Dear City Manager;
As per the previous telephone conversations between yourself and Dr. Wilson,
our goal is to place a sign in front of our business. We have made request be-
fore and were informed of certain zone and planning codes that would prevent such
a sign. We realize that the ordinances are made to protect the public and to
protect the beauty of the city. However, we feel there is a need also for convenient
medical care for the community. Functioning as a walk-in clinic, we feel that a
sign that is comparable to the Barnett Bank sign next door or comparable to a
Centra- Care or Humana Med-First would lend credibility to our corporation.
We feel our services to the community are also valuable. I see no other
walk-in clinic in the immediate area. The viability of the clinic rest on the
credibility we feel we will receive as a benifit of the sign. The visibility of
the clinic from the west side is completly obstructed until you are right in front
of the Winter Springs Center. Our visibility from the east is much better, yet
the traffic from that direction is of a much less degree.
Dr. E.D. Wilson is willing to present our point of view at your meeting
Monday the 9th if you would allow us that courtesy. We wish you would reconsider
your previous stand and allow a sign that will in no way obstruct or interfere
with traffic or other business.

SUBJECT: Community Development Block Grant
In 1984 the City was first approached by Seminole County to sign
an inter local agreement permitting them to include our, and the other
cities', population to aggregate the 200,000 population needed to
qualify as an urban county and be eligible for Community Development
Block Grant entitlement status. Although our countywide total
population fell just short that year, by 1985 it surpassed 200,000 and
Seminole County was notified we would receive approximately $4,000,000
over the three-year period 1986-87, 1987-88, and 1988-89.
The communications from the County government referred to
projects in both the unincorporated area and the cities to be funded
from the grant monies.

Preparation of an application to HUD for the 1986-87 grant year
was delayed until the summer of 1986, ostensibly because it was
uncertain up to that time whether Congress would appropriate CDBG
funds for this fiscal year. When our Technical Advisory Committee
(TAC) was called together to develop a proposed list of projects for
1986-87 funding, County staff suggested we proceed with projects for
which technical and budgetary data were already available. The TAC is
composed of one delegate from each city and one county staff person-
eight equal members. We compi led a proposal mainly of existing,
dusted-off applications that had originally been prepared for
submittal in connection with other grants or projects. Since the
application to HUD needed to be reviewed by two committees and
approved by the BCC by September 1986, there was little time to do
otherwise.
Our TAC-generated proposed list of projects was reviewed by a
Citizens Advisory Committee (CAC) made up of residents of
neighborhoods that could benefit from CDBG projects. Winter Springs
designated two target areas - the original North Orlando Townsite and
Meadowlark - and appointed two persons to the CAC.
The CAC reviewed the TAC proposal and several projects were added
to the list by the cities, including us and Longwood.

The next review was by the Citizen Advisory Board, composed again
of eight people, one citizen from each city and the County. This
Board preferred to submit on to the BCC a first-year funding list
consisting almost entirely of projects in the unincorporated areas,
with only 20 percent of the grant money to be spent within any city
limits - Oviedo and Casselberry ($250,000 as apposed to $1,030,000 in
the County). Sanford was excluded until "it had a track record" on
the housing rehabilitation program it asked to be funded. Winter
Springs' and Longwood's projects were summarily deleted during a
recess in the CAB meeting by the consultant hired by the County to
prepare the first year grant application. He decided they were
ineligible.
The BCC approved the list forwarded to it by the CAB and those
projects are now being initiated. Attached is a list and a map of the
1986-87 projects funded by the CDBG.
Late last year Seminole County hired a Grant Coordinator to
administer the CDBG program. Also, he is the County member on the
TAC.
The TAC met January 8, 1987, to organize and begin work on a
proposed project list for the 1987-88 grant year. At that meeting we
were advised the Census data we would need to ascertain low-to-
moderate income areas eligible for projects was in and would be mailed
to us. Also, the Coordinator indicated. he had a copy of the CDBG
Rules and Regulations governing project eligibility. We were asked to
be ready to prioritize a proposed 1987-88 project list by a February 5
meeting.
I received the Census data January 19 and had only a reference to
the 1983 Federal Register in which the CDBG regs had been printed. We
have now acquired a copy from the County.
At the February 5 meeting - the County's Coordinator, rather than
ask for the eight members' suggestions - began by telling us what
projects he thought should be funded this year: $600,000 for Sanford
for housing rehabilitation and funds for construction of several
paving and drainage projects in the unincorporated areas. When asked
why he was adding up funds before hearing the rest of.our suggestions,
he responded that here was $200,000 or $300,000 left and that it
wasn't necessary to do a project in every city. When it was pointed
out to him that the entitlement period is for 15 years but the current
interlocal agreement is only for 3 years, and that the cities would
have little incentive to continue to support the County by renewing
the interlocal agreement, he stated that by that time the County
wouldn't need them, by then (1988) the County would have adequate
population to qualify even if a couple of cities dropped out.

