Dear Mary,
As I discussed with you, my cousins, Harold and Jane Rathburn
recently purchased a lot on Silvercreek Drive in Winter Springs.
The actual legal is Lot 12, Block D, North Orlando Ranches, Section
2A.
I am the Realtor-Associate who represented them in the purchase.
They will be relocating from Ohio and plan to build approximately
a $100,000.00 home on the property.

The only problem is the fact that they own a 32 foot R.V. Of
course, they know that the city of Winter Springs allows a maximum
of only 28 feet unless the city grants a variance.
They plan to build a tastefully done building on the very back of
the property which will completely enclose the R.V. from public view.
Of course, their new home with garage will be in front of that
structure.
Since they are still in Ohio, they have asked me to appeal to
the city in their behalf.
As a result, I'm asking to be scheduled on the program at your
earliest convenience.

Dear Council Members:
I would like to ask your permission to allow me to start
setting up a mobile home on my property on state road 419
in the front of Seminole Pines Mobile Home Park while my
formal Model Center Site Plan is under consideration by
your staff.
The model home and office combination is ready for immediate
delivery and the phone system is ready to be installed. If
I cannot start immediately the phone company has notified
me that I can expect a 90 day delay in installing the phones.
The only work I will perform is a temporary set-up of the
home office model, installation of the phones and air
conditioning system.
No work will be performed or tours given in the home until
formal site plan review will be performed.
Thanking you in advance for helping me overcome this undue
hardship.

Dear Govenor Graham,
Pursuant to your Executive Order 86-184. as Foreman of the Grand J~ry of Seminole
County. florida. we considered the matter brought b~fo[~ us.
Some errors were noted by Alan Finklestein. the Vice foreman. and myself. that we
did not ask for an investigation into alleged violations of the sunshine law. but.
a particular Florida Statute. Due to the short amount of time remaining on this
Grand Jury term. I am requesting. still as Foreman and as a concerned citizen.
that this matter be carried over to the next Grand Jury or our term be extended
by Executive Order for 90 days. to consider the matter that was originally
requested.
Mr. Eagen. after we were starting to adjourn had a copy of the statute he knew we
were interested in and denied the witness the opportunity to present a copy of the
st3tute to the Grand Jury membt!rs. After speaking with several members they are
in agreement that this term be extended. since. we feel we might have had a
"whitewash" and "sweep under the rug".
Per Mr. Eagan's report per his letter of October 30. 1986, we still request that
the Department of Law Enforcement become involved to an extensive extent.
Your prompt reply concerning this matter will be greatly appreciated.

1. Need for review and update of Chapter 14 Land Development Code.
2. Need to develop means to categorize and store all pertinent engineering
drawings from past approved engineering.
3. Allow the Cith Engineer to perform more field inspections of on going

JUSTIFICATION
With a combined operating Budget in excess of 8 Million Dollars, the
increased need for efficiency and accurancy is at hand. In order to
achieve the reporting capabilities required on a day to day basis,
consideration should be given to computerizing City Hall records. To
continue operating on a manual system of records is becoming very
burdensome.
After reviewing many different computer systems, including outside
processing centers, the best system for our needs would be NCR.
They supply all three major components: Hardware-Software-Service.
By computerizing City Hall, we can achieve the following results:
1. P~epare our Payroll inhouse, thereby eliminating cost
to outside service.
2. Enable us to acces~ and maintain the information for
quicker reporting.
3. Conform our records to the State Uniform Accounting Code,
thereby reducing the time required to do the audit.
4. Produce our monthly reports more timely and achieving
a Certified CAFR.
5. Eliminate the time spent each month, manually typing the
accounts payable checks.
6. Gather information which under a manual system would be
over burdensome.
PROPOSED IMPLEMINTATION:
First program to be implemented would be the payroll, because it is
the easiest and would eliminate the outside costs.

Second program would be the IFMS - Integrated Financial Management
System - this includes: General Ledger, Accounts Payable, Budget Accounting,
Fixed Asset Inventory.

