LeCesse Corporation is requesting City Conunission approval
of the final engineering for all three phases of Greenbriar. The project
is 31.5 acres with a density of 7.5 units per acre. The project is of
townhouses on fee simple lots.
All the engineering needs to be accepted at one time to save
both the developer and the City time in resolutions regarding easements
that would have to be granted and then vacated to loop this specific
storm drainage system. The City Engineer has reviewed the calculations
and has found the system acceptable.
The Fire Chief and Police Chief have also found that both
the traffic system and fire system are acceptable.
As Seminole Utilities has the capacity for the project, Winter
Springs Water and Sewer will not be involved.
LeCesse Corporation is also requesting the plat for Phase I
of Greenbriar.
The City Engineer will need to review and accept the contractors
bid for Phase I so that an Irrevocable Letter of Credit or bond may be
developed.
Further. a check for the street signs will need to be delivered
to the City for street and stop signs.
The DCCR and plat for this section are with the City Attorney.
To date. I have not received an opinion. With these as the final issues
to be resolved, the Staff recommends the approval for both the final
engineering of all three phases and the plat for Phase I of Greenbriar
at Tuscawilla.

Dear City Council:
This letter is a request for a meeting with you to discuss
the possibility of upgrading and remodeling of our gasoline outlet
at 1 Devon Street in Winter Springs.
We would like to remove the old gas tanks and replace with the
new glass-steel, 30 year warrantee, approved by the state tanks.
We would like to offer a third product to the customer and that
being super unleaded. We plan to extend the sidewalks on the
east side of the the property and install shrubbery around curbed
areas in the lot. We would also like to install a 24' x 24' canopy
over the gas island to inhance the looks of the store and to protect
our customers from sun and rain and better lighting for night
protection.
We will coordinate a facelift of the existing building to
match the new installation and build a site that not only Shop & Go
will be proud of, but also the City of Winter Springs.

Dear Dick:
You have requested our opinion regarding whether
or not Shop & Go may chan~e from three gas pumps to four
gas pumps with a new 24 X 48 canopy. At this time, Shop & Go
is a nonconforming use.
As we discussed, Section 44.47.1, Nonconforming Uses,
precludes the structural alteration or extension of a non- ----
conforming use. It appears the proposal of Shop & Go would violate
this section. However, Shop & Go may argue that the proposed
changes are not structural and would not occupy a great degree of
the land. If so, I think it would be the Commission's decision
as to the intent of the Ordinance reference Shop & Go's argument.

James Hartman, Sr. is requesting a waiver to the subdivision
requirements for those portions of Section 1 and 2 of Entzminger under
his ownership.
This is a new request, as the plat requested for in the
minutes of the October 25, 1983 meeting was never submitted (see
attached).
The road right-of-way will need to be a stabilized access
at a minimum of 25 feet, indicated is 40 feet with easement rights
that need to be granted with the sale to all future owners.

Request to divide property on Old Sanford-Oviedo Road:
The City Planner explained that we have an inquiry from the owner of property on
the Old Sanford-Oviedo Road as to what would be the procedure to divide the portions
of two previously platted lots which he owns, into three parcels. This has been
referred to the City Attorney.
Attorney Kruppenbacher recommended the Commission make a motion to approve the
request subject to a recordable plat being submitted to the City in a form and
manner approved by the City Staff; in the event the Staff does not approve it,your
motion would require them to corne back to you with it. Attorney Kruppenbacher also
recommended the Commission direct the Staff to look into whether or not other public
entities approach this in an alternative fashion by delineating commercial from
private property.
Motion was made by Commissioner Jacobs that we approve the applicant's request in
accordance with the City Attorney's opinion (to present a recordable plat). Seconded
by Commissioner Linville. Discussion. Vote on the motion: Commissioner Grove, aye;
Commissioner Hartman, aye; Commissioner Adkins, abstain; Commissioner Linville, aye;
Commissioner Jacobs, aye; motion carried.

In reply to your memo of 10/18/83 pertaining to the above subject, the
40 foot accessway is acceptable providing it will remain private and adequate
drainage will be accomplished with the 10 foot shoulder/swale on each side.

The entire accessway width of 40' st~uld be the initial design. The re-
quirements makes it mandatory for the secJnd owner to comply with what others
have agreed to, but will ensure the City proper drainage.
Since Old Sanford Oviedo Road is dirt, ,.[hat problem( s) does this accessway
to an unpaved road present?

Moss Glen

Mr. Jim Simon of Premier Investments, Inc. has requested approval of
the final engineering of Moss Glen. The project is 20 units of condominiums at
4 units per building with each building to be sold fee simple. The density for
this project is 12 units per acre.
The Staff has recommended approval of the project with the following
conditions to be met by the developer.
1. The area between lots 3 and 4 are to be lighted.
2. The bottom of the retention pond should be of a 39.5 elevation
to allow a 6 inch freeboard.
3. The connection of the overflow pipe from the retention area to the
existing underdrain must be made with a wye and not a tee.
4. A sidewalk needs to be provided between lots 4 and 5.
5. An underdrain will be installed if necessary between lots 2 and
3 for the storm water to flow to the retention pond.
6. Stop bar, stop sign, and white striping for parking will all be
DOT standard.
7. A second dumpster will be added to the site.
8. A site plan from Florida Power will be developed soon for the
lighting system.
9. The DeCR's need to maintain the buildings as quadruplexes not
to be sold individually at a later date.
10. The City of Winter Springs should not accept the dedication of
the street due to the many sewer and water lines crossing it,
further that the DCCR's allow this to be commonly maintained by
the homeowners association as common ground.

11. The City should accept 5% of the assessed land value for the
parks and recreation department rather than have a park developed.

On Thursday, April 19, 1985 the Staff met with Bob Goll to discuss
the final engineering of a professional office/retail complex on S.R. 434
between Devon and Fairfax Avenues.
Each of the four buildings will contain 3,800 square feet of floor
space and 15 parking spaces, which is more than adequate.
The developer has elected to leave the one live Oak and three palm
trees on site as well as add additional buffering as required by both of the
parking ordinances and Staff recommendation.
The 9 x 18 foot parking areas have been taken before the Board of
Adjustment, and on April 4, 1985 were approved.
A curb with underdrains were added to the design to insure adaquate
drainage. The City Engineer approved the revised soils test as the area was
utilized as a limerock site during the construction of S. R. 434. The limerock
will be utilized for the road base material.
The DOT approved the center curb cut for a driveway on S. R. 434.
Five foot sidewalks will need to be sloped into 4 foot sidewalks, where
commercial abuts residential. Five foot 6 inch sidewalks will be needed to
accommodate wheel chairs.
The curbs for the parking, enclosed dumpsters, a buffered stone wall,
traffic control devices, and streetlights have all been agreed to by the
developer.
Other items still needing to be reviewed at this time are: the signage,
as the developer has a total of 260 lineal feet for frontage. The center identi-
fication sign will need to be taken to the Site Plan Review Board. The DCCR's
will need to divide the signage and control the maintenance and landscaping.
The DCCR's will not be required until the developer is going to plat.

Thank you for taking time to meet with me and my architect, Rick
Swisher this morning.
As we discussed, I am writing you to request that you put us on the
agenda for your meeting of Monday, April 22. At that time, we will
request permission to put a 12' X 66' trailer on our property, (see
enclosed) on a temporary basis. It will be used during start-up
time for a church office and one daily small service. (Approximately
twenty five people.)
We will provide on site parking and any other on site requirements
called for by the city. Please let me know what time we should be
at City Hall on Monday.

The North 375 ft. along the right-of-way
