SPECIAL MEETING
CITY COMMISSION
CITY OF WINTER SPRINGS
OCTOBER 21, 1985
The Special Meeting of the City Commission of the City of Winter Springs was called
to order by Mayor JOhn V. Torcaso.
Roll Call:
Mayor John V. Torcaso, present
Deputy Mayor William A. Jacobs, present
City Manager Richard Rozansky, present
City Attorney Frank Kruppenbacher, present
Commissioners
Jim Hartman, present
Arthur Hoffmann, present
Buck Adkins, present
Leanne Grove, present
Also present:
Terry Zaudtke, Conklin, Porter & Holmes Consulting Engineers, Inc.
Engineering Report - Municipal Complex:
Terry Zaudtke reported that he is satisfied that the work was done in accordance
with the plans and specifications.
Motion was made by Commissioner Grove that we go ahead and release payment number 10
in the amount of $85,000 to LeCesse Corporation and have our Staff determine what
Mr. Hampton proposes will be sufficient and look to him to correct the problem.
Seconded by Commissioner Jacobs. Discussion. Vote on the motion: Commissioner
Hoffmann, aye; Commissioner Adkins, aye; Commissioner Jacobs, aye; Commissioner
Grove, aye; Commissioner Hartman, aye; motion carried.

Motion was made by Commissioner Hartman to place on the agenda the request of Mr.
Ron McDowell. Seconded by Commissioner Jacobs. Discussion. Vote on the motion:
Commissioner Adkins, aye; Commissioner Jacobs, aye; Commissioner Grove, aye;
Commissioner Hartman, aye; Commissioner Hoffmann, aye; motion carried.
Motion was made by Commissioner Hartman that we allow Mr. McDowell to clean up his
property by taking about five to six feet and that he dig it at a 3-1 slope, and
the Staff, mainly the Building Official go out and inspect it before he starts
and then on a weekly basis until the job is complete and to include the pond 125
feet in diameter. Seconded by Commissioner Jacobs for discussion. Discussion. Vote
on the motion: Commissioner Jacobs, aye; Commissioner Grove, no; Commissioner
Hartman, aye; Commissioner Hoffmann, no; Commissioner Adkins, no; motion failed.
Attorney Kruppenbacher reported that we are proceeding with litigation with Florida
Public Utilities Inc.
There was discussion of moving dirt and removing dirt on private property.
It was decided that the Building Official and Engineer would review Mr. McDowell's
project and this will be on the agenda for Oct. 28, 1985.
Special Meeting was adjourned at 7:20 p. m.
