SUBJECT: Staff Review of Final Development Plan/Preliminary
Engineering for Braewick Villages in Tuscawilla
e
Braewick Villages is to be a townhouse development on the south
side of Winter Springs Boulevard between Howell Branch and the Park to
the east. Bisected by a portion of Greenbriar Lane, Braewick will be
divided into three areas which will vary archi tecturally - one area
between Howell Branch and Greenbriar Lane, one east of Greenbriar
facing the golf course to the south, and one east of Greenbriar
fronting Winter Springs Boulevard and the Park surrounding the
Wastewater Treatment Plant. One and two-story attached units on fee-
simple lots will be grouped in buildings of four and six dwellings
with garages in the Creekside and Golfside Areas, and in buildings of
four to nine dwellings with curbside parking in the Parks ide Area.
Braewick will be developed in phases; Phase I will comprise the
section of Greenbriar Lane within the Braewick boundaries and adjacent
portions of each of the three areas so that the initial phase will
include all three variations of the dwelling units.
A Staff Review of the Final Development Plan was held Tuesday,
January 6,1987, with representatives of the developers and their
engineers present.
The Ci ty Engineer's most current comments on the Preliminary
Engineering are attached. Those items that are entirely technical
matters must be addressed by the developers either prior to Commission
action or in the final engineering submittal.
The section of Greenbriar Lane will be built with this
development. To connect this paved portion wi th tqat section paved
wi th the construction of Greenbriar Villas at the south end of the
right-of-way, the Staff asks Winter Springs Development Corporation to
assure that the remaining unpaved length of Greenbriar Lane be graded
to be passable for emergency traffic. Also, a viable turnaround must
be provided where the paving stops at the south end of Braewick.
Greenbriar Lane will be a public road, with sidewalks.

Springs Boulevard at the Greenbriar Lane intersection. The developers
will install sidewalks on the south side of Winter Springs Boulevard
along Braewick. Also, a six-foot concrete wall is to be built along
the northern boundary of the development.
The internal streets will be private. They and the drainage
areas will be maintained by a homeowner's association. The developers
are requesting a waiver from the Ci ty Commission to develop streets
that do not meet public street standards - with narrower right-of-way
and no sidewalks; also, a waiver to build closer than 50 feet to a
body of water.
The Fire Chief requires that two streets at the southeastern area
be redesigned to have cul-de-sacs to meet Code.
The City Planner pointed out the need to verify the width of the
easement needed along the creek to the west to meet State regulations;
three buildings are immediately adjacent to an easement at the
southwest corner of Braewick. Also, indentures are needed from owners
of all property providing off-site drainage.

As mentioned previously, each dwelling unit will sit on a platted
lot to be owned fee-simple, wi th lot lines along the common walls
between units. The remainder of the property will be owned in common.
Numerous areas to the rear of buildings will be left in the natural
state. To supplement these, the landscape plan indicates substantial
additional trees to be planted.
Paved walkways will be interspersed through the natural areas to
provide pedestrian routes remote from traffic. One will lead directly
from the Braewick development to the Park east of it.
On-site social and recreation areas will include a well-equipped
clubhouse, with meeting rooms, pool, and parking.
Staff suggest parking areas be added for "overflow" or guest
parking.
Comments from the Planning and Zoning Board are solicited, to
augment the Staff's.

of-record.

In addition, the latest revised engineering received on
January 22, 1987, shows the catch basin inlets in the vicinity of
bu i 1 dings CS# 7 and CS#8 were removed. I t wi 1 1 be necessary to
reinstall these catch basins inlets in the design engineering that
appeared on the previous engi,neering submittal. Section 14-122 (h)
Land Development Code requires catch basin inlets be no more than 750
ft. apart. This requirement is exceeded wi th the latest engineering
submi ttal.
In addition to this latest engineering submittal, item 1 of my
letter dated January 19, 1987, has been answered. The other items in
the letter remain pending.

