WORKSHOP MEETING
CITY COMMISSION
CITY OF WINTER SPRINGS
MONDAY, AUGUST 17, 1987
The Workshop Meeting was called to order by Mayor John V. Torcaso at 7:00 p. m.

Presentation of Certificates to Sign Ordinance Committee:
Mayor Torcaso read Resolution No. 574, expressing appreciation to the Sign Ordinance
Review Committee. He presented certificates of appreciation to Kathleen DeGrenia,
James Pressler, George Weigle and Mary Cestaro. Martha Tyre and Jim Hartman were
not present. Mayor Torcaso thanked the Committee for their work on the Sign
Ordinance.
Sign Ordinance:
Attorney Barnby distributed copies of the sign ordinance on which she had made minor
changes. All the changes she made were reviewed. The following changes to the
ordinance were made by the Commission:
Page 4, C-3, remove words "Site Plan".
Page 6, K-4, remove words "Site Plan".
Page 5, Item E-Political Signs: Commissioner Trencher suggested 32 square feet in a
Commercial/Industrial zoned area; 16 square feet in a residential zoned area
with the exception of a developed residential lot where the limit would be
6 square feet. The Commission was in agreement.
Commission discussed waiving the fee for political signs. Manager Rozansky suggested
waiving the fee and have the Public Works Department remove the signs if they are not
taken down by the specified time.
There was discussion of trailer signs.
Page 7, (m)-8, Commissioner Kulbes suggested removing as that is a snipe sign.
Page 7, Variances, Commissioner Jacobs suggested there should be a catch-all, that
if the relief sought is not in (0)-1 or 2, then they could seek relief from the City
Commission. Attorney Barnby said (0)-1 is the catch-all.
There was discussion of directional signs. Manager Rozansky suggested that since all
the directional signs are on private property, they should be approved by their
Architectural Review Boards. This would only apply in planned unit developments.
Commissioner Hoffmann's suggestions were reviewed.
Commissioner Kaehler asked that banners be permitted, but have a two week restriction
and require a permit.

Commissioner Trencher thanked the Committee for their work on the ordinance.
1987-88 Fiscal Year Budget:
Manager Rozansky reported that at the last Workshop the Police Department Budget
and most of the Staff Budgets were reviewed. Two police officers were added,
$28,509.00; the revenues are short 40,658.00 making a total shortage of revenues
approximately $69,167.00. The Fire Department Budget was then reviewed. Chief
Holzman was present to discuss his Budget.
On Page 22, Capital improvements, there is $11,500 for one vehicle and $88,000.00
for improvements to the Fire Station. Chief Holzman distributed copies of the
proposal on the improvements to the Commission. Manager Rozansky said we need to
look at the Fire Department and plan for our present needs and our future needs.
He said he intends to have an Architect and an Engineer go through the planning
phase, determine the present and future needs, and have the design and construction
go along with the Fire Station. The $88,000 was based on 2200 square foot extension
at $40.00 per square foot. Manager Rozansky said there is a lot of land there
that is the reason he wanted to have a professional come in and advise us how to
develop it.
The Paramedic Budget was then reviewed. No changes were made.
The Public Works Department Budget was reviewed. No changes were made.
The Winter Springs Water and Sewer and Recreation Department Budgets will be reviewed
at the next Workshop.
