The meeting was called to order by Chairman Smedley.

APPROVAL OF MINUTES OF MARCH 13, 1985
Mr. DeFazio moved to approve the minutes as submitted. Ms. Joshi seconded.
Vote: All aye, Minutes approved as submitted.
WINTER SPRINGS PLAZA (GROUP 3 DESIGN AND CONSTRUCTION)
City Planner presentation. Applicant, Bob Goll, made a presentation regarding
the size/height of the building and size of the parking spaces. Discussion.
Mr. DeFazio made a motion to accept the plan contingent upon the Board of
Adjustment recommendation on 10 to 9 foot parking spaces and the memo referred
to by Robert Smedley, Chairman of the Board, the memo of March 22, 1985 from
Staff. Ms. Joshi seconded. Vote: all aye, Motion carries, request recommended
for approval.

Re: Winter Springs Plaza
On Thursday, March 21, 1985 the Staff met with Bob Goll to discuss
his request to develop a professional office/retail complex on S.R. 434
between Devon and Fairfax Avenues.

Each of the four buildings will contain 3,800 square feet of floor
space and 15 parking spaces, which is more than adequate.
The developer has elected to leave the one live Oak and three palm
trees on site as well as add additional buffering as required by the both
parking ordinances and Staff recommendation.
The 9 x 18 parking areas will be taken before the Board of Adjustment
on April 4, 1985 for review.
A curb with underdrains will be added to the design to insure adequate
drainage. The City Engineer will also need to see the soils test as the area
was utilized as a limerock site during the construction of S.R. 434. The lime-
rock will be utilized for the road base material.
Other items needing to be reviewed at this time are; the signage, as
the developer has a total of 260 lineal feet for frontage. The center identi-
fication sign will need to be taken to the Site Plan Review Board.
The DCCR's will need to divide the signage and control the maintenance
and landscaping.
The DOT will need to approve the center curb cut for a driveway on
S.R. 434. Five foot sidewalks will need to be sloped into 4 foot sidewalks,
where commercial abuts residential.
The curbs for the parking, enclosed dumpsters, a buffered stone wall,
tit traffic control devices, and streetlights have all been agreed to by the developer.

These issues will be addressed prior to the final engineering of the project
by the departments.
Sewer and water have no problem as the project has capacity.
The developer is also requesting for the vacation of that portion of the
Plat. Lots 1. 2. 3. 4. 31 and 32. Block 4. Replat of North Orlando. First and
Second Additions. as re,:orded in Plat Book 14. Page 16. Public Records of
Seminole County. to be replatted at the time of final engineering.
With these considerations the Staff has recommended approval of the
preliminary engineering of the Winter Springs Plaza.

Bob Goll of Group 3 Design is requesting approval of his
preliminary engineering for the Winter Springs Plaza. The project
is located on SR 434 between South Devon and South Fairfax Avenues,
It is a small residential style office complex consisting of four
buildings at 3,800 square feet each.
Buffering and landscape are more than adequate in the site
plan with all the trees on site being left. Parking is also better
than adequate, allowing 15 spaces per building. Curbs and underdrains
have been redesigned to insure adequate drainage. The engineer will
still need to see a soils report at the time of final engineering to
ensure adequate percolation.
The developer has 260 feet of lineal frontage on SR 434 to
be divided into signage between the four buildings. This will be
contained in the DCCR's. The other areas covered by restrictions are
maintenance of the grounds, and parking, garbage collection, etc.
Traffic control for SR 434 will allow for a "right turn
only" on the driveway fronting the street, this only after DOT
approves the curb. All other traffic control devices have been
agreed to by the developer.
As the developer is splitting 6 lots to be sold as 4, the
developer will need to replat the property with the final engineering.
With these considerations in mind, both Staff and the Planning
and Zoning Board have recommended approval of the perliminary engineering
of the Winter Springs Plaza.

bond in the amount of $532,654 at the time of recording this plat.
