WORKSHOP MEETING
CITY COMMISSION
FEBRUARY 17, 1986
The Workshop Meeting was called to order by Mayor John V. Torcaso at 7:00 p. m.
Roll Call:

Fee Resolution:
The fee resolution fixing the fees to be paid by applicants with land development
applications, zoning review applications, requests for approvals for certain other
activities and for reimbursement of recording and publishing expenses incurred by
the City; repealing Resolution No. 321:
Changes were made to the proposed resolution as follows:
Section K, change from $200.00 for each lot to be created to $200.00.
Section M, change from $100.00 to $200.00.
Section Q, change Variance from $100.00 to $200.00; change Conditional Use from
$150.00 to $200.00.
Section T change Reinspection fee for Residential Driveway from $5.00 to $10.00.

Section III was discussed. The Commission agreed to strike the first sentence,
and strike the word "noneconomic" in the last sentence. The City Attorney will
check to see if the authority can be delegated to the executive level; there
should be an appeal clause. Also to be determined if the Manager can grant
administrative relief is the starting fee up to what amount before it goes to
the City Commission.
Fees for Recreation Department:
Section B under recommended fee schedule to be changed to read:
citizens, Scout troops, etc. of Winter Springs only....No Fee.

Remove Section D.
There was discussion of city sponsored classes. It will be necessary to check with
the City's insurance carrier for workmen's compensation and liability coverage.
For large parties it will be a requirement to have a police officer present.
On Friday, Feb. 21st at 11:00 a.m. the grand opening of the Civic Center will be held.

Discussion of the Comprehensive Land Use Plan Law:
Attorney Kruppenbacher gave an over-view of the new Act 85-55 Local Comprehensive
Planning and Land Development Regulation Act. Each City has to adopt a comprehensive
development plan for their entity that will decide how the land is going to be
developed for the future. It provides that that plan developed will be for the
boundaries of the municipality. Massive zonings and annexations can only be done
by a joint agreement with the county.

use element and the conservation element. Once the plan is completed it has to
be sent to Tallahassee to be reviewed by the State Planning Agency which is under
the Department of Community Affairs.
