WORKSHOP MEETING
CITY COMMISSION
January 20, 1986
The Workshop Meeting was G~lled to order by Mayor John V. Torcaso.
Roll Call:

Mr. Neil Troutman, 230 Bahama Road, spoke to the Commission over his concern of the
paving of Bahama Road. He was told by Mrs. S. Reid, Hayes Road, and she
received this information from the City Planner, that Bahama Road would be paved
and would take place in abut 6 months. He said the people in the Ranchlands are
very upset. They are meeting at the Reid's home this evening and they have hired
an Attorney.
The City Planner explained that right now Trotwood Boulevard is starting to cross into
Oak Forest. Mrs. Reid came into his office and asked where the road will be going.
The City Planner pointed to the map where Winter Springs Development Corp. is already
planning for an easement. Part of the settlement with Florida Land Co. is to continue
along the south side of the area that is under litigation and connect up with Bahama
Road. The City Planner explained that eventually it would connect up and more than
likely this would be finished out from three to five years. As to what assessments
for Panama and Bahama Roads, that will be at the discretion of the Commission at that time.

Mr. Jay Alpert, Winter Springs Development Corp. explained that in 1982when the City
was going through the 1982 comprehensive plan discussions the Planning and Zoning
Board thought there ought to be a road to tie the City together beside S.R. 434 and
there should be more than one way to get across the City. The City Staff requested
another road in the northwest corner of W.S. Development Corporation's property be
shown at the time the preliminary plan was presented. The Commission approved the
preliminary plan and Winter Springs Development is proceeding according to that plan.
Commissioner Trencher said this Commission has not in any way made a decision to pave
anybody's streets, that's the bottom line. He said, "I hate to see the folks out there
put any money out for attorneys or anything because there is nothing happening. The
reality is nothing is happening. You are fighting a ghost right now because there is
no case. If there was any miscommunication, the point is to clear it up right now.
You can go back and tell everybody there is no road going to be paved. We have not
even approached the issue, and its not even likely to be approached for five years
and even then at that point in time it depends on what is going on."
Mayor Torcaso said whatever comes up would have to come before this Commission and for
the next three years, I am pretty sure there won't be any paving and drainage of
Bahama Road.
Commissioner Kulbes explained the City prepares a comprehensive plan by mandate of the
State, and that is done through public hearings, and it is a lengthy process. He
suggested that people in the Ranchlands attend these hearings to be aware of what is
coming up.

Fee Schedule and Building fees:
In Section C, remove numbers 1, 2 and 3; in Sec. D-l, add $4.00 an acre up to $100;
same on additional 25 acres; Sec. E, separate each one - a. property up to 25 acres
leave as is; put a cap on 25 acres up to a maximum of 100 acres; b. and c. change to
$250 and $100; 100 acres or more there would be no increase.
Sec. F- where no changes have been identified by Staff, $250.00 for first one and
$50.00 each additional.
Attorney Kruppenbacher entered the meeting and reported that Attorney Lippincott has
agreed to handle the appellate matters at $100.00 per hour. She will review the
transcripts and render an opinion to the City as soon as possible prior to filing
the appeal as to the propriety of filing an appeal.
In Sec. G, the Commission asked for a report of costs, some comparison charts.
Manager said he would have the City Planner, Director of Administration and Finance
Director work up a scenario. All the fees and the time and the individual staff costs.
Sec. I, change $1000 to $200. Sec. K change to $200.00. Sec. 0 let it stand as
it is; for commercial developments $200.00 for each modification.
Sec. S- abolish fees for at home sales;
In Sec. III, put in wording for City Manager to use his discretion for waiving fee for
charitable and non-profit organizations.
Sam Smith, Building Official asked for permission to adopt the valuation rate of $39.00
per square foot. We also need to raise the mechanical fees. This is to be put into
resolution form for adoption at the next Commission Meeting.
Proposed Planned Unit Development Ordinance:
The Commission reviewed the proposed planned unit development ordinance. on Page 19,
Sec. 3 it was suggested to have the City Attorney review that section.
The ordinance is to be re-typed and placed on the Agenda for Commission action.
