Torcaso at 7:30 p.m. Roll Call: Mayor John V. Torcaso, present Deputy Mayor William A. Jacobs, present, (arrived 7:38 p.m.) City Manager Richard Rozansky, present City Attorney Frank Kruppenbacher, present Commissioners: Cindy Kaehler, present Arthur Hoffmann, present Philip A. Kulbes, present Martin Trencher, present For the Invocation Commissioner Cindy Kaehler, asked for a moment of silent prayer. The pledge of allegiance to the flag was led by Commissioner Arthur Hoffmann. Motion was made by Commissioner Kulbes to approve the minutes of September 14, 1987. Seconded by Commissioner Hoffmann. Discussion. Vote on the motion: Commissioner Trencher, aye; Commissioner Kaehler, aye; Commissioner Hoffmann, aye; Commissioner Kulbes, aye; motion carried. Public Input: Kathleen DeGrenia, Highlands, announced there will be a Meet the Candidates Night at 7:30 p.m., Oct. 29th in the Highlands. Ann Schneider, Morton Lane, submitted a petition to have certain roads paved in the Ranchlands. Commissioner William A. Jacobs entered the meeting at 7:38 p.m. Russell DeFazio, W. Tradewinds Road, spoke against paving the roads. Carl Stephens, Fisher Road, asked the Commission to do a cost study for paving the roads in the Ranchlands. Mrs. Johnson, Morton Lane, asked how much the City would save by paving the roads. Sam Musgrove, Panama Road, spoke about the roads and the condition of Panama Road. Betty Brandl, Tradewinds Road, spoke against paving the roads. Dick Bellig, Sunrise, spoke for paving the roads. W. Crane, Williams Road, spoke for paving the roads. C. Sengal, Morton Lane, spoke against paving the roads. Mrs. Schneider read a letter for the record from Mr. A. Nachbar, Sunrise Ave.: I am all for the paving of the piles of sand lying between the houses in the Ranchlands. My automobiles beg for mercy. Thank you for your time in this matter. Final Budget Hearing-FY 1987-88 Budget-General Fund, Special, State and Federal Revenue Sharing: Second Reading of Budget Ord. No. 400; Adopt: Resolution No. 576 setting Ad Valorem Tax Millage rate for FY 87/88 and adopt Budget Ord. No. 400. Attorney Kruppenbacher read Ord. No. 400 by title only on second reading. Mayor Torcaso recessed the Commission Meeting and opened the Public Hearing. The City Manager explained the purpose of the public hearing is to finalize the Budget and adopt the millage rate. During the Hearing the Commission shall amend the Tentative Budget adopted Sept. 14, 1987, adopt the Final Budget, adopt the Resolution stating the millage rate to be levied. The Rolled Back Rate is 1.467 mills. The Tentative millage rate is 1.593 and exceeds the Rolled back rate by 8.6%. The purpose of the increase is to fund the General Fund Budget completely and provide adequately for the health, safety and welfare of the residents of the City. City Manager Rozansky reviewed the revenues as follows: General Fund which includes our Ad Valorem ($653,787) $3,853,148; Capital Improvements Fund $276,000; Federal Revenue Sharing fund $20,466; Police Education Fund $19,033; Special Law Enforcement Trust Fund $7,670; 1979 Sinking Fund $97,897; Sinking fund Reserve $52,360; 1985 Sinking Fund $509,243; Sinking Fund Reserve $380,743; Transportation Improvement Fund $379,568; Winter Springs Employee Fund $54,000; Land Acquisition $9,737; Community Services Trust Grant $4,833; LGCPA Grant I $7,694; LGCPA Grant II $21,781; total budgeted revenues $5,694,173. The expenditures are as follows: Police Department: $1,033,479; Police Education Fund $19,033; Special Law Enforcement Fund $7,670, total Police Dept. Additional Personnel-Funded: Police Department 6 Officers and 1 Engineer I. Salary/Benefit Package: Cost of Living/Longevity -Non-Allocated 7% and Allocated 5% and 2% longevity; Pension 4%. Total Capital Improvements/Capital Equipment $276,OOO.OO;Transportation Improvement Fund $379,568.00; Water & Sewer Department Revenues $2,081,996 and Expenditures $2,081,996. Total Budget $7,776,169.00 Mayor Torcaso asked for public comment. Mr. Larry Cerra, Blue Spruce Court, spoke in discussion. No one spoke against the Budget. Mayor Torcaso closed the public hearing and reconvened the Commission Meeting. Attorney Kruppenbacher read Resolution No. 576 in its entirety. Motion was made by Commissioner Trencher for adoption of Resolution No. 576. Seconded by Commissioner Hoffmann. Discussion. Vote on the motion: Commissioner Kulbes, aye; Commissioner Jacobs, aye; Commissioner Trencher, aye; Commissioner Kaehler, aye; Commissioner Hoffmann, aye; motion carried. Commissioner Trencher said for the record the City is required by law to make that resolution in the language that it is. The actual tax millage rate is not any higher than it was last year and we are not increasing taxes in Winter Springs. Motion was made by Commissioner Jacobs to adopt Ord. No. 400. No. 402, 403, 404, 405 and 406 by title only on second