REQUEST: Community Development Department, Urban Beautification Services Division, is
requesting the Commission consider additional banner installations and provide
direction for Phase II of the City's Pole Banner Program.
PURPOSE: This agenda item is needed for the Commission to review the Pole Banner Program
and provide direction for future installations including banners for upcoming events in
the Winter Springs Town Center and those locations identified by the Commission as
`Phase II' during their July 27, 2009 Regular Meeting and discussed as part of the
original consideration of the Banner Program during their April 13, 2009 meeting.
CONSIDERATIONS:
On April 13, 2009, at a regular Commission Meeting, under Agenda Item 603, the
City Commission agreed to fund a Pole Banner Program selecting the proposed Option `A'.
This option provided for the installation of pole banners at thirteen (13) signalized
intersections using twenty-six (26) double banners, located on two out of four poles at each
intersection along State Road 434, Tuskawilla Road and State Road 419. The Commission
committed to revisiting the issue in 180 days to determine if additional banners would be
necessary.
On July 27, 2009, at a regular Commission Meeting, under Reports 403 and 404,
requests were made for the Pole Banner Program to be revisited prior to the original 180 day
timeframe in order to discuss additional installations as part of Phase II and the upcoming
Winter Springs Festival of the Arts Event in October 2009.
Based on input from the City Commission, Staff, and potential Sponsors, the
following options are recommended for consideration at this time:
Phase II Options
1) Complete banner installations at the thirteen (13) signalized intersections on
remaining poles, where applicable; totaling twenty-four (24) additional double
banners (30"x60"). Installation would be for the same 'Celebrating 50 Years' banners
that are currently in use or a design approved by the City. This option includes
banners, brackets, and installation at a total cost of $11,100.
2) Install only banner brackets at the thirteen (13) signalized intersections on
remaining poles, where applicable; a total of forty-eight (48) additional bracket
mounts (30"x60" banner ready). This would allow for sponsor(s) to install banners as
needed and approved by the City at these locations. The cost includes brackets and
installation at $7,500.
3) Complete banner installations at thirty-four (34) street light poles (18"x36" single
banners) along State Road 434 Village Walk. The cost includes banners, brackets and
installation at $6,000.
4) Complete banner installations at thirty-four (34) street light poles (18"x36" single
banners) along Tuskawilla Road, Blumberg Blvd., and Doran Drive, in the Winter
Springs Town Center. The cost includes banners, brackets and installation at $6,000.
5) Options 1,3, and 4 at a cost of $23,100.
6) Options 2,3 and 4 at a cost of $19,500.
7) Take other action as the City Commission deems appropriate.
Staff will be working with the Beautification of Winter Springs Advisory Board and
our local schools in Winter Springs on a design contest, crafted to solicit community input on
future banner designs for the City. Additionally, sponsors such as the Oviedo Winter Springs
Regional Chamber of Commerce have shown an interest in future advertisement opportunities
utilizing the City's Pole Banner Program in strategic locations.
FUNDING:
If the Commission wishes to proceed with any of the options of Phase II of the Pole
Banner Program, a funding source would need to be identified based upon costs related to the
quantity, locations and specifications of the option(s) selected.
RECOMMENDATION:
It is recommended that the City Commission review the information provided in this
board item and select the most appropriate option(s) as detailed above.
IMPLEMENTATION SCHEDULE:
The project would be implemented immediately upon Commission approval and
funding becoming available; banners and hardware could be installed within 40 to 60 days.
