SWEARING-IN CEREMONY
MONDAY, DECEMBER 7, 1987 - 7:00 P. M.
On Monday, December 7, 1987, at 7:00 p. m., Mrs. Leanne Grove was sworn in as Mayor
of the City of Winter Springs, Florida, by City Attorney Frank Kruppenbacher. Also
sworn in by the City Attorney were Arthur Hoffmann, Commissioner Seat II and William
A. Jacobs, Commissioner Seat IV.

The Workshop Meeting was called to order at 7:20 p. m. by Mayor Leanne Grove.

The Workshop Meeting was called to discuss the Planning & Zoning Board recommendations
on site standards in residential zoning areas.
The Planning & Zoning Board recommended three changes which are to change the
minimum lot size from 10,000 sq. ft. to 12,000 sq. ft. in R-lAA; change the minimum
lot width from 80 ft. to 90 ft. in R-lAA; change the side setbacks from 20 ft. to
15 ft. in R-lAA and change the sideyard setback in R-lA from 7~ ft. to 10 ft.
Mr. Dorman, Chairman of the Planning and Zoning Board, spoke about the maximum
house size you can put on the lots as they are now, and the need for the changes.
The City Planner, Jacqueline Koch, explained at the present time we do not have a
balanced transition in zoning. At the present time we have R-lA and R-lAA which
are almost the same, and then we have RC-l which is one acre lots.
Mr. Rozansky explained the reason this came up was because of the Foxmoor East
project. He suggested simply changing the sideyard setback in R-lAA to ten feet
which would bring it back into line. The Developers would like to build a larger
house but with an 80 foot lot of which 40 feet is sideyard setback, it results in a
forty foot frontage on the home of which some twenty feet could be garage.
Commissioner Hoffmann said in R-lA at this time a 60' wide pad is allowed and R-lAA
should have the same privilege. Commissioner Kaehler felt that what is being
proposed is what we should go with. Commissioner Jacobs suggested reducing the
side setbacks in R-lAA from 20 down to 10' and Commissioner Trencher was for a
graduated scale of 6', 7~', 10' and 20'.
The meeting was adjourned 8:10 p. m.