After some further discussion we noticed the time was late and no
real consensus had been reached. Most of the cities had not yet had
an opportuni ty to offer suggestions for projects. The Coordinator
indicated he had to have a TAC - proposed list as soon as possible. I
asked for another meeting before we finalized the list since there was
much left to discuss and since the CAC review committee is not to meet
until March 19, suggesting that it is more important for the TAC to
have adequate time for its deliberations than for the County staff to
have six weeks before the CAC meeting. It was agreed to meet again
February 17.
Casselberry's representative offered a proposal that would fund
projects in each jurisdiction. Lake Mary's representative had thought
he would have no eligible project simply because he had not been made
aware of all the cri teria to qualify a project, other than income
alone.
Winter Springs can propose one of several projects that are
eligible based on the information we now have on our low-to-moderate
income population and on the CnBG rules and regulations.

description of the project and an estimated cost/dollar request. More
elaborate details can be developed before the CAC meeting on March 19.
The eligibility of a project in Winter Springs will be
unquestionable. The matter of whether an eligible project in Winter
Springs should receive funding, and how much, in competition with
other eligible projects is the present question.

This letter is subsequent to our meeting on January 8, 1987
and, as promised, includes certain information. Included is
the following:
1) Block level census data
2) Amended potential projects list for 1987/88 CDBG Program
Year.
3) List of ineligible projects previously proposed.
I have made copies of. the block level data, being careful
to forward to each city those pages which pertain to each respec-
tive city. For instance, Sanford will receive only those pages
which contain blocks that are located within Sanford's city limits
(per 1980). As you will notice, each city has a place code for
identification (far left hand column). The place codes are as

As you can see, the eligible blocks and block groups are
identified with an asterisk. However, often ineligible blocks
can be combined with eligible blocks to create a larger area
that meets the "51% rule". This rule basically means that the
service population (that population benefited from any particular
project) for any project must be made up of at least 50.5 percent
lower income persons.

I am also attaching the information for our February 5,
1987 meeting. I took the liberty of deleting those projects
which either are no longer proposed or are ineligible for funding.
Hopefully, at this meeting we will develop a proposed budget
for the 1987-88 Program Year, for presentation to the Citizens
Advisory Board (CAB). Of course, the Citizens Advisory Committee
(CAC) will be doing the same thing. The CAB will develop the
ultimate priority list to be presented to the BCC for finalizing.
Please review the proposed projects thoroughly and be pre-
pared to come up with a proposed Community Development budget
on February 5, 1987. If necessary, we can set up a subsequent
meeting to finalize our proposal.
Again, the meeting is set for 2:00 p.m. on Thursday, February
5th in the BCC Conference Room (room number N300) in the County
Services Building at 1101 East First Street in Sanford.

The meeting was opened with Buddy Balagia explaining the primary
purpose of the meeting was organizational in regard to Seminole
County's second year Community Development Application~ as
well as update members of current activities.
CURRENT ACTIVITIES - UPDATE:
_ ?'- Strategic Planning Group, Inc. has been hired as the
Consulting firm to assist with the administration of
the CD Grant, which involves such dut ies as monitoring
the housing assistance plan, GPR (Grantee Performance
Report), environmental reviews, and the housing element
for the Comprehensive Plan. In addition they will be
preparing Neighborh~od Development Plans for each target
area.
Negotiations with three (3) engineering firms in regard
to eight (8) paving and drainage projects. Four (4)
of which are construction and five (5) planning and
design only which are to be constructed in subsequent
years.
After discussion of the above mentioned projects, it
was the general consensus of Committee members to expect
cost over-runs. The major concern being that the contingency
fund consist of $90,000.00 and is not healthy enough
to absorb extensive over-runs. Therefore, close scrutiny
must be maintained in monitoring proposed contracts.
The City of Casselberry will be conducting their own
Engineering Project per that city's request.
Florida Power Corp. will do all proposed street lighting
consisting of planning and design as well as construction.

