James Simon of Premier Investment Properties, Inc. of Tampa
is requesting approval of his preliminary site plan and engineering
for a condominium project now called Moss Glenn.
The project is located on the newly paved section of North
Moss Road and is approximately 2.02 acres of land. The project is at a
density of 12.0 and is in an area presently zoned C-1. A conditional
use for R-3 granted by the Board of Adjustment May 17, 1984.
Pursuant to Section 14-23 the developer is seeking request
for approval of this/project and several concerns have been addressed.
The following list of recommendations have been made by the staff and
the Planning and Zoning Board for the Commission to consider in review
of the project.
1) The DCCR needs to maintain the buildings as quadraplexes
not be be sold individually at a later date.
2) The City of Winter Springs should not accept the street
the developer has requested to dedicate, due to the
design of the sewer and water system. Further, that this
road be maintained as a private road and shared as a
common easement by the homeowners association in the DCCR.
3) That a new tax appraisal be done to assess the present
value of the land with the Moss Road improvements prior
to accepting 5% of the value of the total gross acreage.
The developer has elected to contribute this amount to
the city in lieu of developing a recreation area.
4) That the developer post a bond with the City of Winter
Springs for any damage that may be done to Moss Road
during construction.

5) That the developer be assessed for the improvements
of the drainage and paving of Moss Road.
6) That the developer also be assessed for his portion
of the signalization of Moss Road and SR 434.
Other conditions will need to be shown on the final
engineering. These were not able to be determined due to construction
of Moss Road being completed during the design portion of the
preliminary engineering for the project.
1) Stub outs and manhole elevations need to be shown from
the now existing right of way of Moss Road.
2) That all invert elevations will need to be redetermined
for new sewer lines along Moss Road.
3) That water lines be redesigned to show single lines
with double meter boxes for half of each building on site.

Elwell presentation. Edward Brown, applicant, made his presentation. Discussion
Artman moved to vote on the variance as requested. Poole second. Vote: All aye.
Motion carries.

Ar oved to vote on approval of Conditional Use as indicated. Motion dies for
lack of second.
Reid moved to approve Conditional Use limiting it to no more than 12 units per acre.
Reid withdrew motion.
Poole moved to approve the Conditional Use with the stipulation that there will be a
maximum permitted density of 12 units per acre. Artman second. Vote: All aye.
Motion carries.

Tuscawilla Unit 14, Final Engineering
February 7, 1985
Winter Springs Development Corporation is requesting approval of the
final engineering for the first phase of Tuscawilla Unit 14.The preliminary
engineering for the project was approved on April 24, 1984 with five provisions.
1) That the developers dedicate the access rights to Mission Road
for lots 274 through 283 to the City of Winter Springs.
2) That the plan be phased, with final engineering approval separately
for each section.
3) That the undesignated tract fronting Vistawilla Drive be designated
greenbelt and retained by the developer.
4) That the developer extend Vistawilla north to SR 419. (This was a
major condition of the approval.)
5) That the applicant provide a satisfactory buffer between the single
family residential area and the commercial area near the future
junction of Winter Springs Blvd and SR 426.
On January 31, 1985 Winter Springs Development Corporation presented
the final engineering for Tuscawilla Unit 14 (the subsequent phases will be 14 A,
B Etc.) for staff review. Presently accomplished are the blazed roads and soil tests.
The drainage calculations provided to date are acceptable to the City Engineer.
The Fire Chief has reviewed the placement of the fire hydrants and has found
this plan acceptable.
The Police Chief asked about the corridor for the northern extension
of the East-West Expressway. Mr. True, representing the Winter Springs Development
Corporation, has stated that this corridor will be between Mission Road and the
City of Oviedo. The Police Chief also stated he would inspect for traffic and
street signs prior to plating the area.

An area of concern from the City Engineer was the 3~ ft. cul-de-sac
with 2 feet of miami curbing. Neither the Police or Fire Chief had a problem
with this. Therefore at this time, staff can recommend acceptance of the final
engineering for this phase of Tuscawilla Unit 14.
Plat, DCCR's and By Laws will be forth coming with certified as-builts
of the project to be accepted at a later date.
