In a few days, you will be receiving a 2009 Notice of Proposed Property Taxes from the Seminole County
Property Appraiser. This annual notice includes information regarding your proposed property tax bill for
the upcoming year. While this information is not final at this point, it does reflect the "not to exceed"
millage rate(s) and associated tax amounts for your 2009 tax bill.
As you look at your 2009 Notice of Proposed Property Taxes, depending upon your individual
circumstances, you may notice an increase in the total taxes you are proposed to pay. Several factors
affect the amount of property taxes you pay including the value of your home, your Save Our Homes
benefit, your associated exemptions, etc. However, one of the primary factors affecting the amount you
pay is the proposed millage rate adopted by the various taxing jurisdictions.
Your total proposed taxes result not only from the City tax millage, but also the County, County Fire
MSTU, School Board, and the St. John's River Water Management District. In fact, the City portion
represents only 14% of the total tax millage. As reflected in the 2009 Notice of Proposed Property
Taxes, the County, County Fire MSTU, and the School Board voted to increase their proposed millage
rates for the upcoming year. As a result, you may experience an increase in your proposed taxes.
I am pleased to inform you that your City Commission voted unanimously NOT to increase your
2009 City millage rate. The current City- levied total millage rate of 2.5814 remains unchanged for the
upcoming year. The following table shows a comparison of the current and proposed millage rates for
the various taxing jurisdictions that make up your property tax bill:

In spite of challenges presented to us by the limited availability of resources resulting from current
economic conditions and restrictions imposed by the State Legislature, including Amendment 1, the City
of Winter Springs remains committed to providing quality services to its residents via a balanced budget
that functions within these limitations while continuing to meet the growing needs of our citizens.
