CITY COMMISSION
JULY 1, 1985
The workshop Meeting was called to order by Mayor John V. Torcaso at 7:00 p. m.

Winter Springs Water & Sewer:
Proposal for billing of water company for Hacienda Village:
Mr. Harry Martin, Utilities Director, explained that presently the residents of
Hacienda Village are currently being billed by the owners of the village based on
a 6" meter. Each individual unit in Hacienda Village is metered and they pay
according to the consumption that goes through that meter. The base facility
charge is pro-rated according to the number of units in Hacienda Village.
The average resident in the City pays a base facility charge of $10.23 a month
plus the 91 cents per thousand gallon of water consumption. If 1,000 gallons of
water is used, they pay $13.70 per month. A resident of Hacienda Village would
pay $4.68 for that same amount of water.
Attorney Lang explained that once Hacienda Village elected to give up paying the
utility fees and going to individual meters, they violated their PSC tariff that
North Orlando Water & Sewer Corporation had. Once they did that, we can no longer
give them the master meter rate. Hacienda Village elected to put in individual
meters in order to be fair to all the tenants, but in so doing they backed them-
selves into the position where now for us to abide by the law, and to avoid
making them a utility, they have got to let us either go through with the individual
meters and have the utility bill individual meters or they have to pull the in-
dividual meters and have us bill the master meter and let them bill the cost of
the utilities back into the rent. Discussion followed.
Policy for sewer adjustments:
Mr. Martin said they are trying to get a policy whereby those customers of Winter
Springs Water and Sewer that have swimming pools which they periodically drain and
refill, who use 10,000 gallons of water but do not use the sewer system; also where
there is a leak and the water is just running onto the ground and it is not costing
us anything for sewer treatment.
Capacity allocation policy:
The policy was discussed and it was suggested that Section 3, sub-paragraph c be
changed as follows: for developments who contribute effluent disposal fields in lieu
of connection fees, we would expect them to take back at least 150% of the flows
generated. A resolution is to be prepared.

The sewer use ordinance and rate ordinance were discussed. Miscellaneous charges
were discussed. Commissioner Hartman and Commissioner Adkins suggested the Building
Department make the inspection at the time the rough in plumbing inspections are
made. As for application requirements, the Commission was in favor of only name,
address and telephone number. For late payments, the consensus was for 20 days
and $20.00 to reinstate service.
