SWANN (1..S-I..-4) Mayor and City Commissioners City of Winter Springs 1126 East State Road 434 Winter Springs, Florida 32708 Re: Georgetowne Unit I Letter of Credit Dear Mayor and Commissioners: We have reviewed the irrevocable letter of credit concerning the development known as Georgetowne Unit I for compliance with Winter Springs City Code. We recommend that paragraph #3 be deleted from the letter of credit. This requirement is burdensome on the City, as it requires the City to calendar and notify the lender of the upcoming termination of the letter of credit. In the event that the City neglects or otherwise fails to notify the lender and a claim is made during the last few months of the term of the letter of credit, the lender could refuse to honor it. Deletion of this requirement removes that burden from the City and maintains the effective term for the full twelve month period. If you have any questions or comments, do not hesitate to contact me. FLORIDA 32771 Richard Rozansky, City Manager City of Winter Springs 1126 East SR 434 Winter Springs, Florida 32708 Dear Richard: The County has reviewed your concerns and suggestions regarding the Road Impact Fee Ordinance and the designated road network from the supporting study. The County Engineer and Con- sultant have reviewed the trip projections and population assump- tions and will be making the following recommendations to the Board of County Commissioners at their public hearing considering adoption on March 24, 1987. .- 1. Wi thin the next 90 days the County will be seeking a design consultant for the portion of Tuskawilla Road south of Red Bug Lake Road. The Public Works staff will request that the Board authorize the design con- tract to be expanded to include all of Tuskawilla Road from SR 434 to SR 426. 2. The staff is recommending that the portion of Tuska- willa Road from Lake Drive to Red Bug Lake Road be rescheduled to have construction occur at the same time as the section from Red Bug Lake Road to Sr 426. This will place this section in the 1991-1996 period. 3. The staff is recommending that the Expressway Authority review any impacts on Tuskawilla Road caused by connec- tion of the Expressway. Staff will study the impacts and will seek methods to develop funding sources for the required improvements. ,- If the Board of County Commissioners authorizes the recom- mendations as presented, the best method to complete the agree- men t will be thr ough the In terlocal Agreement relating to the collection of impact fees between the City of Winter Springs and Seminole County. The proposed Road Impact Fee Ordinance has a 90-day delay for enactment within all incorporated areas to allow completion of the interlocal agreements.