Dear Mr. Kozlov:
In response to your letter of January 19, 1987 the following information
is provided:
Item 1 - The underdrains have been noted on the plan.
Item 2 - The plans have been revised to provide emergency access
between the Parkside and Golfside units, this will
eliminate the need for the one cul-de-sac. The remaining
cul-de-sac is the proper diameter.
Item 3 - The inlet structures have been removed, further analysis
indicates they are not required or necessary.
Item 4 - The implication of the term "greater" did not refer to a
greater slope, but a greater ratio, i.e. 4:1, 5:1, 6:1, 10:1,
etc., which would result in a lesser or flatter slope.
Item 5 - Meetings with the City Manager and Mr. Jay Albert of Winter
Springs Development Company determined that the wall that
was proposed was in accordance with the PUD and previous
City requirements.
Item 6 - The developer intends to use PVC pipe which the manufacturer
claims can function property at 0.28% slope. We do agree
that it would be prudent to lay the initial runs in at 0.4%
to insure adequate velocity where lesser flows occur.

Dear Mr. McCoig:
The revised preliminary engineering drawings for Braewick at
Tuscawilla has been received and reviewed and the following comments
are provided.

In reference to item 6 of the City's letter dated
1987, it is assumed that the heavy broken lines on
Lane (the drawin;g) represents the underdrains. Please
statement.
ITEM 2 - In reference to item 7 of your letter dated January 12,
1987, the cul-de-sac at buildings GS#10 and GS#12 have radii of 38 ft.
and 31 ft. respectively. Chapter 14-90 Land Development Code requires
the paved area have a forty (40) foot radius and a fifty (50) foot
right-of-way. Please make the appropriate engineering adjustments or
you may request a variance from the Code requirement.
ITEM 3 - In reference to item 10 of your letter dated January 12,
1987, it will be necessary to install the pipe but this modification
can be installed on the final engineering.
ITEM 4 - In regard to item 16 of your letter dated January 12,
1987, your statement of "will be 4:1 or greater" means "will be 4:1 or
shallower". This is how the statement is interpreted. Please verify
this statement.
ITEM 5 - In regard to item 18 of your letter of January 12, 1987,
the Staff made comments after the previous meeting that the wall along
Winter Springs Boulevard is to be a masonry wall. Please reflect this
requirement on the final engineering.

Dorman stated that this is a special meeting continued from the January
14, 1987, meeting. He stated that as of the last meeting the Board had
asked about the effect of application by the developer to build along
the creek. He asked Koch if the City has received any information from
DER. Koch stated that this would be addressed in the Final Engineering
to the City Engineer.

Wayne Ford of Coastal Equity and Leonard Cechowski
Engineering were there to speak on the development.

Cechowski stated that the developer has contacted DER requesting an
environmentalist to meet the developer at the job site. He stated that
DER will establish a jurisdictional line there and if the development
does not cross the line there will not be a DER permit necessary. The
DER people are extremely backed-up and won't be out at the job si te
until a month.
Dorman stated that the Board was concerned about the parking throughout
the project.

Cechowski stated that the developer has added extra parking. At the
Creekside Villas which have a one car garage, one car can park on the
driveway, which will equal to 172 parking spaces. He stated that in
addition to that they have added over-flow parking to a total of 195
parking spaces with a ratio of 2.3 to 1. In the Parkside Villas which
have no garages, the developer has provided 214.. spaces plus an
additional 21 spaces throughout the area, with basically a 2.2 to 1
ratio. He stated that the developer has dropped two units to.
accommodate an emergency connector road, which leaves 107 units in the
parkside Villas. In the Golfside Villas there are 78 Villas;
approximately 23 units with a one car garage and room for one car in
the driveway, which gives 46 parking spaces; 55 units will have a 1 and
1/2 car garage, which allows one car in the garage and 2 cars parked in
driveway, or 165 parking spaces; 31 guest parking spaces have been
added in various areas, making a 3.1 to 1 ratio. The club house has 33
parking spaces. This makes a total of 705 parking spaces for the

development, or 2.6 per unit.

