo different occasioos, and no c- ...joMlt had been made em this
particular subject. He requested that the plat be presented to the Planning
ami Zcning Board as is.
Taylor requested detailed drawings for Miter and sewage - this will be
~ !!Ssed at final engineering.
