WORKSHOP MEETING
CITY COMMISSION
CITY OF WINTER SPRINGS
SEPTEMBER 29, 1986
The Workshop Meeting was called to order by Deputy Mayor William A. Jacobs at 7:00 p. m.
Roll Call:
Mayor John V. Torcaso, absent
Deputy Mayor William A. Jacobs, present
City Manager Richard Rozansky, present
City Attorney Frank Kruppenbacher, present
Commissioners:
Cindy Kaehler, present
Arthur Hoffmann, present
Philip A. Kulbes, present
Martin Trencher, present
The purpose of the meeting was to discuss the Charter Review Committee.
The following appointments were made:
Commissioner Kaehler appointed George Hogan
Commissioner Hoffmann appointed Buck Adkins
Commissioner Kulbes appointed John Nystrom
Commissioner Jacobs appointed Elaine Jones
Commissioner Trencher appointed Ed MacGennis
Mayor Torcaso appointed Leanne Grove and Larry Cerra
Deputy Mayor Jacobs explained the Committee's task will be to review the Charter
and make recommendations to the Commission. The recommendations will then be
reviewed by the Commission. The recommendations that are accepted will be put
on the ballot for the November 1987 election.
The Committee is to have their recommendations back to the City Commission by the
end of January so the Commission can review them at the first meeting in February.
The appointments are to be confirmed at the next regular Commission Meeting on
October 13, 1986.
Commissioner Kulbes and Commissioner Hoffmann had written recommendations for the
Committee. Commissioner Trencher spoke about his recommendations. He said he
would be looking for whether or not now is the time to look into districting so
that every area of the City is represented on the Commission; the salary/expense
issue both for City Commission and Board members as well as the Mayor included.
Clearly define through a set of clarification/definition of terms the responsibilities
of the Mayor, City Manager and City Commission. Commissioner Trencher also said that
whatever the Committee comes out with should be in the best interest of the City and
not be politically oriented; he said to look at them in terms of the future and
where we would like the City to be five, ten, fifteen years from now.
Commissioner Hoffmann stated for the record that regardless of what the Commissioners
at this time think, the Committee should come up with their best judgment and what is
best for the City, and not what the Commissioners in their opinions think because what
you come up with may influence their decision and again we hope you can come up with
enough good ideas beyond some of the conflicts you see here right now.
The Committee will hold their first meeting on October 14, 1986.