reading. Seconded by Commissioner Trencher. Discussion. The City Planner explained the property is located on the southeast corner of Florida Avenue and Lake Lucerne Drive, 1.5 acres, with C-2 zoning and land use classification Light Industrial. No one spoke for or against the ordinance. Mayor Torcaso closed the public hearing and reconvened the Commission Meeting. Motion was made by Commissioner Jacobs to adopt Ord. No. 402. Seconded by Commissioner Kulbes. Discussion. Planning and Zoning Board Recommendations for Site Standards in Residential Zoning Areas: Mayor Torcaso called a Workshop Meeting for Monday, Oct. 5th at 7 p.m. to review the site standards. City Manager Richard Rozansky: Street Addressing: the letter from J. Hopkins requesting permission to put addresses on curbs was discussed. The wording on Mr. Hopkins' circular is to be changed, and approval is to be coordinated with the homeowners associations. REgular Meeting, City Commission, Sept. 28, 1987 Page 5 86-87-22 Mayor Torcaso recessed the Commission Meeting at 9:00 p.m., and called back to order at 9:10 p.m. Resolution No.577 urging the Legislature to assist the Central Florida Fire Academy at Orlando in the funding of a live fire training building, etc.: Motion was made by Commissioner Kulbes to read Resolution No. 577 by title only. Seconded by Commissioner Hoffmann. Discussion. Animal Control~ This is to be discussed at the Workshop Meeting on Oct. 5, 1987. Reports: Mayor Torcaso appointed Commissioner Kaehler to be the City's representative to speak to the Seminole County Citizens' Charter Advisory Committee at their meeting on October 20, 1987 at 7 p.m. at the Lyman High School Auditorium. In reference to the request for the appointment of officials to the Citizens Advisory Committee and a Municipal Technical Advisory Committee, Attorney Kruppenbacher will let us know whether or not to make the appointment due to the pending litigation. Manager Rozansky reported on the third annual golf tournament and that it was a success. He said he would give a full report at the next meeting. Monthly reports have been distributed. Attorney Kruppenbacher said he has received a $10,000 settlement in the Florida Public Utilities lawsuit. Commission Seat I - Cindy Kaehler: Commissioner Kaehler requested the City Manager to look for more land for recreation areas. Commission Seat II - Arthur Hoffmann: Commissioner Hoffmann spoke about the Transmission Authority and whether or not we should be in or out of it. Commission Seat III - Philip A. Kulbes: Commissioner Kulbes spoke about the letter from the resident at 709 Thistle Place. Commissioner Kulbes also spoke about the meeting with the Mr. Lavette of the Dept. of Transportation. He reported that we will be getting blinking lights which will create a caution zone. If the lights are not as effective as we would like them to be, then Mr. Lavette will be asked to create a caution zone at a lower speed limit. Seconded by Commissioner Jacobs. Discussion. Vote on the motion: Commissioner Kaehler, aye; Commissioner Hoffmann, aye; Commissioner Kulbes, aye; Commissioner Jacobs, aye; motion carried. Motion was made by Commissioenr Kulbes that Mr. Dasher be reappointed to the Code Enforcement Board. Seconded by Commissioner Jacobs. Discussion. Vote on the motion: Commissioner Hoffmann, aye; Commissioner Kulbes, aye; Commissioner Jacobs, aye; Commissioner Trencher, aye; Commissioner Kaehler, aye; motion carried. Commissioner Kulbes thanked Mr. Dasher for the great job he has done on the Code Enforcement Board. Mr. Dasher said, for the record, that Mr. Alpert gave him reassurance and said he wanted to thank Mr. Alpert. Commission Seat IV - William A. Jacobs: Commissioner Jacobs spoke about the City Planner's house on a wooded lot. Commissioner Jacobs said we are taking people to the Code Enforcement Board for not cutting the grass, and he doesn't see the difference with not clearing the lot. Commissioner Jacobs asked the status of the CADD system. Commission Seat V- Martin Trencher: Commissioner Trencher spoke of several kudos: the golf tournament was great; to the City Manager for putting together a good conservative budget and keeping the taxes the way they are and to Commissioner Kulbes for working out the arrangement with the Department of Transportation. However Commissioner Trencher asked that the next time a meeting is canceled and rescheduled that notice be given so everyone is aware of the changes. Mayor's Office: Mayor Torcaso asked the City Manager to come back with a report on Commissioner Jacobs complaint. The Public Hearing for the "stable" area in Tuscawilla has been changed to November 9th at the request of Mr. Afflebach. Meet the Candidates Nights have been scheduled for Oct. 25th, 6:30 p.m. at Hacienda Village and Oct. 29th at the Highlands. Meeting was adjourned 10:00 p.m. Respectfully submitted, /n~;: ~ Mary T.