There was discussion on the parking spaces for the Parkside Villas.
Defazio asked whether the parking spaces would be assigned and
designated for each unit. Cechowski stated that the spaces were not
assigned.
Koch stated that the Chief of Police recommended to have assigned
parking spaces, and that this was recommended at the Staff Review.
There was discussion on the parking. Jay Alpert of the Winter Springs
Development Corporation was there to speak for the development. He
stated that the matter of parking spaces being designated would be
decided by the Homeowners Association of Braewick Village.
Dorman asked the developer about the letter dated January 19, 1987,
from the City Engineer listing six items of concern. Cechowski stated
that the developer has agreed to all items of question except for item
number three of the City Engineer's letter, which stated that the City
sees it necessary to install a stormsewer pipe. Cechowski stated that
he sees no advantage with installing the stormsewer and the developer
is not willing to do it.

Koch asked about the radius of cul-de-sacs. Cechowski stated that one
cul-de-sac has been eliminated and the other cul-de-sac is the proper
radius and is on the easement, he stated that Seminole Utilities has
granted them an easement for this cul-de-sac.
Hartman asked about the pathways. Ford stated that the pathways would
be paved.
Cechowski stated that there was a question at the previous meeting
concerning the 50 ft. setback from the high water elevations. He
stated that this is not a creek, that it is a man-made ditch made to
drain from the golf course and low lying areas. He stated that the
ditch is approximately 13 ft. off the property line. The back of the
units are 30 ft. away, they propose to come from the back of the units
8 ft. and will use double railroad ties/or concrete wall. He stated
that at this time he is waiting for the soils engineer's report to
determine if this will be concrete or railroad ties. He stated that
there will be an 8 ft. flat area to the top of the wall, and they will
put a hedge line along this area. He stated that the.re will be 26 ft.
of existing woods between the wall and the ditch.

Koch asked if the developers have changed their request for
waivers;Ford stated that the developer has not changed the request for
waivers.

being requested by the developer. Seconded by Hartman.
There was discussion on the motion.
Saporito moved to amend the motion to state that the assigned parking
spaces be governed by the Homeowners Association and not by the Board
or Commission.
There was discussion on the amendment.
Saporito withdrew the amendment.
There was discussion on the assigned parking.
Dorman moved to amend the motion. He moved to recommend approval as
presented pending changes to conform wi th the comments of the Ci ty
Engineer'S letter dated January 19, 1987, and approval of the City
Commission of the waivers and to have one parking space assigned per
unit at the Parkside Villas. Maker and seconder concurred. Vote on
revised motion: Joshi: aye; Hartman: aye; Saporito: aye; DeFazio: aye;
Dorman: nay. Motion approved.

SUBJECT: GEORGETOWNE/TUSCORA
Dear Commissioners:

The Preliminary Subdivision Plan for Tuscora (to be called
Georgetowne on the recorded plat) was approved by the Planning
and Zoning Commission on July 30, 1986 and the City Commission
on August 11, 1986. The plans, as submitted, called for
a perimeter sidewalk around the entire propertyto<:be built
in accordance with the standards of the City. The interior
streets are all private and the plans did not show any side-
walk on the interiors.
There was a discussion on the interior sidewalks at both
the Planning and Zoning Commission meeting and the City
Commission meeting but their omission was not included in
the minutes.
We, therefore, request a waiver of the sidewalks within the
private streets included in the Tuscora (Georgetowne)
subdivision. We will install, in accordance with code,
the required sidewalks on all the perimeter streets within
the public right-of-way.

Motion was made by Commissioner Trencher that we approve the preliminary development
plan of Tuscora Villas in Tuscawilla and that each of the following items be voted on
separately:

agreement to have three stub streets as pointed out earlier this evening as well
as requiring cul-de-sacs at the east end of Street G and south end of Street B;
that Section 44.85.4.4g that is a requirement of 50 foot building setback from
the mean high water level of any body of water be amended to request the developer
to use at least a 30 foot setback but subject to possible potential exceptions
to be reviewed by Staff on an individual lot basis should Staff require and find
it needs additional footage;
that the Police Chief's memo clarifying his position on the location of the
access and egress and the replacing of the street to meet with his commitment
also be voted on.
Commissioner Kulbes' request on an acceleration lane on the access of Winter
Springs Boulevard for this project. Each one of these items to be voted on
separately.
Mayor Torcaso asked for a second on Item A: Seconded by Commissioner Jacobs.

