On March 2, 1984 our firm contracted with Elaine Wack
t.ustee and Mr. Torn Binford to purchase 80 building sites
between Moss Rd. and Fairfax. Prior to the contract date we
spoke to the utility Director ~n reference to sewer capacity
availability and was assured that capacity was available.
Duri~g this time we started submission for site plan approval.
DU:Li.ng numerous meetings with the City Planner, he informed
us th~t just staff submittal was needed for approval. While
our engineer was working in finalizing the engineering plana,
~~s city cha~gcc pl~nners not once but twice. When we mgt witb

the new Ci~y Planner, he iDformed us that at this time it was
ne.~essary for 1.15 to go before the commission for approval as

The only problem was that our conditional use extentioD
WHS about to run out. With the help of the City Manager, City
Planner & staff, we were able to get approval for 80 apartments
01'1 10/lO/8'1 and a building permit for the first unit on 10/11/o'~,
We purchas8ci Ton Binford's utllity agreement which he fully
paid for and aigned with North Orlando Water & Sewer Co., on
A~gust 31, 1983, we were also L~for~ed about the same time tha~
t~e city had p~rc~ased the Utility Co. & capacity may not be
available.
Again with a number of meetings, we were told around
AprIl that sewer capacity should be available and able to ~tart
our project. Now we have leurned this could be June. Since

those meetings have occured, it has been brought to our
attention that our building permit and conditional use may
not still be in effect. We have talked to the Building Official,
and he has agreed to extend our building permit for two 90
day periods.
At this time we would appreciate if the corMlissioners
would clarify some questions so we can secure a construction
loan for our development. Due to the delay for capacity that
has been paid for and the capability of not being able to start
our project, has become an undo financial hardship. First, we
feel our site plan should stay in effect for 90 days after
notification as to availibility of sewer. Second, we also feel
that since we were told that staff approval for condo's was all
that was needed and that the type of ownership is the only
difference in the site plans, that either condo's or apartments
should be permissable. Third, that when sewer is available
our project will be put on line at the earliest possible
date.
We thank you for your understanding, and if you can please
give us an answer by April 30, 1985, it would be most appreciated.

On March 4, 1985, I met with Ms. Berner and discussed among other
things, Sewage Management, Mapping and traffic studies.
I informed her that we were interested in a updated map of the City -
not only as pertains to our streets but also water and sewer lines, zoning,
etc.
Ms. Berner provided me the attached letter outlining her program. I,
however, explained to her that a program such as this would have to be
approved by the Commission, a firm selected by a procedure approved by
the City Attorney, and finally budgeted.

Dear Mr. Rozansky:
11m pleased that Briley, Wild and Associatesl CfillO mapping program was so
well received at our meeting on March 4. As requested, 1 would like to
. priefly outline the program in letter form for you.
We would begin the program by creating a base map of your City. This can be
digitized from existing maps or computer generated from photographs using
stereo optics. Or, if contour information is required, either existing
contour maps may be digitized, survey data may be processed by the computer
or photogrammetry may be used to provide the required data. As we
mentioned, we work in conjunction with another firm, Southern Resource
Mappi ng, on the aeri al photography. The results wi 11 provi de an accurate
and extremely flexible base map of the entire City of Winter Springs.
Once you have a base map on computer, the possibilities are almost
unlimited. Each tape contains sixty-three separate levels onto which you
may put such information as your City water and sewer atlases; zoning map
updates; police, fire, schools, or voting districts; property appraisal and
tax assessment information; location of roadway signage and signals; and
soils mapping and contour information. You can continue to build on this
for years to come.
By isolating data in this manner, each level can be revised without
affecting other levels and yet can be used in any combination to fit your
intended purpose.
An attractive attribute of this mapping program is the ability to keep your
information current at all times. A change can be made imediately by
either written or verbal communication. 11m sure you can imagine how much
easier your comprehensive plan updates will be.
