CITY COMMISSION
CITY OF WINTER SPRINGS
NOVEMBER 24, 1986
The Regular Meeting of the City Commission of the City of Winter Springs, Florida,
was called to order by Mayor John V. Torcaso.
Roll Call:

The invocation was given by Commissioner Arthur Hoffmann. The Pledge of Allegiance
to the Flag was led by Deputy Mayor William A. Jacobs.
Motion was made by Commissioner Kulbes to approve the minutes of November 10, 1986.
Seconded by Commissioner Jacobs. Discussion. Vote on the motion: Commissioner Kaehler,
aye; Commissioner Hoffmann, aye; Commissioner Kulbes, aye; Commissioner Jacobs, aye;
Commissioner Trencher, aye; motion carried.
There was no public input.
Highlands East Quadraplexes, combined preliminary and final approval:
Mr. S. Butler spoke for the project. Mr. Jim Conger spoke for the ARB of the Highlands.
Motion was made by Commissioner Trencher that we accept the preliminary and final
approval of the Highlands East Quadraplexes subject to the building of a block and
stucco wall on both sides, six feet high, painted to the specifications of the ARB
of the Highlands and on both sides of the unit.
Motion was amended by Commissioner Trencher, seconded by Commissioner Jacobs to
require only the one wall. Discussion. In discussion City Manager Richard Rozansky
explained the Staff has taken the position of requiring masonry walls as buffers for
commercial. Vote on the motion as amended: Commissioner Hoffmann, aye; Commissioner
Kulbes, aye; Commissioner Jacobs, aye; Commissioner Trencher, aye; Commissioner
Kaehler, aye; motion carried.
Approval of plat for Tuscawilla l4-C, Winter Springs Boulevard extension to east
City limit and southern portion of Seneca Boulevard:
Bob Powell, Land Development Coordinator made his presentation. He explained this
item was for platting and for the acceptance of the roadway by the City, and that the
Developer has met the requirements of Chapters 14, 44 and 45 for platting this phase
of the project. The plan is in conformity with the approved preliminary plan. Mr.
Jay Alpert, Winter Springs Development Corp. was present and spoke for the project.
Motion was made by Commissioner Kulbes for approval of the plat of Tuscawilla l4C
as submitted. Seconded by Commissioner Jacobs. Discussion. Vote on the motion:

Commissioner Kaehler, aye; Commissioner Hoffmann, aye; motion carried.
Approval of final engineering for Seminole Utility Wastewater facility expansion:
Bob Powell, Land Development Coordinator, made his presentation. Mr. Jay Alpert
spoke for the project. Mr. Alpert was asked how much of the service to the Tuscawilla
Plaza is the capacity of the plant, and Mr. Alpert said less than 3%.

Motion was made by Commissioner Kulbes that we approve final engineering plans
for Seminole Utilities wastewater facility expansion to include the service area
of the Tuscawilla Subdivision and the 50 acre site known as Tuscawilla Plaza.
Seconded by Commissioner Jacobs. Discussion. Vote on the motion: Commissioner
Jacobs, aye; Commissioner Trencher, aye; Commissioner Kaehler, no; Commissioner
Hoffmann, aye; Commissioner Kulbes, aye; motion carried.
Vacating Garden Drive platted cul-de-sac:
Bob Powell, LDC, read Mr. Binford's request. Mr. Binford was present to discuss
this request. Mr. Binford requested the Commission to approve the intent to
vacate the cul-de-sac as platted and he would donate the land south of the cul-de-
sac to fulfill statutory and ordinance requirements for a cul-de-sac. Commissioner
Kaehler requested Mr. Binford pay for the property being vacated.
Motion was made by Commissioner Jacobs to instruct the City Manager to draft an
ordinance for the vacation of the requested cul-de-sac subject to the developer
obtaining the property for the cul-de-sac to the south of the the subject property
and subject to the approval of the Police Chief and the Fire Chief. Seconded by
Commissioner Trencher for discussion. Discussion. Vote on the motion: Commissioner

the addition of annexed property to the Land Use Map at Commercial classification,
etc. (Lot 28, Entz. Farms Add. No.2, etc.):
Motion was made by Commissioner Jacobs to read Ord. No. 358 by title only. Seconded
by Commissioner Trencher. Discussion. Vote on the motion: Commissioner Kaehler, aye;
Commissioner Hoffmann, aye; Commissioner Kulbes, aye; Commissioner Jacobs, aye;
Commissioner Trencher, aye; motion carried.

First Reading of Ord. No. 359, amending the Comprehensive Plan; providing for re-
classification of property to commercial on the Land Use Map, etc. (Lot 29, Entz.
Farms Add. No.2, etc.):

reading. Seconded by Commissioner Jacobs. Discussion. Vote on the motion: Commissioner

City Manager - Richard Rozansky:
Winter Springs Water & Sewer:
Manager Rozansky reported on the Consent Order the fine has now been eliminated.
Temporary Parking/Motor home-Sec.44.75:
Mrs. Barbara Frizzell, 1006 Weatherwood Circle asked for a 30 day temporary permit.
Motion was made by Commissioner Hoffmann to approve the temporary permit for 30 days
from the day they arrive. Seconded by Commissioner Jacobs. Discussion. Vote on the motion:

Reports:
Manager Rozansky reported the County Commission will be having meetings on the study
of the charter government and he urged all the Commission to attend.

Commission Seat I-Cindy Kaehler:
No Report.
Commission Seat II - Arthur Hoffmann:
Commissioner Hoffmann reported he attended a presentation on the mapping abilities of
the East Central Fla. Regional Planning Council and a presentation of a high speed train.
Commissioner Hoffmann also attended Keeth Elementary School for Education Week and
urged all residents to visit the schools.
Commission Seat III - Philip A. Kulbes:
Commissioner Kulbes reported he attended Greenwood Lakes School for Education Week.
Commissioner Kulbes also spoke about the Ethics and Personnel Committee Meeting he
attended and he spoke about the recommendations for changes for various bills that
have been passed.
Commission Seat IV - William A. Jacobs:
Commissioner Jacobs said he attended the
meeting and he was re-elected Chairman.

Commissioner Jacobs asked the status of
Commission Seat V - Martin Trencher:
Commissioner Trencher asked that more street lights be added on S.R. 434 as soon as
possible as there are some very dark areas on that street.

Mayor's Office:
Mayor Torcaso commended Officer Wesley Dowell for the work he did for Education Day.
Mayor Torcaso said he would be presenting Certificates of Appreciation to the
Winter Springs Civic Association, the V.F.W., the Recreation Department and the
Public Works Department for their participation in the Holiday Parade.
Mayor Torcaso asked the Commission to ask their appointees to the Charter Review
Committee if they want to continue on the Committee. If for some reason they are
unable to continue then replacements will have to be made.
