WORKSHOP MEETING
CITY COMMISSION
CITY OF WINTER SPRINGS
OCTOBER 21, 1985
The Workshop Meeting was called to order by Mayor John V. Torcaso.

Industrial Waste Services Contract:
The Commission discussed the two options and asked I.W.S. representative if an $8.50
per month rate for three years would be acceptable. The representative from I.W.S.
said it would be acceptable and the Commission agreed to accept this and have a new
contract ready for Monday night's meeting.
Permit Fees will be discussed at a later Workshop.
Proposed Arbor Ordinance:
It was suggested there be a definition of improved developed lot. On page 1,
Sec. 14.10.1, the last sentence starting with "lending a pleasing...delete;
trees in parking areas were discussed. Discussed Sec. 14.13.1. Commissioner
Jacobs asked for a copy of the ordinance from the City of Orlando. Commissioner
Grove asked for definition of city forest. Sec. 14.12.5, page 5, it was suggested
to include "assess property owner". Page 5, at end of Sec. 14.12.4, add (e) other
trees as approved in Site Plan. On Page 5, (c), fourth line, change the word "that"
to "than".
It was asked if garbage trees could be replaced by nice trees; the ordinance should
provide an alternative.
On page 5, Sec. 14.12.5 (b) add "and bushes" after "tree limbs".
On page 7, Sec. 14.14. it was suggested that strict fines be imposed instead of going
to the Code Enforcement Board.
Commissioner Jacobs asked about the appeal process.
Changes will be made and it will be on the agenda in November.
Proposed Ordinance to amend Section 14-3.2 of the City Code:
Commissioner Hartman asked that this ordinance just address notification of surrounding
property owners. It was suggested to change notification of "150" feet to all property
owners within "300" feet.
There was discussion of paragraph 6.
Proposed P.U.D. ordinance:
Mayor Torcaso thanked Phil Kulbes, Cindy Kaehler, Gene Dorman and Dick McGuire for
all their work on the ordinance. The Commission reviewed the ordinance and suggested
changes. Cindy Kaehler said final development plan was changed to final subdivision plan;
Commission discussed Page 3, paragraph 4 and Commissioner Hartman suggested a percentage
or ratio. Commissioner Hoffmann suggested on Page 4 there should be a section (e) for
Type, Maximum Units per Maximum and change the word "Gross" to "Net".

Commissioner Adkins suggested land should be set aside for percolation ponds and
land spreading. There was discussion of step density. Commissioner Adkins asked
for a definition of net residential acre. There was discussion of paragraph f
on page 5 and page 9, paragraph 15 it was suggested to add recreation director.
The Workshop Meeting will be continued on November 18, 1985.
Manager Rozansky said the gentleman from l.W.S. called his supervisor and said they
could not accept the $8.50 per month. Attorney Kruppenbacher will call l.W.S. in the
morning and then he will either prepare a new contract or bid specifications. This
will be on the agenda for Monday night's meeting.
The meeting was adjourned at 10:15 p. m.