APPLICATION PREPARATION:
The question was raised as to the necessity of guidelines
being set for a City's proposal not exceeding a specified
dollar amount, possibly based upon low/mod. income persons
or defined to a certain geographical area.
It was the general consensus of the committee based
upon previous meeting discussions on this topic that
due to the extreme variables involved, this would be
an unrealistic approach at this time.
Committee members were asked to prepare detailed second
year proposals prior to the next meeting with proposals
being specific in relation to anticipated funding.
Therefore, leaving a smaller margin for deletions or
cuts by the CAC and the CAB.
Committee members were asked to be prepared at the next
meeting to compile and prioritize proposals for presentation/
submission to the CAC.
The next meeting of the TAC is scheduled for February 5, 1987
at 2:00 p.m. in the BCC Conference Room.

Dear Ms. Koch,
I am taking this opportunity to introduce myself as the
newly hired Principal Planner for Community Development. I have
been given the responsibility of managing the activities and
administration of Seminole County's Community Development Block
Grant Program (CDBG). Since my hiring, we have retained the
services of a consulting firm to aid in the administration of the
grant by performing several planning and reporting duties in
addition to overall compli4nce monitoring. This will allow me to
be free to perform the day-to-day scheduling, project monitoring,
and other management duties required by the grant.

We are now in the process of hiring several engineering
firms in order to design this current year's projects. I expect
to hire from between four to eight firms by late next month.
I am now attempting to set up a development schedule for the
second year CDBG appl ication. Consequently, I am schedul ing a
meeting for the Technical Advisory Committee for 2:00 p.m. on
Thursday, January 8, 1987. I would 1 ike to get an early start
this year so that we will have plenty of time to determine
project cost estimates and to come up with a final list of
project activities.
This meeting will be organizational in content. We will
discuss the application process and start to think about what
activities we would like to see done next. A proposed agenda is
attached and I have enclosed a draft profile for each target
area. The profile is yet to be finalized because I am awaiting

contains a list of last year's proposed activities which can
serve as a basis for subsequent years funding. Please review
these lists prior to the January 8, 1987 meeting for discussion.

proposed list of second year activities for presentation to the
Citizen Advisory Committee and Citizen Advisory Board.

A top priority for funding for the second and third program years will be to fund the City of
Sanford for housing rehabilitation in the Goldsboro area. The other priority for funding
will be to begin construction on the paving and drainage improvements that are being
designed in this rust year. The County has begun the project selection process for the
second and third year.

Seminole County, in cooperation with the Cities of Sanford,
Lake Mary, Winter springs, Longwood, Altamonte springs,
Casselberry and Oviedo, has been granted entitlement statu.
(i.e., has prequalified) from the Department of Housing and Urban
Development (HUD) to receive approximately $1.3,million per year
for the next three years. The County and the Cities have entered
into a cooperative amendment to implement the program.
The purpose of the program is to make community improvements
that primarily, although not exclusively, benefit low and
moderate income neighborhoods. Low and moderate income is
defined as 80\ of the County's median household income a. of the
latest census information. The definition of low and moderate is
variable depending on the number of people in the household.
The program provides 100\ grant monies to engage in
virtually any activity that improves living conditions in
neighborhoods. Among the eligible activities are the following:
A. Acquisition of real property for a pUblic purpose.
B. Acquisition, construction, reconstruction,
rehabilitation or installation of public facilities
including:
(1) energy efficiency improvements
(2) aesthetic improvements
(3) shelters for the homeless; convalescent homes;
hospitals; nursing homes; battered .pouse
shelters; half-way houses; and group homes.
C.
Clearance, demolition and removal of buildings and
improvements, inCluding movement of structures to other
site..
D. Provision of public services (including labor,
supplies, and materials) which are directed toward
improving the community's publiC services and
facilities provided the service meets certain criteria.
E. Facility improvements necessary to stop the
deterioration of a neighborhood such as:
(1) repairing streets, sidewalks, parks, playgrounds,
publicly owned utilities and public buildings.
(2) certain special clean-~p activitie..
(3) certain, truly emergency activities.
P. Payment of the non-federal share required for other
grant-in-aid programs provided the activities are CDBG
eligible.
G. Relocation payments.
K. Acquisition, construction, reconstruction,
rehabilitation, or installation of distribution lines
and facilities of privately owned utilities, including
the placing of underground new or existing distribution
facili ties.

than once a month regarding the project li.t pr.paration.