1. Pursuant to Section 14-119 of Winter Springs Land
Development Code, a waiver for sidewalks requirements is
requested.
Braewick is a private community as all streets and common
elements are private and not open to the public. All pedes-
trian traffic will be handled by using roadways and other
pedestrian paths which will be constructed of a pervious
material rather than concrete or asphalt. This will allow
the buffer zones between building and throughout the pr0ject
to remain in its most natural state. These pedestrian paths
which meander throughout the project may be reviewed on the
master landscape plan.
2. Pursuant to Section 14-98 of the Winter Springs
Land Development Code, a waiver is requested for all proposed
streets, except Greenbriar Lane, of the requirements of Section
14-84 which require a 50-foot right-of-way width for minor
streets. These streets will be privately owned and maintained
by the Homeowners Association as provided for by recorded
deed covenants and restrictions.
3. Pursuant to Section 44.85.4.4G. "Site Development
Standards" building setbacks from mean high water level of
any lake, stream or body of water, shall be at least fifty
(50) feet. A waiver is requested for the follow~ng buildings
and their proposed setbacks: CS#1 - 35 feet; CS#2 - 25 feet;
CS#3 - 25 feet; GS#10 - 15 feet; GS#11 - 20 feet. In addition,
the height above the high waters for the buildings' pads
is as follows: CS#1 - 10+/- feet; CS#2 - 9+/- feet;

The engineer-of-record has submitted the final items necessary to complete

The engineering has been determined to be satisfactory.

It has recently been discovered that there are problems with the pipes
in Rustic Woods. The stormwater discharge from the Winter Springs Commerce
Center to the Rustic Woods stormwater piping system could escalat '" the probl ems
with the piping. It may be necessary that the Winter Springs Commerce Center
enter into some kind of a maintenance agreement with the Homeowners Association.

Leonard Kozlov stated that his questions pertaining to Winter Springs Ccmrerce
Center were codified in a letter to Mr. Dittmer. His concerns were:
1. For the final engineering show the 15' easement on the plans.
2. The swale has a steel way and needs details.
3. Letter fran DER (Juanita Quinn) reference swale.
4. He wants revised engineering and to fonna.lly address each question.
S. Detailed final engineering has to be sealed.
6. Portions of the plans sub:nitted by A1 Land that needs to be revised.
There was discussion on water lines.
Jorm Govoruhk stated that there will be three (3) paved lanes instead of four (4),
and Mr. Dittmer needs to get with D.O. T. on their requirem::mts.
Peter Cowell stated that the only other concern that needs to be taken into account
is the size of the lots. Even though it is in a ~rcial PUD Mr. Dit~r will
have to abide by the Arbor Ordinance for each lot.
Peter Cowell stated that what Mr. Dittmer is looking at is correcting and roodifying
the engineering and subject to the minutes of this meeting and the engineer's
letter, the Staff will recannend approval. This will go before the Ccmnission on
January 27, 1986.

Peter Cowell asked if there was a change in the' architect that designed this plan
over the architect that designed the other project. There was a change which
needs to be clarified and stated on the engineering. Because of all of the con-
sultants involved in the preparation of the final developnent plans, they need
to be shown. There were changes to the street section, the width of the pave-
ment and the gutter which needs to be changed on the plans.

and 3' of curb canbined to make it 2l~', originally there were 20' .
Peter Cowell stated that there is a question on the density and the isstE of seven
(7) units per acre, if going back to the original plan, based on the percentage
of land in Phase I. LeCesse has utilized in recreation and retention the per-
centage for those lots now being at 6.8 which would be about 6. 1 if breaking