COMPUTERIZATION/AUTOMATION OF DISPATCH WITH 911 AND RECORDS MANAGEMENT

GENERAL
The Managers of Public Safety Agencies are being challenged by the increasing
burden of Records and Information Management. Local, State and Federal
requirements for reporting of agency activity presents a challenge to even
the most efficient agencies. In the current environment of "cost effective"
government, additional information is being requested on agency activity
and performance by governing boards and councils of cities, towns and
counties. Also, there is a need to have timely and accurate management in-
formation available to make tactical (short term), strategie and administrative
decisions within an agency.
The City of Winter Springs Police Department is presently using a manual
system for all records keeping. This increases the workload when Data has
to be retreived manually. The system objective than, is to provide an
intergation of Automated Records Management, Crime Anaylis capability and
to produce useable effective Management Reports.
BENEFITS
The Computer System will provide for Data Entry, Storage Search',Processing
Retreival and Production of selected reports. The system will be designed
for use by current police personnel without specialized computer training.
The following is a partial list of the tactical, strategic and administrative
benefits of the Computerized/Automated System.
1 - Provide accurate and timely reporting on departmental activity -
both criminal and non-criminal - both in total and on a summary
basis for use within and outside our Agency.
2 - Assist in managing overall departmental resources
3 - Can quickly retreive information on individuals and incidents to
provide knowledge on incident handling.
4 - Provide increased Officer safety and awareness by providing in-
formation on the degree of Risk in particular situations (C.A.D. /
Computer Aid Dispatch)
5 - Crime analysis will be much simpler.
6 - Make available information to support investigative efforts.
7 - Hold costs for Records Managements while increasing effectiveness.
8 - Identify and anticipate trouble spots based upon geography and time
parameters.
9 - Allow more efficient staffing depending on daily activity.
10 - Summarize Officer acitivity to more effectively utilize Officers.
11 - System designed for Data Security and Data Privacy.
As you can see there are many benefits of Automating the Police Management
System. The proposed Software "POSSE - VT" as it is designed can reduce the
workload in the records section by as much as 60% and free scarce human
resources for more productive and challenging work. Furthermore, the speed
of index searches on a computer and the flexibility of searches by a variety
of characteristics makes possible the retrieval of information in ways not
practical in manual systems.
These computers will serve a multi-function process in the communications
division, criminal and civil records, inventories of equipment, property and
evidence, police personnel reports. The Computer Aid Dispatch will speed-up
our dispatching procedures by immediately indicating zones, street names, etc.
Additionally, it will conform with the county-wide 911 dispatch requirements.
The ability for in-put of criminal and civil records, interdepartment budgets,
running inventories of police equipment and property, stolen recovered property,
schedules of evidence for court presentation and/or destruction, vehicle main-
tenance and repair schedules, various in-service and individual training pro-

'Department's mission.
Additionally, the computers will greatly enhance the overall working conditions
by reducing the work-load (and training) of personnel presently using manual
procedures to accomplish these tasks.
CONCLUSION
During the past several months, many different brands of computers (Hardware)
has been looked at and researched as to their capabilities based upon both
our present and future needs. "NCR" as the result of this research has been
found to be the best suited Hardware System to fulfill both present and future
needs. "NCR" is also available on the State Contract.
During this extensive research period many software programs were also looked
at to determine who had the best suited software program to meet once again
our present and future needs. The "POSSE - VT" was found to meet these
requirements. This software equipment is available through NCR on the State
Contract.
The NCR Tower - XP, is compatiable to all systems for long range planning
for growth based upon needs.

In accordance with Section 44.26 (3), I have updated the Official Zoning Map
and reviewed the current status with the Planning and Zoning Board, which
recommends its acceptance.
During the year since last May, the City has enacted ordinances adopting the
changes listed below and reflected on the Official Zoning Map.

made and 2 remain under County zoning regulations until our
current land use amendments are finalized.
